The Business Schl Phase II is a dnr-funded prject that invlves filling in the interir curtyard f the CU Denver Business Schl at 15 th and Lawrence. The prgram includes an events center, several classrms, and ffice space fr the Business Schl. Presentatin t the Bard/Discussin: A. Backgrund Cntext: All individuals present fr the meeting intrduced themselves after which Mr. Weatherfrd prvided a brief descriptin f the prject, the anticipated scpe f the prject, the histry and lcatin f the building, a descriptin f the CU Denver ( UCD ) Business Schl (cllectively, the Business Schl ) prgram needs, design cnsideratins, the budget and anticipated schedule, and any ptential cncerns. The prject team will include representatives frm UCD; RNL Denver/Stantec, Denver, Clrad, architects; Shaffer Baucm Engineering & Cnsulting, Lakewd, Clrad, mechanical, electrical and plumbing engineers; Martin/Martin, Inc., Lakewd, Clrad, structural engineers; and JE Dunn Cnstructin C., Denver, Clrad, cst estimatrs. The scpe f the prject will include preparing a cnceptual design and the develpment f a prgram plan dcument. The building was cnstructed in 1982, was purchased by the University in 2008 fr the purpse f husing the Business Schl, and was renvated by RNL Design in The UCD neighbrhd n the Auraria campus includes three buildings wned by the UCD including the Lawrence Street Center, the CU Denver Building and Annex, and the Business Schl Building. Mr. Harcek reviewed a number f graphical images representing the Business Schl as it exists and as prpsed with the infill. He nted that the Business Schl is surrunded by Lawrence Street, 15 th Street, and an alleyway parallel t Lawrence Street. The building currently includes a curtyard area accessed frm the alley which is the area f the prpsed infill renvatin. The renvatin will include a multi-functin event center n the grund flr which culd hld between 300 t 400 peple, and the secnd and third flr upper levels will include a number and variety f classrms, ffices, and a large lecture hall, fr an apprximate additin f 12,000 square feet.

3 Page 3 The design cnsideratins include: The alley, the access behind the alley, and making pssible cnnectins t Larimer Square strnger; Ingress and egress t the Business Schl frm the alley; Transparency and visibility f the Business Schl; Requirements f the event center n the first flr; Aligning the upper flrs f the infill cnstructin with existing circulatin and lighting patterns; Preserving as much as pssible existing daylighting and views; Minimizing disruptins frm new cnstructin t existing spaces; Minimizing mechanical systems as much as pssible; and The existing structural systems cntained within the building. Mr. Weatherfrd reviewed the preliminary budget fr the prpsed prject. He nted that it wuld be entirely cash funded, part f which will be prvided thrugh a $4 millin gift frm a dnr. The remaining cst f the prject, apprximately $6 t $7.5 millin, will be prvided thrugh a cmbinatin f additinal gifts and Business Schl reserves and/r a reductin in Business Schl prgramming. The currently anticipated schedule includes cmpleting the cnceptual design prcess in Nvember 2018, a presentatin t Bard f Regents Finance Cmmittee in January 2018, which will be fllwed by a presentatin t the Capital Develpment Cmmittee in February The remaining design schedule will ccur frm May t July 2018, with cnstructin ccurring frm August 2018 thrugh May Cncerns expressed by the design team and facilities related t the prject were reviewed and include: A deficit f space needs fr the Business Schl; Budget/funding; Site staging; and Building ccupancy during cnstructin. B. DRB Cmments: Mr. Brandes reviewed the requirements fr Cnceptual Design ( CD ) submittal as this prject mves tward after which the Bard shared the fllwing cmments and/r cncerns with the design team: This is an exciting prject, and it will be a great asset fr the University; The building renvatins made in 2012 helped t pen the building up t the streetscape, imprved the urban design, and were a desirable additin t the building in terms f transparency and visibility; The building is essentially lcated in the heart f an entertainment district and the urban cnnectin and the urban design f the area, the existing and ptential pedestrian cnnectins, and the cntinued perspectives f transparency and visibility are all very strng elements and shuld be all cnsidered and explred as the cnceptual design is

