Stastny, FAIA FAICP Competition Advisor/Manager Dear Mr. Stastny and Alaska State Capitol Jury: In response to your November 5, 2004, request for Portfolio Submissions, is pleased to offer their qualifications as Lead Designer/Design Firm. The design of a Capitol Building for the State of Alaska, as the last of 50 state capitols, is a rare and wonderful opportunity for all in Alaska s design community. It is a commission that carries with it great responsibility to create a Capitol which truly reflects the goals and aspirations of Alaska citizens and their government. The resulting structure will become the symbol of Alaska s past, its present and its future. In short, it is the most important structure to be built in Alaska s history. As we find in the Preamble to the Constitution of the State of Alaska: All political power is inherent in the people. All government originates with the people, is founded upon their will only, and is instituted solely for the good of the people as a whole. (The Constitution of the State of Alaska, Article 1 - Declaration of Rights, Section 2. Source of Government) We believe that this preamble to the Constitution provides a strong vision for creating a new Capitol for the people of Alaska on Telephone Hill in Juneau. Sean M. 5 Alaska State Capitol Designer/Design Firm Competition November 29, 2004 Page 2 of 4 This is a project that the Architects and Designers of will approach earnestly, creatively, and with an absolute commitment to making this project a great success. We are very excited about this opportunity to be a part of our State s history. is a consortium/collaboration of Alaska Architects, most of whom have a history of working together which exceeds 10 years, and some as many as 30. Three of us grew up in Alaska, attained our professional degrees, and returned home to the place we love. The remainder have lived and worked in Alaska for a decade or more. This group of firms and individuals brings to the State of Alaska Capitol the talent and experience of having created some of Alaska s finest buildings. The members of enjoy working with talented others and seek out these opportunities. For the State of Alaska Capitol, we conducted an extensive international search for a designer/design firm which had relevant experience, who exhibited exceptional design skills, and with whom we were confident would be a fit. As a result of this search, we are very pleased that Stein Halvorsen and his firm of Oslo, Norway, has eagerly agreed to join the consortium/collaboration. Stein Halvorsen brings to this team and the State of Alaska Capitol project, one of the few legislative halls constructed in the world in the last decade; the highly acclaimed and internationally recognized Parliament for the Sami People in Karasjok, Norway. consists of the following Alaska firms and individuals: Firms: Charles Bettisworth and Company, Inc., Fairbanks, Alaska Charles Bettisworth, AIA, Consortium/Collaborative Leader Individuals: Koonce Pfeffer Bettis, Inc., Anchorage, Alaska Richard Reed, AIA, Firm Coordinator Roy Rountree, Architect, Anchorage Sean Boily, Architect, Juneau Gerald Gotschall, Architect, Juneau Amanda Welsh, Architect, and her husband, Tim Whiteley, Architect, Ketchikan

6 Alaska State Capitol Designer/Design Firm Competition November 29, 2004 Page 3 of 4 Over the past decade, these firms and individuals have received dozens of American Institute of Architects Regional and Chapter Awards for Design Excellence, as well as numerous other awards offered by client organizations. formed this team because: We strongly believe that it is very important that Alaskan Architects and designers be fully engaged in the design of this most important structure. As award-winning design professionals, we bring a full understanding of the history, society, cultures, and environments of Alaska to this project. We bring an approach to design and a set of design skills through which this understanding of Alaska will be embodied in the new Capitol building. We believe that it is important to seek out and utilize, in a collaborative manner, accomplished designers who bring special talents, experience, and perspectives to projects. We believe that like-minded professionals bring distinct and valuable ideas to a project: and that, through collaboration, exceptional projects can be created. We believe in a collaborative process amongst designers and clients: We respect the value of the creative process and value the ideas generated by this process. Our experience has shown that, without a truly collaborative process amongst design professionals, even the best concepts are subject to failure. For these reasons, we believe that this important project requires that its collaborative team be formed at the outset by choice, compatibility, and by mutual agreement. is that team. Given our working history, our love of Alaska, and the demonstrated and internationally acclaimed design skills of Stein Halvorsen, is confident in our ability to create for Alaska this most important structure. studionalaska+1 is an Limited Liability Corporation comprised of the member firms and individuals. Charles Bettisworth, AIA, is the consortium leader and will organize and facilitate the activities of the collaboration. The consortium will be comprised of not more than 14 individuals, a maximum of three each from Charles Bettisworth and Company and Koonce Pfeffer Bettis, the five independent architects, and up to three from Stein Halvorsen. The team will work in a facilitated and structured charrette/workshop format. Each team member brings distinct perspectives, but a common approach and a strong desire in every case to achieve design excellence.
