Mr. Sctt Hensgens mved t apprve the July 12, 2016 minutes, Mr. Grdn LeBlanc secnded and the minutes were apprved. Mrs. Fran Gladden thanked St. James fr hsting the meeting and intrduced Ms. Lauren Ray, Head f Schl. Ms. Ray welcmed everyne t the schl and invited them t tur the schl fllwing the meeting. 5. Bard Actin There was n bard actin. 6a. Gvernmental Issues Sidewalk Café Ordinance The Cmmissin viewed, via PwerPint, a rendering f a prpsed sidewalk café. Each Cmmissiner received a cpy f the draft rdinance. Mr. Rhrer infrmed the Cmmissin that the Sidewalk Café Ordinance has been updated and addresses the fllwing issues: Clarifying what a sidewalk café is Determining which DPW department versees permitting prcess Addressing ADA cmpliance Updating fire and traffic cdes Defining allwable items i.e. chairs, umbrellas, a frame signs, etc. Defining dimensin and layut requirements Requiring a maintenance plan t be submitted with permit applicatin Updating liability insurance requirements Updating permit cst and prcedure

Mr. Sctt Hensgens mved t accept the draft Sidewalk Café Ordinance as presented, Mr. Grdn Leblanc secnded and the draft Sidewalk Café Ordinance was unanimusly apprved as presented. Ms. Cper thanked the Cmmissin fr apprving the rdinance and she will begin the prcess t present the rdinance t the Metrplitan Cuncil. 6b. Develpment Initiatives 2016 IDA Award The Cmmissin viewed, via PwerPint, images f the Dwntwn Tl Kit and a phtgraph f DDD staff receiving the award. Each Cmmissiner received a cpy f the newspaper article. Mr. Rhrer infrmed the Cmmissin that the Dwntwn Develpment District has received the Award f Merit frm the Internatinal Dwntwn Assciatin fr the Dwntwn Tlkit: A Visual Guide t Dwntwn Develpment in Batn Ruge. The award was annunced at its annual cnference in Atlanta. This is the ninth year in a rw that the Internatinal Dwntwn Assciatin has recgnized the DDD's leadership and management in the develpment f Dwntwn Batn Ruge. Mr. Rhrer cmmended the DDD staff fr their wrk n the tl kit. Third Street Develpments Watermark Htel The Cmmissin viewed, via PwerPint, images f interir f Watermark Htel. Each Cmmissiner received a cpy f the newspaper article. Mr. Jay Haratsis, reginal general manager fr Greenwd Hspitality, intrduced the members f his team t the Cmmissin. Mr. Haratsis briefed the Cmmissin n the tw restaurants that will be in the Watermark, The Gregry, an American tavern and Milfrd s n 3 rd, a ksher-style deli. Mr. Haratsis expressed his excitement t be part f the dwntwn cmmunity. The htel is scheduled t pen Octber Onyx The Cmmissin viewed, via PwerPint, a phtgraph f the exterir and interir f the Onyx Residences. Each Cmmissiner received a cpy f the newspaper article. Mr. Gabe Vicknair infrmed the Cmmissin that the residential units are 40% leased and tenants have begun mving in. There is 3,000 sq. ft. f cmmercial space available fr lease. Iberia Bank and Regal Nails will be leasing space n the grund flr. Curtyard Marritt The Cmmissin viewed, via PwerPint, an image f the prpsed rendering. Mr. Rhrer infrmed the Cmmissin that the cntractr is mbilizing the site fr cnstructin f the 137 rm htel. Starbucks will be lcated n the bttm flr f the htel. Cmmerce Building Magpie The Cmmissin viewed, via PwerPint, a phtgraph f the exterir f the building. Mr. James Jacbs, wner, infrmed the Cmmissin the café is scheduled t pen in tw weeks and briefed the Cmmissin n the services ffered. Mr. Jacbs expressed that the café will adjust their hurs int what the cmmunity needs. River Center Library The Cmmissin viewed, via PwerPint, an image f the prpsed rendering, a phtgraph f the demlitin and interir f the temprary space. Each Cmmissiner received a newspaper article. Mr. Rhrer infrmed the Cmmissin that demlitin has begun n the River Center library and encuraged everyne t visit the temprary lcatin n Third Street.

Mr. Rhrer infrmed the Cmmissin abut the Request fr Prpsals fr parking management t address the fllwing issues: Mdern Meters Parking Guidance Management Garage Expansin Mr. Rhrer mentined the pssibility f including a digital parking sign indicating the number f spaces available as part f the parking upgrades. Batn Ruge River Center The Cmmissin viewed, via PwerPint, a phtgraph f the exterir f the building. Mr. Michael Day, general manager, infrmed the Cmmissin that the shelter at the River Center will clse at the end f this week and the River Center will begin t prepare fr upcming events. Flrida and Lafayette Streetscape The Cmmissin viewed, via PwerPint, an aerial image indicating the lcatin f the prject and a phtgraph f the tables and chairs. Mr. Gabe Vicknair infrmed the Cmmissin that final inspectin n the prject is scheduled fr Friday, September 16, Dwntwn Greenway The Cmmissin viewed, via PwerPint, a phtgraph f the current cnstructin and images f the renderings f the prpsed imprvements. Mr. Vicknair infrmed the Cmmissin the Nrth Blvd. prtin is under cnstructin and cncrete has been pured in the first tw blcks. Electrical systems fr the lighting imprvements are currently being installed. The prject is scheduled t be cmplete by mid-december. The Dwntwn Greenway cnnects t the larger city system, cntinuing frm the lakes behind Penningtn and t BREC s Capitl Pathway prject. Planned bike lanes n River Rad frm Flrida Blvd. nrth will als cnnect t the Dwntwn Greenway. Mr. Rhrer Intrduced Ms. Lindsey West wh will be assisting with the Bike Share prgram. Bike Rack The Cmmissin viewed, via PwerPint, a phtgraph f installed bike racks. Ms. Whitney Cper infrmed the Cmmissin that 71 bikes racks have been installed n River Rad and Third Street with the exceptin f 6 that are waiting fr apprval frm the Crps f Engineers. Riverfrnt Plaza The Cmmissin viewed, via PwerPint, a rendering f prpsed imprvements and phtgraphs f prpsed plants. Mr. Vicknair infrmed the Cmmissin that Carb Landscape is wrking n the prpsed renvatins fr the plaza and the prject is expected t be cmplete in a year. NBTS Phase II The Cmmissin viewed, via PwerPint, a rendering f prpsed imprvements. Mr. Vicknair infrmed the Cmmissin that the final plans have been delivered t DOTD fr review and bid ut. The imprvements will extend frm Nrth Blvd. Twn Square west t Nrth Blvd. and east t 5 th Street and will als include St. Phillip Street.

Ms. Cper infrmed the Cmmissin the meetings this mnth had been cancelled due t the recent fld and will be re-scheduled fr the end f September. The full Maintenance Cmmittee Meeting is scheduled fr Thursday, Nvember 17, As mentined abve under item 6a, the sidewalk café rdinance draft will be presented t the cuncil fr apprval.
