14 O Leno State Park Trailhead Trailhead Has Been Constructed County Previously Declined To Accept For Maintenance As DOT Agreement Required The County To Make Future Improvements Requested By DOT At County Expense Trailhead Currently Has Maintenance Issues

21 Railroad Easement United States of America (USFS, USDA) And Columbia County

22 Railroad Easement Railroad easement is necessary to develop the North Florida Intermodel Park A railroad easement was included as part of the Agreement to Initiate between Columbia County, Plum Creek and the U.S. Forest Service (approved on December 5, 2013).

23 Railroad Easement The U.S. Forest Service is requesting a change adding a section pertaining to invasive plant protection, detection and control to the easement. The change would also add section g to Exhibit B Stipulations. This section provides for the protection of threatened or endangered species (gopher tortoise, eastern indigo snakes, eastern diamondback rattlesnakes and Florida pine snakes) Site has been inspected. Impact is expected to be minimal.

The current job description has a beginning salary of $18.80 hourly and a current hourly rate of $ Board approval to increase the current hourly rate of pay to $24.58 is requested. The total annual impact (including match) is $11,502.

41 IT Desktop Support Specialist Similar positions, used by surrounding government entities, starting salaries are as follows: Florida Gateway College $39,375 Columbia County School Board $40,560 City of Lake City $36,000 (Helpdesk) The County s current starting salary for this position is $31,262. In order to be competitive with similar entities, the Board is requested to approve the new job description and allow for a starting salary of $40,000

Bylaws are subject to review and approval by the county; however, the county has been advised that a corporation has the autonomy to adopt its own bylaws. How do we address this apparent conflict? Financial reporting and financial controls vary considerably. Can we standardize the requirements? How do we insure continuity from one elected volunteer board to the next? Is the Sports Advisory Council working as intended?

The schedule of rates provided are requested to be adopted as Resolution 2014R-34.

51 Interlocal Agreement Suwannee River Water Mgt. District This Interlocal was initially proposed on August 15,2013. In the absence of a stormwater maintenance program for private developments that could be implemented to support this effort; the Interlocal was taken under advisement only.

52 Interlocal Agreement Suwannee River Water Mgt. District The Interlocal would require the county to accept maintenance for the following private retention ponds: a) Calloway Subdivision b) Haight - Ashbury Subdivision c) Smithfield Estates Subdivision d) Emerald Cove Subdivision In return for the county accepting these retention ponds for maintenance, the District would deed acres adjacent to Alligator Lake Park to Columbia County.

53 Interlocal Agreement Suwannee River Water Mgt. District All four (4) retention ponds are in need of immediate repair. It was previously determined that all repairs could be performed utilizing "inhouse" equipment and labor. It should be noted that the retention pond in Calloway Subdivision has insufficient access for maintenance. The corrections at Smithfield Estate will require a permit modification. District assistance with the permit modification is noted in the proposed Interlocal.

56 Purchase Adjoining Properties Polk Street Retention Pond Eastwood Subdivision was constructed without the benefit of retention ponds. The ponds that exist within the subdivision today are either natural or constructed by the county. The Polk Street retention pond is owned and was constructed by the county.

57 Purchase Adjoining Properties Polk Street Retention Pond The Polk Street retention pond serves a catchment area of 36 acres. The existing pond is.68 acres.

This equates to a 10% chance each year this pond will flood. Permitted ponds are designed for 100 year events. This equates to a 1% chance each year the pond will flood.
