5 Majr Accmplishments As Acting City Manager fr 5 mnths in 1983, guided Oxfrd thrugh a drught-induced water emergency. Created Oxfrd's first revlving lan fund (RLF) ecnmic develpment prgram which financed a cuntry inn and restaurant in an histric hme and the City's first minrity-wned business, an Arby's restaurant. RLF wn the "Gvernr's Award fr Excellence" fr invlvement f wmen and minrity business enterprises in the Small Cities CDBG prgram. Oversaw first emplyee classificatin and wage study in 14 years which was adpted by City Cuncil. Served as member f city management team that negtiated cllective bargaining agreements with Fraternal Order f Plice withut strife. Cmpleted first city cmprehensive plan in 22 years, adpted by City Cuncil. Initiated study that resulted in clsure f City landfill and privatizatin f City refuse cllectin and dispsal.