4 Page 4 develped regardless f hw Larimer Square and the alley adjacent t the Business Schl may be develped in the future; Cnsider the rle f the alley in the future f Larimer Square redevelpment and hw this additin relates t it in terms f access, view, visibility, exterir aesthetic, etc. The prgramming fr the prpsed space, especially the elements f the first flr and hw thse elements will wrk tgether physically and lgistically, particularly the transparency f the infill prject, cnnectins frm the pedestrian edge thrugh the building, and the alley itself will need t be taken int cnsideratin while designing and planning the CD submittal; Specific lgistical issues may include installing and using auditry equipment, safety, access, and distractins frm the alley; The infill area shuld be reviewed in rder t determine what the nature f the access is, i.e., shuld it be cnsidered a back dr, des it cnnect t the lbby r t Lawrence Street, is there visibility thrugh the building t the ally via the infill area, etc.; With the ptential redevelpment f the University s Drav Annex building, the cnnectins between the Drav Annex and the Business Schl culd becme imprtant and shuld be cnsidered; Regarding the ttal flr plan f the first flr, cnsider alternative uses t sme f the spaces surrunding the prpsed event center, such as pening up the classrm in the crner t enable it t becme a mre friendly edge and pssible entryway t the alley, culd windws be added, culd strage areas n the left side f the event center be pened up and made int pre-functin space r an entry way fr the event center, etc., and think abut the cnnectivity t the alley alng the left side f the event center and ther ways the alley can be activated thrugh this prject in rder t make it mre pedestrian friendly and bring peple int the space; and Cnsider the winners and lsers as a result f the renvatin, such as: When the curtyard is filled in, althugh the building will likely have less heat lss and may perfrm better frm an energy standpint, it will als enclse a bigger and darker space with fewer windws; Remving the curtyard frm the alley space and creating a sheer wall in its place may nt make the alley mre pedestrian friendly; perhaps cnsider sme articulatin f this façade, such as a slight inset t take the place f the curtyard being remved; Cnsider all f the relatinships and study the impact the prject will have n the alley itself; While thinking abut the ptins fr the design, try t ensure that there are mre psitive results (i.e., winners ) as a result f the cmpletin f the prject; and While nt wrking beynd the scpe f the cntract, cnsider the big picture and keep in mind the master plan f the surrunding area, what a micr master plan f the immediate area including the Drav Building, Drav Annex and Larimer Square wuld lk like, understanding that the cntext f these areas is changing and what these changes might mean fr the prject especially in relatin t the alley as a majr pedestrian cnnectin fr the University. Additinally, in rder fr the Bard t be n the same page with and understand what the design team is trying t achieve, the Cnceptual Design submittal shuld nt be limited t but shuld include clearly articulated infrmatin regarding the fllwing:

5 Page 5 Budget, including hw the gap between the $4 millin which has already been funded and the ttal cst f the imprvements will be funded and what prtin f the budget, if any, is attributable tward difficulties related t the cnstructin cncerns nted belw; Schedule, Prgramming; Sustainability and energy issues; Landscape and exterir urban envirnmental issues; Architectural gals; Lw-impact related develpment; and Cnstructin, i.e., what the limitatins f cnstructin in a fully-ccupied building might be, limited lay dwn space, can the cnstructin crew wrk in the alley, etc. The design team shuld als be prepared t share and explre with the Bard the develpment cncepts that were tested, hw they arrived at their preferred ptin, etc., and be able t dcument the energy, sustainability, ther develpment factrs, etc., and be able t speak t these as part f the evaluatin fr the CD submittal. The Bard recgnized where the design team is in terms f the prgram and the budget and where the it needs t end up in rder t make a cnsidered pinin abut the prject fr the CD submittal. The Bard als lks frward t this submittal and t being able t share the thught prcesses regarding planning, design, and the ratinale fr the final recmmendatin. Ms. Cwgill indicated that there will be a challenge in pening up the infill area while still prviding the privacy needed fr functins in the event Center, s they will be taking these items int cnsideratin as they mve frward with the design. She als mentined that the redevelpment f the Drav Annex may prvide sme leverage regarding the alley cnnectin and access fr the Business Schl. Backgrund Cntext: New members f the Facilities Planning staff and Bard members present fr the meeting intrduced themselves, after which Ms. Kirtland prvided a brief histry f the expansin prject fr the Imig Building which began apprximately three years ag. The majrity f the prgramming functins fr the Cllege f Music ( Music ) are lcated in the Imig Building ( Imig ), but there are als prgramming functins lcated at Macky Auditrium ( Macky ). Sme f these functins currently lcated at Macky will be relcated t the new additin at Imig nce cmpleted. The anticipated pening date fr the new additin in the summer f 2020 which aligns with Music s 100 th anniversary. Ms. Kirtland prvided details regarding the size and apprximate cmpletin dates fr all f the varius sectins f the current Imig Building. Prtins f the suth side f Imig, apprximately 9,000 NSF/12,000 GSF, mst f which was built in the 1950s, will be demlished in rder t make rm fr the new additin. This side f Imig is ne stry and, as such, is underutilized. There is als space adjacent t the suth side f Imig which can be utilized fr an expansin. The expansin will include apprximately 72,000 GSF f new cnstructin (the Additin ). Cncerns with this expansin include, but are nt limited, t the fact that the remainder f the Imig will be actively in use during cnstructin, and the basement f the suth side f the Imig cntains a mechanical rm which services the east prtins f the Imig.

