4 Chicago Department Development Message From The Mayor Over the past 21 years, the Chicago Low- Housing Trust Fund has become a nationally recognized leader in helping low-income residents find safe and affordable housing. Affordable housing is vitally important to the stability and sustainability communities throughout the City. In 2009, the Trust Fund invested $14.8 million from its Rental program to provide more than 2,900 units affordable housing for our residents. The Trust Fund remains committed to utilizing the most effective strategies for addressing affordable housing and maximizing the most efficient use our resources. During these challenging economic times, it is more important than ever that we continue to work together to preserve and expand affordable housing options for all Chicagoans. 5 Message From The President The Chicago Low- Housing Trust Fund is proud to celebrate 21 years service to the City Chicago. The organization has never been stronger than it is today in its commitment to assist Chicago s low-income community gain access to affordable rental housing. During the last year, the Trust Fund expanded its targeted partnerships with organizations that provide supportive services to families that benefit from a rental subsidy. With housing stability, participants are able to fully engage in social services and educational programs. This coordinated effort has assisted hundreds families move into permanent rental housing and fers the opportunity for stability and self-sufficiency. Tonight, you have the opportunity to meet the many partners in this work. This includes property owners and managers, bankers and lenders, community, government, social service and business leaders. Each you in this room tonight is an important part the community that provides a supportive environment for the creation and preservation affordable rental housing in the City Chicago. For every subsidy provided there is a story Chicagoans facing challenges and celebrating successes. We view each subsidy as investment in a lifetime opportunity. 6 Rental Program The Rental Program is the largest the three program initiatives that comprise the Chicago Low- Housing Trust Fund. It allows landlords across the City Chicago to fer rental housing opportunities to people whose income is below 30% the area median income. The Trust Fund provides a rental subsidy that works to bridge the gap between the cost market rate housing and what a low-income family can afford. The Rental Program is the largest municipally funded rental assistance program in the nation. For 21 years, the City Chicago has invested an allotment corporate revenues towards this Program. In 2009, the Trust Fund received the last five years funds committed through revenues from the sale the Chicago Skyway. In 2010, new funding was received from City parking meter revenues with a portion this funding allocated for assistance to U. S. veterans. The Trust Fund also serves as the local agency that administers the Illinois Rental Housing Support Program allocation to the City Chicago. More than one-half these state funds have been directed to targeted assistance for special initiatives including Chicago s Plan to End Homelessness, persons living with HIV/AIDS, and single-female headed households Accomplishments Committed $14.8 million to support rental assistance in 2,912 apartments for lowincome individuals and families. Expanded partnerships with community agencies assist individuals and families with supportive services. Special initiatives include: n n n n n Chicago s Plan to End Homelessness (600 units) Eleanor Foundation (100 units) Chicago Department Public Health / AFC Housing (100 units) Street to Home (85 units) Families First (80 units) 4

7 Multi-Year Affordability Through Upfront Investment (Maui) The Chicago Low- Housing Trust Fund invests in residential developments to support long-term rent reduction by replacing more costly sources financing. In 2009, the Trust Fund committed $2,225,670 to long-term investments to support creation 32 new units low-income housing for households living below 30% the area median income. 8 Supportive Housing For The Continuum Of Care The Chicago Low- Housing Trust Fund served as the catalyst to expand supportive housing resources in the City Chicago for homeless and disabled households. The Trust Fund coordinated three grants funded by the US Department Housing & Urban Development in Innovative partnerships link social services to rental housing assistance to assist homeless and disabled individuals and families move from shelters and transitional housing to permanent housing. Rental subsidies provide the stability for people to access a comprehensive package supportive services allowing residents the opportunity to work towards self-sufficiency. By year-end approximately 98% the units were filled. The Trust Fund will transition the administration the grant to the individual social service providers in In 2009, the Trust Fund: n n n Leveraged $3,673,628 in federal funds; Partnered with 20 social service agencies to provide wrap-around services; and Provided rental subsidies for 389 units low-income permanent housing with connected to social services for those who were chronically homeless and those homeless with a disability.
