The program delivers a comprehensive body of knowledge and skills for success in the property management profession. The certificate includes six required courses. Students may register in any individual course. Required Courses for Un-Licensed Property Managers The program includes five core courses and one elective course for the program certificate. 3 Licensing of Property Managers Graduates of the Property Management Certificate program may write the Rental Property Management License Exam at Sauder School of Business after completing the following courses: PROP 1004 Real Estate Law BUSI 111 PROP 1005 Real Estate Appraisal BUSI 330 PROP 1024 Real Estate Mathematics BUSI 121 PROP 1020 Real Estate Investment Analysis BUSI 331 Prerequisite: PROP 1037 Real Estate Math Tutorial Graduates of the Property Management Certificate could also complete the Real Property Analyst Certificate upon completion of the above courses. For course descriptions, see the Real Property Analyst Certificate program. Note: A property management license is only required if the property manager is employed by a property management brokerage (agency) to directly manage client-owned properties under a fee management agreement. Licensing is not required if you are managing property owned by your employer or owned by you. For example, there is no license requirement for property managers employed by government, crown corporations, landlords, and companies that own and maintain investment property portfolios. Further, there is no license requirement for a building manager or site manager employed by the building owner. For information on licensing, visit the Real Estate Council of BC website ( The residential and commercial property management courses examine legal and management topics in regard to residential rental buildings, residential strata buildings, and commercial properties including office, retail, and shopping centre developments. The balance of the program develops essential skills in communications, negotiation, dispute resolution, financial statement review, and building operations. The program curriculum is designed to give students a thorough understanding of the foundations of professional property management. Students may register in any individual course. See page 8 of this brochure to locate current information on course dates, fees, and registration procedures. Course descriptions begin on page 4. See the Course Planner on page 9 for courses offered by semester. Starting the Program Students may begin the program in any semester by registering in one of the available program courses. Registration is on a course-by-course basis each semester. There is no program application/admission procedure. 3
4 The entrance requirement for any program course is completion of Grade 12 or equivalent, or 19 years of age or older. Students should be able to read and write English at the Grade 12 level in order to successfully complete the assignment and reading requirements in each course. Completing the Program To earn the Property Management Certificate, students must complete six certificate courses over a three-year period with a minimum grade of C (60%) in each course. Upon successful completion of all required courses, students may apply for the certificate at the Continuing Studies office. A student who takes one course per semester will complete the entire certificate program in two years (6 semesters). A student who is working full-time should only take one course per semester. A student who is not working could take two or more courses per semester and complete the entire certificate program in one year (3 semesters). See the Course Planner on page 9 for course offerings by semester. Class Times and Location Most courses hold classroom sessions 1 evening per week (1830 to 2130) over a 12 or 13 week period. Some courses hold classroom sessions on Saturday. All classes are held at the Langara College campus at 100 West 49 th Avenue in Vancouver. Room numbers are posted on the room board next to the CS office. Tuition and Books Tuition is paid on a course-by-course basis upon course registration at the start of each semester. The total tuition for all courses in the certificate program is approximately $3,758. Total tuition will vary depending on the elective course selected by the student. Total tuition for the licensing courses is $2780. Tuition for individual courses is listed at the end of each course description (see below). The total cost for textbooks is approximately $653. The total cost for the licensing textbooks is $640. Textbooks are available in the Langara College Bookstore at the start of each semester. 5 Property Manager or Building Manager A property manager is usually responsible for a portfolio of properties whereas a building manager is typically the on-site manager responsible for day-to-day operations at one or more properties. A building manager will normally report to a property manager. Property Manager A property manager is an administrative manager and an investment manager. He or she may be responsible for a range of properties including apartment buildings, office buildings, medical buildings, retail developments, and industrial sites. The property manager must understand the unique characteristics of each property and ensure that the property operates safely and efficiently and generates an appropriate economic return. Example responsibilities of a property manager include the following: Developing and monitoring a budget for each property Establishing a maintenance plan for each property Establishing an emergency preparedness plan for each property Ensuring compliance with regulatory requirements at each property Preparing capital upgrade plans Recommending measures to reduce energy consumption Setting rental rates Developing and implementing rental/leasing policies for each property Preparing a marketing plan for each property Establishing hiring and personnel policies for each property Advising on appropriate insurance coverage for each property Handling legal issues and communications with lawyers Building Manager A building manager may be employed at an apartment building, an office building, a retail centre, a hotel, a retirement home, a hospital, or a college campus. A building manager is the eyes, ears, and hands that oversee daily operations at a given property. The property manager relies on the building manager for on-site supervision, including accurate reporting on conditions and activities at the building site. The building manager must understand the mechanical operations of the building as well as how to deal with the people who occupy or visit the building daily. Example responsibilities of a building manager include the following: Routine inspections of the building, grounds, and equipment Supervision of on-site staff Monitoring the work of visiting trades and service contractors Face-to-face dealings with tenants, trades, and service contractors Showing suites to prospective renters (residential buildings) 5