7 Page 7 Mr. Murray reviewed the anticipated prgram elements and related space requirements f the Music upn cmpletin f the additin. He nted that mst f the existing space in Imig is highly cmplicated and acustically sensitive and that ver 80% will require bx-in-bx cnstructin and will have adjacency and nise cntrl issues. A recital hall, a majr rehearsal hall, majr teaching studis, multiple practice rms, large mechanical and electrical rms, and administrative space will be replaced r added nt thrugh the Additin. Wellness prgramming space will be included within the Additin. He als reviewed a graphical representatin f the prgramming needs and building massing included within Imig upn cmpletin f the Additin, including space fr rehearsal and recital applicatins, applied instructin and teaching studis, and administratin functins. Additinally, Ms. Kirtland nted that a dance studi fr Theatre and Dance Prgram currently lcated in the Carlsn Gymnasium Building will be relcated t Imig upn cmpletin f the Additin. This prgramming need has been included within the graphical representatin presented by Mr. Murray. She als nted that while Music will cntinue t have a presence in the Macky related t perfrmance needs but, as desired, the academic needs currently hused at Macky may als be relcated t the Additin. Ms. Kirtland reviewed the prpsed budget fr the prject f $46.1 millin which has been apprved by campus leadership and is anticipated t be funded thrugh general campus funding. This budget includes: Building cnstructin: Site/landscape cnstructin Utilities: Sft csts, FFE, ther: $31.2 millin $1.5 millin $1.0 millin $12.4 millin Mr. Murray reviewed the prpsed prject schedule including prgram develpment, cncept design, prgram plan dcumentatin review, capital cnstructin review, schematic design, design develpment, cnstructin dcuments, university apprval, and the cnstructin phase, with a targeted cmpletin and mve in date in 2020 as nted abve. Ms. Kirtland nted that the selectin prcess fr CM/GC cntractrs is currently under way. It is anticipated that the prject will return t the Bard fr cnceptual design submittal in Nvember 2017 and schematic design submittal in February Ms. Drake and Mr. Cavaller elabrated n the prject gals fr the Cllege f Music, as well as what the prject will d t help imprve the CU Bulder campus and the university verall. They reviewed a site analysis, including lcatin; parking; bus, vehicular, bicycle, and pedestrian circulatin and circulatin challenges; permeability and sustainability; pedestrian desire lines and place making pprtunities; utilities; street dimensins; site sectins including Farrand Field t the east f Imig, 18 th Street in frnt f Imig, and Wardenburg Drive t the suth f Imig; existing landscape and tpgraphy; site cnstraints; prject extents; and existing circulatin and entries fr Imig. Mr. Cavaller discussed the spaces within Imig which will remain after demlitin and spaces that may be imprved during cnstructin, the prtin f Imig which will be demlished, challenges regarding the mechanical rm underneath the Additin space, and slar and wind expsure.

