3 APARTMENT BUILDING DEVELOPMENT ST. LAURENT BOULEVARD OTTAWA, ONTARIO TIA SCOPING FORM 1. SCREENING FORM A Screening Form has been prepared which is included as Exhibit 1 in the Appendix. The Safety Trigger has been satisfied in the Screening Form, with City of Ottawa staff review recommending that the assessment study proceed to the Scoping Form. The following will address the requirements of the Scoping Form. 2. DESCRIPTION OF PROPOSED DEVELOPMENT A Site Plan has been prepared for the development of a parcel of land at the intersection of Côté Street and St. Laurent Boulevard. The land is located at the southwest quadrant of the intersection and has a municipal address of St. Laurent Boulevard. Element Proposed Development The Site Plan proposes the construction of an 87 unit apartment building on a 1,496.8 m 2 parcel of land. Figure 2.1 shows the location of the proposed building site. The land currently contains two existing single family homes with municipal addresses of St. Laurent Boulevard. The property is zoned Arterial Mainstreet AM10[2199] which allows retail, service commercial, offices, residential and institutional uses. The current zoning will support the proposed residential apartment building. The west limit of the proposed apartment building will be located adjacent to an existing apartment building with a municipal address of 550 Côté Street which is owned by the same company. The proposed apartment building will share the existing access onto Côté Street with the 550 Côté Street apartment building. The proposed apartment building is expected to be completed by the year 2019 under a single phase of development. The Site Plan provides 87 parking spaces in an underground parking garage and 8 surface parking spaces for visitors. The access to the surface and underground parking will share the existing full movement access onto Côté Street for 550 Côté Street. The access is located approximately 45 m west of St. Laurent Boulevard (centreline to centreline). Figure 2.2 shows a site plan of the proposed development.

6 4 3. EXISTING CONDITIONS Element Existing Conditions The site will share an existing access onto Côté Street. Côté Street is an east-west road which is designated as a local street in the City of Ottawa Transportation Master Plan. Côté Street has a curb and sidewalk along the south side of the road and a gravel shoulder along the north side. The road has a pavement width of approximately 6 m. Parking is prohibited along both sides of the street from May Street to St. Laurent Boulevard. The speed limit is unposted at 50 km./h. Morin Street is a north-south road located approximately 60 m west of the site access (centreline to centreline). Morin Street is a local street with parking prohibited along the west side of the street and along the east side from Côté Street to a point approximately 40 m north of Côté Street. The road has no sidewalks with the speed limit unposted at 50 km./h. St. Laurent Boulevard is a north-south road which is located approximately 45 m east of the site access (centreline to centreline). St. Laurent Boulevard is designated as an arterial road with a four lane divided cross section. St. Laurent Boulevard is an urban road with sidewalks along both sides of the road and has a posted speed limit of 50 km./h. Parking is prohibited along the road with Stopping signs posted in both the northbound and southbound directions of the road. There are no designated cycling lanes along St. Laurent Boulevard, but the road is identified as a Spine Route in the City of Ottawa Transportation Master Plan. The existing site access is a full movement access with a pavement width of 6.2 m. There is one lane entering and one lane exiting the site. There are no driveways in close proximity to the site access. The closest residential driveway is 55 m west of the site access on the south side of Côté Street, located approximately across from Morin Avenue. The Côté/Morin intersection is a T intersection with Côté Street forming the eastbound and westbound approaches and Morin Street the stop controlled southbound approach. There are no exclusive turn lanes at the intersection. The intersection of Côté Street and St. Laurent Boulevard is a T intersection with St. Laurent Boulevard forming the northbound and southbound approaches and Côté Street the eastbound approach. The intersection is controlled by traffic signals with the turning movements for the northbound St. Laurent Boulevard left turn movement prohibited between the hours of 7:00 AM to 9:00 AM and 3:30 PM to 5:30 PM. The intersection has the following lane configuration: rthbound St. Laurent - 1 left turn lane (38 m left turn vehicular storage) 2 through lanes Southbound St. Laurent - 2 through lanes 1 right turn lane (38 m vehicular storage) Eastbound Côté Street - 1 shared left/right turn lane Transit service close to the site is OC Transpo Regular Route 7 which travels north-south along St. Laurent Boulevard. A northbound nearside bus stop is located at the St. Laurent/Clarke intersection, and a southbound nearside bus stop at the St. Laurent/Côté intersection.

7 5 Figure 3.1 presents the weekday peak AM and PM hour traffic counts taken by the consultant at the site access and Côté/Morin intersection on vember 2, Counts obtained from the City of Ottawa were taken at the Côté/St. Laurent intersection on May 30, The AM peak hour was determined to be between 8:30 and 9:30, and peak PM hour between 4:00 and 5:00 at the Côté/St. Laurent intersection. The three year collision history was obtained from the City of Ottawa at the Côté/St. Laurent intersection for the time period between January 1, 2014 and January 1, There were 6 collisions reported of which 4 were rear end collisions, 1 turning movement, and 1 other. ne of the collisions would trigger the requirement for intersection modifications. Exhibit 2 provides the collision reports. 4. PLANNED CONDITIONS Element Planned Conditions The City of Ottawa Transportation Master Plan Roadway Network Network Concept and Roadway Network Affordable Network do not identify any changes to the roadway network in the vicinity of the site. There has been a Site Plan Application submitted to the City for the construction of a stacked townhouse block at Côté Street approximately 100 m west of the site access. 5. STUDY AREA Element Study Area The study area was determined by examining the impact of site trips from the proposed apartment development on the surrounding roads. It was determined that trips from the development would have an impact on the operation of the Côté/St. Laurent intersection (primarily at the eastbound Côté Street approach), and a minor impact on the operation of the Côté/Morin intersection which is located approximately 60 m west of the site access. The study area would consist of the site access onto Côté Street, the Côté/St. Laurent intersection, and the Côté/Morin intersection. 6. TIME PERIODS Element Time Periods The proposed development is an apartment building which would typically produce peak hour trips during the AM hours as tenants leave for work, and during the PM hours as tenants arrive home from work. The peak hours of traffic on the adjacent network were determined from traffic counts taken at the Côté/St. Laurent intersection by the City of Ottawa and at the

The peak AM hour was determined to be between 8:30 and 9:30 and the peak PM hour between 4:00 and 5: HORIZON YEARS Element Horizon Years The apartment building is expected to be completed and substantially occupied by the year The TIA analysis would be examining the operation of the site access and adjacent roads at build out in 2019, and at the year 2024 which represents five years beyond build out. 8. EXEMPTIONS REVIEW The exemptions, which provide possible reductions to the scope of work of the TIA Study, were examined using Table 4: Possible Exemptions which is provided in the City s Transportation Impact Assessment Guidelines (2017). Trip analysis determined the proposed apartment building to generate 21 new peak AM hour trips and 23 peak PM hour trips The site generates a low volume of new trips, and the existing background traffic along Côté Street is below capacity t required for the development due to the number of new trips generated
