1 COMMUNITY MEETING REPORT Petitiner: Partnership INC Charltte-Mecklenburg Husing Rezning Petitin N This Cmmunity Meeting Reprt is being filed with the Office f the City Clerk and the Charltte- Mecklenburg Planning Cmmissin pursuant t the prvisins f the City f Charltte Zning Ordinance. PERSONS AND ORGANIZATIONS CONTACTED WITH DATE AND EXPLANATION OF HOW CONTACTED: A representative f the Petitiner, Agent; Chris Muryn, Shk Kelley, mailed a written ntice f the date, time and lcatin f the Cmmunity Meeting t the individuals and rganizatins set ut n Exhibit A attached heret by depsiting such ntice in the U.S. Mail n 3/11/2015. A cpy f the written ntice is attached heret as Exhibit B. DATE, TIME AND LOCATION OF MEETING: The Cmmunity Meeting was held n 3/23/2015 at 5:00 PM 7:00 PM at The Cmmunity Rm at The Alexander, 2425 Statesville Ave, Charltte, NC PERSONS IN ATTENDANCE AT MEETING (see attached cpy f sign-in sheet): Thse individuals identified n the sign-in sheet attached heret as Exhibit C attended the Cmmunity Meeting. The Petitiner was represented at the Cmmunity Meeting by the Petitiner s Representatives; Andrew S Rsti, Vice President f Develpment & Agent s representatives, Frank S. Quattrcchi and Chris Muryn, Shk Kelley. SUMMARY OF PRESENTATION/DISCUSSION: Per request f the Petitiner an infrmal Meeting Flyer was prepared fr the meeting by the Agent and attached heret in pdf frmat as Exhibit D. The Petitiner and Agent s representatives welcmed the attendees and intrduced the Prject t the attendees as each arrived and gave a brief update n the gals and ratinale fr the Rezning Petitin. Full size sheets were printed and displayed f SP001 Rezning Plan & Technical Ntes and SP002 Building Study Perspectives fr review by the attendees with the Petitiner s and Agent s available fr questins and respnses. The attendees indicated that the Petitiner prpsed t rezne tax parcel (wned by Duble Oaks Develpment) and tax parcel (wned by Partnership INC Charltte-Mecklenburg Husing). The recmbined AC f parcel will be prpsed fr cnstructin f a new Mecklenburg Cunty Parks and Recreatin Pl Facility. Prpsed Maximum nnresidential Square ftage t be 37,000 GSF inclusive f exterir pl activity areas and accessry building areas. The representatives explained the rezning prcess in general and stated that the purpse f the meeting was t discuss the rezning request and the cnditinal site plan and respnd t questins and cncerns frm nearby residents and prperty wners. The fllwing represent the cmments and cnversatins between the Petitiner, Agent and neighbrhd participants attending the meeting: (Q) Will the new aquatics center keep the same prgrams and prices, and when is it lking t pen?