8 Page 8 Mr. Cavaller and Ms. Drake reviewed a qualitative analysis including the site pprtunities which will be prvided thrugh the creatin f the Additin; the character f adjacent landscaping; a ptential material palette fr hardscape areas as well as fr path, plant, and place; adjacent architecture; the taxnmy, axial alignments, massing and prprtins f the area; features f the Imig Building; and ending with a ptential materials palette fr the Additin itself. The Bard expressed its appreciatin t the design team fr the thughtful and cmprehensive presentatin, nting hw cmplete and infrmative the analysis was and hw helpful learning abut hw the design team arrived at its prpsed slutins was. B. DRB Cmments: The Bard als shared the fllwing cmments. In rder t infrm the design f the Cnceptual Design submittal, the design team was encuraged t: Cnsider creating a pst-ccupancy evaluatin regarding traffic, sund, adjacencies, etc., i.e. what existing building cnditins are nt wrking nw and which and hw might these things be repaired with the Additin, and identify these imprvements as gals; Cnsider identifying specific gals related t the three areas f DRB fcus: architectural gals, campus/landscape gals, and sustainable design gals. These are t be included within the next submittal and used t guide the evlutin f the design. Evaluate hw the massing, shading, edges, acustical needs f the Additin, etc., will create challenges fr the vehicular and pedestrian edges alng 18 th Street and Wardenburg Drive due t the high levels f all types f traffic alng 18 th Street, increasing the suth side f Imig frm ne stry t fur r five stries, creating a permeable façade alng the suth side, etc., and what pprtunities might be available t address these challenges; Review hw the cnnectins will be made frm the Additin t existing Imig structure; Cnsider ways t make the scpe f the pre-functin area and the related axis f the Additin meaningful; Review the sectins presented and cnsider including the fllwing in the Cnceptual Design submittal: Extend the sectin frm Farrand Hall thrugh Imig further west beynd 18 th Street s it shws the scale f the CASE Building; Include a secnd sectin f 18 th Street shwing ptential future changes f the street and pedestrian pathways; and Include an additinal sectin f Wardenburg Health indicating what it and what Wardenburg Drive might becme in the future and what impact the Additin may have n these spaces. Regarding the analysis illustrating multiple street dimensins t the west f Imig and hw the streets relate t the surrunding buildings, explre hw can the area be nrmalized and/r transfrmed int a transit envirnment that wuld be beneficial t the future needs f the area, taking int cnsideratin entries and senses f places that might nt have existing befre the Additin; Cnsider and present a few alternative ptins regarding the future use f the parking lt acrss 18 th Street frm Imig and hw these ptins might affect the Additin; In anticipatin that Imig will be a music building n campus fr years t cme, determine what this means t the building:

9 Page 9 While keeping a balance between the traditinal frm and cntinuity f character n campus and what the future might bring, hw d these things transfrm the design f the Additin, specifically regarding the frm f the building, its presence n the site, and the utdr spaces adjacent t it; Since the entry is likely mving and the current entry is n axis with Euclid, cnsider the view axis and hw the new entry will transfrm the building; Hw is the fact that it is a music building indicated t the rest f the campus; What might the future f music be and hw culd this infrm the building; and What des sustainability, technlgy, etc., mean t the building, nw and in the future. Cnsider the varius pprtunities regarding the external and internal relatinships and crrespnding fenestratin fr Imig and the Additin while mving frward t the Cnceptual Design submittal; In rder t help the Bard cllabrate and share with the design team and better understand the team s thught prcesses fr the cnceptual level design related t architectural massing, urban design relatinships, etc., enhance the prcess by sharing alternative design cncepts and hw the team arrived at its recmmendatins; and Explre the ideas that n mst campuses, music buildings are uniquely different and Imig is an island in and f itself s explre ways that it might inspire music and becme a place f slace, respite and healing alng with its cnnectivity t Farrand Field and the urban cngestin and chas alng the street level and hw these juxtapsitins influence the vitality and mixture f the place. The pssibility that this Additin may nt be the last change t Imig and that Imig may cntinue t be enhanced with future additins was discussed. Ms. Geru inquired abut the State requirements and campus guidelines regarding sustainability and energy usage. Mr. Haverly indicated that the campus has a LEED Gld Plus gal which wuld be applied t this Additin, but the specific gals are yet t be determined. Backgrund Cntext: Mr. Nrthcutt began the presentatin by reviewing a brief histry and purpse f the Integrative Physilgy ( IPHY ) prgram n the CU Bulder campus after which intrductins f individuals in attendance fr the presentatin were made. Mr. Nrthcutt nted that the Cnceptual Design submittal is anticipated fr the Nvember 2017 DRB meeting fllwed by meetings with the Finance Cmmittee in January 2018, the Bard f Regents in February 2018, fllwed by the Capital Develpment Cmmittee after the Bard f Regents. Ms. Crdes elabrated n the IPHY prgram, nting that vlunteers participate in IPHY research and cme t the IPHY space every day. She als reviewed the gals fr the prject:

11 Page 11 Establish an identify and brand fr the IPHY prgram; Create a timeless functinal, flexible and adaptable space with character; and Prviding a sense f health fr the faculty, students, and clinical vlunteers. The estimated size f the IPHY additin will be apprximately 6,000 SF/flr ver fur ccupied levels with a mechanical penthuse level fr a ttal f 25,000 28,000 GSF with a prpsed budget fr the prgram includes: Cnstructin Csts $14.7 millin Site Csts $700,000 FFE, Cnstructin Cntingency $1.1 millin Other Sft Csts $4.3 millin Ttal prject budget $20.8 millin Additinally, Ms. Crdes elabrated n the anticipated prject schedule, nting that at this time, the anticipated timing fr the schematic design submittal t the Bard will be at their meeting in January Mr. McBride and Mr. Bardman reviewed and elabrated n the fllwing: Circulatin and cnnectivity: Vehicular netwrk and prgram needs; Campus pedestrian netwrks; Campus bicycle netwrks; and Axial plan; Greenspaces; Area plan and varius site analyses; Cnnectivity including multi-use, pedestrian and bicycle paths; Existing utility services in the area; Setbacks and alignments; Existing tpgraphy and vegetatin; Anticipated definitin f the site; Current uses and existing elements alng the nrth side f the Nrlin Library; Varius site views f the surrunding areas; Examples f campus curtyards and materials; and Site prgramming, challenges, and pprtunities. Ms. Crdes discussed the need fr IPHY s vlunteers t arrive at the facility with a nrmal heart rate with Ms. Shannn Law and Ms. Crdes. She prvided a brief verview f the purpse f the prject and reviewed the gals f the prject: Prtect the air intake frm nxius fumes caused by traffic at the intersectin in the same manner as the temprary structure; Cmplement the existing architecture f the Muenzinger and existing site adjacencies in the area, especially cncerning the materiality, fenestratin, and architectural rhythm and expressin, withut feeling like an appendage t Muenzinger; Incrprate ther uses such as seating, signage, and planting The prject schedule anticipates cnstructure during the summer f 2018, althugh there is n apprved cnstructin funding at this time. Ms. Freeman reviewed the fllwing: Site cntext; Prject limits; Existing cnditins and site views; Existing site access and features;

Additinally, there is a number f bicycle racks adjacent t the air intake which are regularly used and shuld nt be displaced by the new structure. There are several instances f curved site walls and lighting in the site area as well, althugh the prject may prvide an pprtunity t increase the lighting at the site. Anther element t cnsider while designing the permanent structure is a fire department cnnectin adjacent t the suth wall f Muenzinger just t the west f the air intake. Cde regulatins require that n structure be built within three feet t the east, west, r suth f this cnnectin. Regarding the new, permanent structure, Ms. Freeman presented a number f pssible ptins including: Initial cncepts cncerning a pssible seat wall t be incrprated int the structure; Cncept A which includes tw curved seat walls, ne detached t the west side f the structure and ne adjacent t the east side f the structure, and prpsed signage in the center f the suth structure wall; Cncept B including an attached seat wall curved arund the suthwest end and an attached, stepped back raised planter arund the sutheast crner with signage lcated behind the planter; and Cncept C, the preferred ptin, als including an attached seat wall curved arund the suthwest end and an attached, stepped back raised planter arund the sutheast crner with signage lcated behind the planter, but in a different, mre curvilinear design cnfiguratin than what was presented in Cncept B. B. DRB Cmments: Upn cmpletin f the presentatin by Ms. Freeman, the Bard shared the fllwing cmments and suggestins: The prpsed height is apprpriate in that it fits well with the existing cnstraints f Muenzinger and helps keep the structure frm appearing like an attachment t the building; Cnsider the fllwing: Keeping the structure a simpler, rectangular shape, wuld, verall, be mre preferable than cmbining the varius elements int a curvilinear design; Using primarily ne material fr the surface f the wall wuld als be preferable; A cncrete frame culd be used if the frame if it relates t the structure behind it; If included within the design, the height f the seat wall shuld be ne level, with the depth f the wall increasing in cnjunctin with the slpe f the grund; The purpse f the structure is a screen and that adding the stepped and curvilinear elements may be trying t make the structure mre than it is;

15 Page 15 Evaluate the need t step the planter ut frm the main structure as this might be making the design mre cmplicated than it needs t be and is encraching int an already cngested area; Extending the existing grund-level planting area currently lcated n the west side f the suthwest crner f Muenzinger, arund the stair twer, curving the extensin n the ther side f the existing bicycle racks tward the fire department cnnectin might prvide the desired greenery; Incrprating the signage int the prject may be cmplicating the design; investigate the need fr the signage altgether given the lcatin f similar signage acrss the sidewalk and cnsider either making it a separate, standalne element r relcating t a new lcatin it n the wall where it might be mre readable and accessible (withut a planter at the base); and Mdifying the design in rder t reslve the setback immediately t the east f the stair twer caused by the three-ft cde requirement related t the fire department cnnectin. The Bard agreed that the Cnceptual Design submittal regarding the Muenzinger Air Intake Exterir Structure shuld be resubmitted.
