4 1. SCOPE This pilot project applies to select public land disposition surveys on surveyed and unsurveyed Crown lands as specified in the Disposition Plan Type/Format document. These guidelines are applicable to new applications, renewals, and amendments issued by the Alberta Energy Regulator (AEAR) or Environment and Sustainable Resource Development (ESRD). More disposition types will be added on an ongoing basis at the discretion of the Director of Surveys. While participation in the pilot is voluntary, only practicing Alberta Land Surveyors are permitted to submit a hybrid cadastre plan of survey. All current disposition procedures other than those noted in this document remain in effect. Timelines: Start Date July 2, End Date March 31, If deemed necessary, the Director of Surveys may extend or cancel the pilot project. NOTE: There is no requirement to place monuments for previously accepted plans in the event of a cancelled Pilot Project. 2. DEFINITIONS In these Guidelines the following definitions shall apply: 2.1 Hybrid Cadastre means a cadastre where the positions of the boundaries are determined by a blend of monuments in the ground and coordinates referenced to a network of control points of defined datum and projection. 2.2 Establishment Coordinate is a coordinate that governs the location of a new disposition boundary until such time as a monument is placed to demarcate that point on the ground. 2.3 Re-establishment Coordinate is a coordinate created by a Land Surveyor for a lost monument position, and as such is the opinion of the Surveyor as to the location of the original monument and does not govern that location. 2.4 Observed Coordinate is a coordinate that is obtained for existing monuments and is only included on the plan for informational purposes. These coordinates do not create or govern any boundaries. 3. CONCEPT OF HYBRID CADASTRE AND GOVERNING COORDINATES Monuments and coordinates co-exist in a Hybrid Cadastre. At any instant either a coordinate or a monument shall govern a position, but not both. A coordinate is deemed to be equivalent to a monument for the purposes of determining disposition boundaries. 5 In order to establish the boundary of a Hybrid Cadastre Pilot Project disposition, the Land Surveyor may create Establishment Coordinates or place monuments, each having equivalent authority in determining the location of the boundary for their respective positions. Unlike a survey monument, an Establishment Coordinate can never be lost. In the case of a lost monument, the Re-establishment Coordinates shall have the same evidentiary weight as a re-established monument. Otherwise, the standard rules of evidence apply and Land Surveyors are expected to use their professional discretion in assessing evidence and preparing disposition plans. The following parameters will define the relationship between coordinates and monuments within this pilot project: 3.1 Observed Coordinates cannot replace an existing monument in good condition, but may be used as good evidence of its undisturbed location. 3.2 Re-establishment Coordinates derived for a lost monument cannot alter its original position, similar to the role of a re-established monument. 3.3 Monuments may subsequently be placed on an Establishment Coordinate boundary position. When placed, the monument will govern that position so long as it has been placed in accordance with Part C, Section Non-Monumented Survey of the ALSA Manual of Standard Practice and a Statutory Declaration is filed with ESRD (see Appendix B for a specimen Statutory Declaration to monument Establishment Coordinate positions). 3.4 Regardless of the author of the original hybrid survey plan, any Alberta Land Surveyor may replace one or more Establishment Coordinates with monument(s) at any time. 3.5 When public land is transferred to private ownership, the Establishment Coordinate values shall continue to govern until a governing monument is placed. ESRD will maintain a public, on-line database which tracks governing Establishment Coordinates and monuments superseding them. 3.6 In the event of cancellation of the pilot, there will be no requirement for placing monuments for previously accepted Hybrid Cadastre plans. The Establishment Coordinates shall continue to govern their intended locations. All Part 2 monuments will continue to be re-established unless prior written exemption is obtained from the Director of Surveys. Otherwise, placing of monuments is optional under the terms of this pilot project except for the purposes of geo-referencing. In the case of a lost monument, it is not necessary to physically re-establish it. The Land Surveyor may determine, using best evidence, the coordinate values for the lost monument and include these in the table of coordinates. 4. REFERENCE DATUM, MAPPING PROJECTIONS and ACCURACY Page 5 of 11

