1 ORDINANCE NO An ordinance determining and declaring that weeds, rubbish, refuse and dirt on certain streets, sidewalks, parkways and on, or in front of, certain private properties in the City of Los Angeles are a public nuisance and declaring the intention of the Council of the City of Los Angeles to order the abatement of these nuisances. THE PEOPLE OF THE CITY OF LOS ANGELES DO ORDAIN AS FOLLOWS: Section 1. Pursuant to the provisions of the Government Code of the State of California (Sections to 39588, inclusive), the City Council of the City of Los Angeles hereby determines and declares as follows: That weeds, as defined in Sections and , and/or rubbish, refuse and dirt are on the streets, sidewalks, parkways and on, or in front of, those certain private properties described and listed in the "2015 L.A. City Ordinance of Intention Listing" to be published by posting for ten days in the City of Los Angeles with this ordinance at the following locations: one copy on the bulletin board located at the Main Street lobby to the City Hall; one copy on the bulletin board located at the Main Street lobby to City Hall East; and one copy on the bulletin board located at the Temple Street entrance to the Los Angeles County Hall of Records; and That the weeds, rubbish, refuse and dirt are a public nuisance, and the weeds are a seasonal and recurrent public nuisance; and That the City Council hereby declares its intention to abate this public nuisance in accordance with the provisions of the Code. Sec. 2. The City Clerk is hereby directed to mail, postage prepaid, written notice of the proposed abatement of the public nuisance at least five days prior to the time fixed in this ordinance for hearing provided: (a) to each person to whom the described property was assessed in the last equalized assessment roll available on the date of the adoption of this ordinance at the address shown on the assessment roll; and (b) to the person owning the described property, if it was not assessed to a person in the assessment roll, at the person's last known address by registered mail with a request for a return receipt. Sec. 3. The City Council fixes the 18th day of March 2015, at 10:00 a.m. as the time and the Council Chamber in the City Hall in the City of Los Angeles as the place that the Council shall hear and consider all objections to the proposed removal of weeds and/or rubbish, refuse and dirt, and any and all persons having any objections to the proposed removal may appear before the Council and show cause why the public 1

2 nuisance should not be removed in accordance with this ordinance. At the conclusion of the hearing, which may be continued from time to time, the Council shall allow or overrule any objections, and its decision on the objections is final. 2

3 Sec. 4. The City Clerk shall certify to the passage of this ordinance and have it published in accordance with Council policy, either in a daily newspaper circulated in the City of Los Angeles or by posting for ten days in three public places in the City of Los Angeles: one copy on the bulletin board located at the Main Street entrance to the Los Angeles City Hall; one copy on the bulletin board located at the Main Street entrance to the Los Angeles City Hall East; and one copy on the bulletin board located at the Temple Street entrance to the Los Angeles County Hall of Records.