2 (A) It is the gal f the parks department t keep all existing prgrams and prices and just update the pl facility that cannt currently update n the pls current site. Cnstructin will start after this pl seasn and the pl is aiming t pen with all ther Mecklenburg Cunty Pls fr the 2016 swim seasn. (Q) What is ging t happen t the pl s existing site? (A) Part f the site will be used fr a rad realignment and then the remainder f the site will be used with ther CMHP hldings fr the pssibly a grcery stre and ther retail amenities. (Q) What will all the rads are like with the pssibility f the sites bringing extra traffic? (A) A traffic study was cmpleted befre the start f Brightwalk and these current prpsed uses were figured int that reprt (Q) Is a neighbrhd schl part f the future develpment? (A) N, at this time, this use is nt part f the future develpment. (Q) Hw big is the new pl ging t be? (A) Right nw the pl is lking t be 9,000 sq. ft. The city has a new plan lking t update/rebuild pls ver the next 10 years that this pl is a part f. Parks and Recreatin is lking t have 4 reginal pls, 10 lcal pls with 4 f the 14 being Indr Facilities. (Q) Des the Parks department have the funds? (A) Yes, a 2008 bnd was put in place fr these upgrades that have been put ff with the ecnmic climate ver the past cuple f years. (Q) Hw d yu crss the rad at the crner f the site and what kind f strategies will be used t slw dwn traffic fr children crssing Statesville Ave? (A) Right nw there are plans fr a new crss walk, Handicapped accessibility, alng with six-ft public sidewalks with an eight-ft planter adjacent t the street. CDOT and NCDOT will be the nes lking t regulate the crssing f the rad and what strategies wuld be emplyed like a crss walk with blinking lights. (Q) Will there be sun prtectin? (A) The final design is still being wrked thrugh with site cnsideratins but right nw there is a plan fr pssibly tw sunshades arund the pl alng with a cvered picnic area. (Q) Mst Kids are latchkey and can affrd a $1:00 fee. Will new facility be the same? (A) Parks & Recreatin can t guarantee prir but lw cst will be a cnsideratin. (Q) Attended had nted there was talk f a ptential grcery at Brightwalk and nted that Aldi r Harris Teeter type stre wuld be favrable (A) Develper is talking with several grcery chains but cannt cnfirm at this time. Much will depend n market influences. (Q) Meeting attendee nted that she was in favr f the Spray Parks, [Similar t Veteran s Park n Central Ave.]

3 (A) New facility is nt intended t be a Ray s Splash Planet. All pl functins will be exterir. General Discussin Items & Cmments The Petitiner discussed the new lcatin will have better walkability frm existing surrunding neighbrhds than the pl s current site lcatin. Parks and Recreatin discussed the design features f the pl as fllws: lking t have: a zer depth entry t 3-4 verall depth; a kiddie slide int the shallw area; ne and a half t tw stry slide in the deeper area; lap lanes and interactive water features. Meeting attendee nted that there is a need fr walkability t a neighbrhd schl. Park & Recreatin General cmments included the fllwing: Want t expse kids t water, prvide pprtunity fr walkability frm existing churches and need fr crdinatin f imprve sidewalk and street access. Park & Recreatin nted that there are mre pls planned in next 10 years; 4 large reginal facilities, 5 utdr pls, 14 Crdelia Park style facilities and 3-4 indr pls. In general, all cmments were supprtive and psitive fr apprval f the rezning and at keeping the pl facility within the neighbrhd. 6 NEW DOUBLE OAKS POOL Rezning at Statesville and Wdward - Cmmunity Meeting Mnday, March 23, :00 7:00 PM 2425 Statesville Avenue, Charltte, NC Charltte Mecklenburg Husing Partnership ( CMHP ) is rezning land that it cntrls at the crner f Statesville Avenue and Wdward Avenue ( New Pl Site ) t accmmdate the future hme f the current Duble Oaks Pl which is wned and perated by the Mecklenburg Cunty Parks & Recreatin Department ( Meck C. Parks & Rec ) Why is CMHP rezning a site it wns fr the new pl? CMHP is rezning the site as the petitiner. CMHP plans t swap the New Pl Site with Meck. C. Parks & Rec at the cmpletin f rezning fr the current site which lies inside the Brightwalk Develpment. Why is the pl mving? The Duble Oaks Pl is mving t mdernize the aging facility. Current zning and land use laws will nt allw fr the pl t be remdeled r rebuilt n its existing site. In additin, the New Pl Site will prvide an anchr t the entrance f the new Statesville Avenue crridr and cnnect t trails thrugh Anita Strud Park. When will the new pl be pen? When will cnstructin begin? Meck C. Parks & Rec currently anticipate that grading wrk will cmmence in late spring f 2015 and the planned cmpletin is anticipated fr the 2016 Pl Seasn. What will happen t the current pl site? CMHP anticipates rezning the current pl site t match the zning within Brightwalk. Prpsals fr future uses n the site will be based n market feedback but culd include husing, retail, grcery, r ther uses that are viable. When will the current pl be demlished?