6 All coordinated points must be accurate to: 0.05m relative at 95% confidence; and 0.10m absolute at 95% confidence. ESRD/Hybrid Cadastre Pilot Project Guidelines The reference frame for dispositions plans under the Hybrid Cadastre Pilot project is NAD83 (CSRS) Epoch The mapping projection may be UTM or 10TM. 5. PLAN STANDARDS Disposition survey plans submitted under the Hybrid Cadastre Pilot project must state in the title block, Hybrid Cadastre Pilot Project. Further, the plan must prominently show the following reference: This plan contains governing coordinates. In addition, the plan must also show: 5.1 A solid equilateral triangle enclosed within a larger equilateral triangle to be used to indicate a coordinated point. 5.2 A table of coordinates, sorted by type, with identifiers and coordinate values for the geo- referenced points as well as all existing monuments found and surveyed and all Establishment and Re-Establishment Coordinates. 5.3 Each coordinate will have an identifier, incrementally numbered, and that identifier must be included within an ellipse on the body of the plan. 5.4 Any changes to coordinate values due to typographical errors will be dealt with as if it were a plan or survey error, in accordance with prevailing practice. 5.5 Plans will include the Land Surveyor s Statutory Declaration as per the current requirements for disposition survey plans. All other existing disposition plan standards apply. Please see Appendix A for sample plan. 6. GEO-REFERENCING For geo-referencing of Hybrid Cadastre Pilot Project disposition survey plans, the following requirements must be met: 6.1 Unless specifically exempted by the Director of Surveys in writing, there must be a minimum of 2 geo-referenced points on every plan, preferably near the limits of the disposition. 6.2 No point on the plan may be further than 10km from at least one geo-referenced point. 7 6.3 Geo-referenced points must be found or placed statutory iron posts, Alberta Township System monumentation, or appropriate Alberta Survey Control Markers (ASCMs) including CBNs. In the case of ASCMs, the Surveyor will determine their own CSRS coordinates to be shown on the plan unless the ASCM is published in the NAD83 (CSRS) subset listing available on the DOS website, in which case those published coordinates must be used and shown on the plan. Georeferenced points may be located on legal boundaries but this is not mandatory. 6.4 As previously noted, coordinate values of the geo-referenced points are to be included in the table of coordinates on final plans. 6.5 Geo-referenced monuments from prior surveys that were placed by an ALS and are found within the vicinity of the disposition qualify as geo-referenced monuments for other dispositions provided they are field validated. Geo-referenced points facilitate field survey operations and are not intended to be used to create new governing coordinates. While it may be appropriate and acceptable to use real time kinematic (RTK) methods to perform stakeout activities for development purposes, all surveys intended to create governing coordinates must be surveyed using acceptable methodology (i.e., RTK and/or post-processed GNSS surveying techniques with appropriate redundancy) that meets or exceeds the pilot project accuracy requirements (see below). Acceptable methodology includes use of the Natural Resources Canada Precise Point Positioning service, ties to provincially integrated GNSS base stations, and ties to appropriate ASCMs. This includes the establishment of geo-referenced points. 7. SURVEYED TERRITORY The following additional requirements apply for disposition surveys in surveyed territory: 7.1 For any lost Part 2 monuments requiring re-establishment, monuments must be placed. Re-establishment Coordinates cannot be used to define these locations. 7.2 At the discretion of the Alberta Land Surveyor, re-establishment coordinates may be created for any lost Part 3 monument. 7.3 For any disposition boundary that intersects with, terminates upon, or is coincident to a boundary defined by Part 2 or Part 3 monuments, no additional monuments will be required other than that outlined in 7.1 above. 7.4 In the event that a disposition boundary intersects with, terminates upon or is coincident to an existing monumented boundary, any establishment coordinates created cannot in any way alter the original boundary. 8 8. OTHER REQUIREMENTS Participating ALSs are required to complete a brief questionnaire for each submitted plan. 10 Appendix B Statutory Declaration for Monumenting Hybrid Cadastre Establishment Coordinate Positions I,, Alberta Land Surveyor, solemnly declare i) that the monument(s) placed by me at each Establishment Coordinate position were placed under my personal supervision between the dates of and ; ii) that the survey was made in accordance with good surveying practices; iii) that the position of each monument on the ground was placed in accordance with the most current Hybrid Cadastre Guidelines document, with the coordinates shown on the survey plan registered as number and the individual point numbers listed on that plan as, that the boundaries that have been established on the ground are in accordance with the said coordinates, except for the following: (List and describe which boundaries on the ground vary from the coordinates on the survey plan.) iv) and I make this solemn declaration conscientiously believing it to be true and knowing that it is of the same force and effect as if made under oath.
