3 What Is Cooperative Housing Cooperative housing has been defined as: A legally incorporated group of persons, generally of limited means, pursuing the same cause of meeting the common need of housing or its improvement based on mutual assistance. In such cooperative, the membership is voluntary and control is democratic, and members make an approximately equal contribution to the capital required. Advantages of Cooperative Housing A cooperative housing is neither a public nor a profit seeking organization. Its principal objective is to eliminate economic exploitation as it is controlled by members only. Contrary to public housing, cooperative housing provides opportunities to its members to control the housing designs at the planning stages. The maintenance of the estate is also in the hands of members, which leads to maintenance at lesser expenses and in a better way. 4 Introduction We are a registered Housing Society by the name of Mahalakshmi Multi State Cooperative Group Housing Society Limited. We aim to provide good quality housing at affordable prices to our members. Enclosed herewith is a copy of the Registration Certificate Number: MSCS/CR/992/2014. Society Activity in Zone L, Delhi The management of 'Mahalakshmi Multi State Cooperative Group Housing Society Limited' will provide low cost, Quality Residential Apartments in Delhi's newest Sub-city Zone 'L'. Zone L will focus in providing adequate shelter along with physical and social infrastructure for assigned population under the Master Plan L Zone at a Glance 'L' Zone is the largest and shall consist the maximum numbers of residential units amongst all the zones. 'L' Zone is at the most prime location and will be the hottest property. The zonal plans for the Zone L published by the DDA explain the development process and the features of the zone. There is a huge advantage by investing in Zone 'L' Delhi. The zone is neighbouring the new sectors of Gurgaon i.e. 104, 107, 108, and 111 located on Dwarka Expressway. The Delhi government is developing the Haritima Tourist Complex for setting up an adventure sports complex and an eco park. DDA is coming up with a state-of-the-art 18-Hole golf course spread over 173 acres in Dwarka, a second diplomatic enclave is to be developed as part of Dwarka phase 2, The Indira Gandhi International Airport is close by and two roads UER-1 and UER-2 have been proposed to run along this zone. Also there will be zones for commercial and semi commercial which will accommodate a lot of office activity and will see development of a number of schools/hospitals and other such facilities. 02
5 Zonal Development Plan MASTER PLAN MPD 2021 Facts Zone L expected to contribute around five to six lakh dwelling units. Zone N includes a knowledge - based industrial park. Zones P and P2 will be major economic and employment generation centers. In zone J, a transit-oriented development project is expected to come up. In zones K1 and k2, two SEZs are proposed to be developed by DSIDC. 03
6 The Zonal Development Plan is prepared under the provisions of Master Plan for Delhi and as per Delhi Development Act, It provides a link between the Master Plan and layout plans. Zonal Development Plan A Zonal Development Plan means a plan for each Zone (Division) containing information regarding provision of social infrastructure, park and open spaces, circulation system etc. The regularization of Cultural, Religious (including Spiritual), Education and healthcare institution shall be subject to fulfillment of the conditions as given in chapter no of the Zonal Development Plan (report) / Government directions issued from time to time. Highlights of Masterplan Delhi 2021 The vision for 2021 is to make Delhi a global metropolis and a world class city, where all the people are engaged in productive work with a decent standard of living & quality of life in a sustainable environment. Hence the need for appropriate planning & action to meet the challenge of population growth & migration into Delhi; provision for adequate housing, particularly for the weaker sections of the society; up-gradation of old and dilapidated areas of the city; provision of adequate infrastructure services. Location and Area The Zone 'L' covers an area Ha. which is bounded by the following: 1) This zone is located in between NH-8 and NH-10. 2) Delhi-Rohtak Road and Zone 'N' in the North. 3) Dwarka and IGI Airport in the East. 4) Gurgaon in the South. 5) AIIMS (Village Badsaw, Dist. 11 Upcoming DDA Proposed Projects Cricket Stadium in Dwarka The Delhi and District Cricket Association (DDCA) is planning to build a new Cricket Stadium between Dwarka and Najafgarh. The stadium is very close to cricketer Virender Sehwag s home and adjacent to the Indira Gandhi International Airport. DDCA has a budget of Rs 150 crore for the stadium, which is expected to accommodate approx. 50,000 people. DDCA will ensure that the new stadium has better facilities for players and spectators, better connectivity with the airport and doesn t create any hassle when international matches are on. The project is expected to be completed by Football Stadium in Dwarka The Delhi Development Authority (DDA) is coming up with a state-of-the-art Football Stadium in Dwarka. Planned to be spread over an area of 24 acres, the Football Stadium will be able to seat 5,000 spectators, A final survey of the site in sector 19, Dwarka has been conducted. The site has already been levelled and construction is expected to begin soon, once all approvals are received. Apart from the Football Stadium, DDA is also constructing two new sports complex in Dwarka's sector 17 and 8. A sports complex in Dwarka's sector 11 is a already operational. 09
12 Membership And Payment Becoming a Member 'Mahalakshmi Multi State Cooperative Group Housing Society Limited' is bringing 'White Orchids' comprising of apartment of 2 BHK, 3 BHK and 4 BHK. The number & category of apartment shall be decided after receiving sufficient number of bookings of apartments in specific categories. We do not levy separate changes for PLC / Club Charges. Being a society registered under the societies Act, we cannot make any preferential allotment with respect to particular floor or location. Allotment is purely on a draw basis presided over by the Registrar. We hope you will appreciate that every member must be given an equal treatment, hence, we shall not entertain any such request from any member. Availability of Membership Allotment and approval of membership is purely on first come first serve basis. Payment Schedule The payment shall consist of two parts: Land Cost and Construction Cost. Payment towards the same will be decided as per the conditions and details mentioned in the Payment Plans. Once construction commences a Construction Linked Payment Plan (CLPP) will be designed & all members shall adhere strictly to the said plan. 13 Membership And Payment Cost Evaluation The Land Cost is fixed as on date. There will be no escalation on the Land Cost parameter. With regards to Construction Cost, we have taken into consideration our Architects estimation. The estimate is based on possible prices of construction material in the year However, any major escalation in the basic cost of the materials will be factored into the costing and shall be shared by all the members proportionate to the category of flat chosen by them. Estimated Timeframe For Completion And Possession Going by current indications we have all the reasons to expect construction to begin by mid Since this is a new project area with open land, the construction is likely to progress at a swift pace. Hence, we estimate a completion time of months from the start of construction. Surrender of Membership A member can surrender their membership by written application from the original member and the amount shall be refunded as follows: Share Money: Rs 100 Refund : Full amount including Land Cost, Construction Cost etc, shall be refunded to the member when any member replaces him/her, then only a refund shall be made. Transfer: The member can transfer his/her membership after paying charges decided by the society at the time of transfer. *An NOC will also be required before the transfer of membership