6 Dispute resolution and explaining landlord/tenant rights and obligations Assisting in the preparation of maintenance plans Maintaining office and bookkeeping records Preparing reports as required by senior management Handling on-site emergencies See the Professional Building Manager Certificate program for information on building manager education at Langara College. Course Descriptions Note on Course Scheduling: Courses normally run one 3-hour classroom session per week on a weekday evening or a Saturday. For example, a 36-hour course may run over 12 weekly sessions at 3 hours per session. See page 8 for current scheduling information. Also see the Course planner on page 9. Tuition is subject to change. GBSC 1004 Business Communications This course introduces the fundamentals of interpersonal and group interaction including written, verbal, and non-verbal communication. The class will examine options in presentation preparation and delivery techniques, awareness of tone, consideration of audience, and selection of indirect and direct message organization. This is a core course in the Property Management Certificate program. (36 hours) $405 GBSC 1006 Financial Skills for Managers This course explains accounting concepts, tools, and methods in concise and understandable terms. Students will learn basic skills such as reading financial statements, analyzing financial reports, developing and modifying revenue and expense forecasts, and identifying and monitoring critical measures of business performance. This is a core course in the Property Management Certificate program. (36 hours) $436 BSAD 1020 Negotiation and Dispute Resolution Develop the dispute resolution, negotiation, and mediation skills essential in today s demanding workplace. Learn how to analyze complex issues, find common ground, deal with different communication styles, envision win-win outcomes, avoid litigation, and effectively resolve disputes. This is a core course in the Property Management Certificate program. (36 hours) $448 PROP 1002 Property Management Commercial Learn the principles and practices of commercial, industrial, and retail property management. Topics include: property types, law, management agreements, marketing, leases, maintenance and security, budgets and controls, insurance, assessment and taxation, special-use properties (e.g. medical, industrial parks, commercial strata), personnel management, and tenant relations. Emphasis is placed on critical thinking skills related to marketing and management challenges. This course meets UBC BUSI 451 requirements. This is a required 6
7 core course in the Property Management Certificate program. The prerequisites for this course are PROP 1061 Commercial Lease Analysis and BSAD 1029 Microsoft Office. (39 hours) $695 PROP 1001 Property Management Residential Learn the principles and practices of professional residential rental and strata management. Topics include: property types, licensing and trust accounts, the Residential Tenancy Act, the Strata Property Act, management agreements, rental marketing, tenancy applications and agreements, budgets and controls, maintenance and security planning, insurance, and employee relations. This course meets UBC BUSI 441 requirements. This is a required core course in the Property Management Certificate. (39 hours) $695 PROP 1044 Building Operations Management This course examines building operations from a management perspective. You will learn how buildings operate, how to develop a building maintenance plan, how to improve safety and efficiency, and how to solve maintenance problems. Topics include: planning and risk management, fire safety systems, best practices, budgeting, tendering and purchasing, service contracts, capital upgrades, and project supervision. Course content applies to residential and commercial properties as well as institutional facilities. This is an elective course in the Property Management Certificate program. (36 hours) $580 PROP 1060 Building Systems and Analysis This course provides a thorough examination of building systems and equipment, and how to analyze and rectify problems in building systems. Topics include: building structure and envelope, mechanical systems and HVAC, maintenance and inspection schedules, report research, building audits, energy efficiency, and problem-solving techniques. Course content applies to residential and commercial properties as well as institutional facilities. This is an elective course in the Property Management Certificate program. (36 hours) $530 PROP 1061 Commercial Lease Analysis This is a concise course on commercial tenancies and commercial leases in BC. Emphasis is placed on understanding and interpreting lease documents related to a variety of property types, including office and retail. The course is suitable for property managers, building managers, commercial landlords, and those who plan to rent commercial space. (15 hours) $248 Licensing Courses: PROP 1024 Real Estate Mathematics This course introduces the techniques of investment and statistical analysis in a real estate context. Topics include: statistical techniques, cash-flow analysis, discounting, compounding, and the mathematics of real estate finance and investment analysis. There is also a brief overview of graphing and surveying. 7

