My name is Wayne Willcox and my wife and I own the property at 15 W 37 th Street, Savannah, Ga We would ask that the record reflect that we oppose the petitioner s request to grant a nonconforming status to 103 W. 37 th Street for use as a rooming house. When we purchased our property more than 6 years ago, the neighborhood lacked stability and little property improvement was evident. We saw the potential for the neighborhood and over the past 6 years, we have invested considerable time, effort, and money into our property. We like to believe that our investment has helped stabilize the neighborhood. Today we see evidence of properties being improved and families moving into the neighborhood. Simply stated, a rooming house would not contribute to the improvement or the stability of the neighborhood. A rooming house, by definition is a transitional influence and would serve to destabilize the neighborhood. At a time when many neighborhoods in Savannah are dealing with increases in violent crime, the city needs to focus on stabilizing the neighborhoods and not grant non-conforming requests that will have negative impact on our residential districts. For the reasons stated, we urge the Board of Appeals to uphold the Zoning Administrator decision to deny the non-conforming status as a rooming house for the property at 103 W 37 th Street, Savannah, Ga Thank you for your consideration. -- Wayne R. 5 Richard Rehm ZBA Monday, July 20, :06:28 AM Dear Mr. Butler, I am the owner of a slingle-family residence located in the 100 block of W. 38th Street in Savannah. It appears that my property is located 5 lots away from 103 W. 37th Street, the subject of the above matter. I want to enter my strong objection to the granting of any non-conforming use status of the subject property as a rooming house. The subject property has been previously used for short-term tenancies. I know that during that time there were residents who were drug users. The adjoining neighborhood has gradually improved and is considerably different than it was when I purchased my residence 5 years ago. We do not need a return to an environment that is conducive to illegal conduct. Parking is another concern raised by the use of the property by multiple roomers. There is no parking on 37th Street and I don't believe there is parking on the subject premises. Some residents of 37th Street already park their vehicles on 38th Street, using precious space available to occupants of parcels on 38th Street. Any additional parking difficulties caused by multiple tenants of a rooming house would not be fair to the current residents of 38th Street. 6 File No ZBA Tuesday, July 21, :24:13 PM Dear Mr. Butler, We are writing to request that this letter be read into the record at the ZBA hearing on Thursday, July 23, Our home is located at 121 W. 37th St. In the past four years since we've owned our home, we've seen a revitalization of the Thomas Square neighborhood, and on W. 37th in particular. Our street is one of the main gateways into Savannah, and it was formerly known as Millionaire's Row. With restored confidence in the stability of our economy, we have witnessed the purchase of surrounding homes and have seen a great deal of rehabilitation and renovation taking place. All four corners of W. 37th and Barnard have been or currently are being purchased by new owners who are taking great pride in their properties. Directly behind us, on W. 38th, the Belgian Block double home was formerly a boarded building with homeless people sleeping on the porches. After its renovation and purchase last year, both units sold for well over $300,000 each. In order to continue the the upward trend of our beloved neighborhood, zoning requirements must be upheld. We recognize that property owners have different visions for their properties, but we respectfully request that the zoning requirements currently in place be upheld for Thomas Square.