(39 hours) $695 Note: We recommend that all students take the PROP 1037 RE Math Tutorial prior to taking PROP 1024 to ensure successful completion. PROP 1024 Real Estate Law Learn British Columbia real estate law and professional standards of conduct. Topics include: the judicial system, torts, contracts, agency, interests in land, title registration, property transactions, mortgages, stratas, residential and commercial tenancies, land use regulation, and professional responsibility. Note on AIC/UBC Transfer: This course meets Appraisal Institute of Canada and UBC BUSI 111 requirements. (39 hours) $695 PROP 1005 Real Estate Appraisal Learn concepts and techniques for appraising real estate value. This course is designed for persons who want to work in the areas of appraisal and assessment. Topics include: the appraisal profession, the appraisal process, property analysis, market and use analysis, valuation methods, value reconciliation, and report writing. Hewlett Packard (HP) 10Bii+ financial calculator are also required. Note on AIC/UBC Transfer: This course meets Appraisal Institute of Canada and UBC BUSI 330 requirements. (39 hours) $695 PROP 1020 Real Estate Investment Analysis This course explains valuation techniques for income-producing real estate, including the income method of appraisal, tax consequences of real property ownership, and portfolio analysis methodology. Note on AIC/UBC Transfer: This course meets Appraisal Institute of Canada and UBC BUSI 331 requirements. Prerequisite: Real Estate Mathematics and Real Estate Appraisal. A computer with spreadsheet software and a Hewlett Packard (HP) 10Bii+ financial calculator are also required. (39 hours) $695 Other courses of interest: PROP1105 Capital Improvement Planning This introductory course will prepare you to read and understand the process of capital planning sufficiently to maintain an existing capital plan including for future capital expenditures. The concept of building condition assessments will be introduced, including coordinating these assessments with the existing capital plan. Compiling building component lists and valuations of each one is a vital skill that is coordinated into any capital plan. (12 hours) $300 PROP1097 Passive House Design The course will offer you a fundamental understanding of the elements of the passive house design. Become more cost effective and energy efficient with increased occupant comfort and reduced mechanical systems. This course includes course material produced by Passive House Canada following the 8
9 principles of the Passive House Institute in Germany. This course meets the requirements for Builder Qualifications as set out by the Homeowner Protection Act and AIBC for continuing professional development. (12 hours) $449 PROP 1096 BC Building Code Energy Efficiency Standards Energy efficiency is becoming a critical aspect in the construction of homes. New regulations are now in place in the BC Building Code requiring that homes be built to efficient energy use standards. Ensure you are equipped with the up-to - date knowledge of the current standards for Zone 4 and 5 (Lower Mainland). This course is suitable for contractors, builders, and homeowners. This course meets the requirements for Builder Qualifications as set out by the Homeowner Protection Act for CPD credits and by the Architectural Institute of BC (AIBC) for professional development. (12 hours) $300 PROP 1073 Building Design and Construction Course provides a concise overview of construction materials and methods for commercial and residential buildings, including high-rise towers. Emphasis is placed on key terminology and the economics of construction projects. Topics include: planning and design, site preparation, foundations, superstructure, envelope systems, mechanical systems, and interior finishes. There is also brief treatment of construction supervision, quality control, sustainability issues, and post-construction deficiencies. This course meets the requirements for Builder Qualifications as set out by the Homeowner Protection Act for CPD credits and by the Architectural Institute of BC (AIBC) for professional development. (18 hours) $350 PROP 1079 Building Fire Safety Learn to protect your building s tenants, owners, and assets. This course will teach the fundamentals of fire code requirements for system tests and measures for fire prevention. Learn how to use a fire extinguisher and how your fire systems function. In addition, you will learn how to develop a fire/emergency plan and know how to respond when a fire occurs. This course will benefit building managers, strata property owners/managers, property managers and other staff. (8 hours) $150 PROP1066 Development Application Process This course gives a practical introduction to the application and review process for property developments in Vancouver and adjacent municipalities. The course includes: (1) a description of the provincial and municipal planning and development review framework as defined by federal, provincial, and municipal law and regulation; (2) a step-by-step examination of the development application review process; and (3) actual examples of successful and unsuccessful development applications. Emphasis is placed on due diligence and advance preparation. This course meets the requirements for Builder Qualifications as set out by the Homeowner Protection Act for CPD credits and by the Architectural Institute of BC (AIBC) for CPD points. 10 PROP1087 Invisible Hazard Asbestos in Buildings This This 3 hour class is an introduction of asbestos within the workplace. This course is designed to provide asbestos awareness to contractors, maintenance staff and managers that encounter asbestos containing materials (ACM) during typical work related duties. This course meets the requirements for Builder Qualifications as set out by the Homeowner Protection Act for CPD credits and by the Architectural Institute of BC (AIBC) for professional development. (3 Hours) $99 PROP1103 Invisible Hazard Radon This 3 hour class is an introduction of radon gas in buildings. This course is designed to provide an awareness of the dangers of radon gas to homeowners, contractors, maintenance staff and managers who may encounter radon gas during typical work related duties. (3 Hours) $99 PROP1088 Environmental Hazards Mould & Lead in Buildings This course is an introduction to indoor toxic mold spores and lead containing materials within buildings. The course is designed to provide awareness of mold and lead containing materials to contractors, maintenance staff and managers. Upon completion individuals will be able to take the appropriate actions in addressing the issues. This course meets the requirements for Builder Qualifications as set out by the Homeowner Protection Act.
