INTRODUCTION AND EXECUTIVE SUMMARY ON O&M. Name of the Project: DESIGN,ENGINEERING,FINANCE,PROCUREMENT, CONSTRUCTION, OPERATION AND MAINTENANCE OF THE 4 LANING OF TALEGAON AMRAVATI SECTION OF NH-6 FROM KM TO KM IN THE STATE OF MAHARASHTRA UNDER NHDP PHASE III ON DESIGN, BUILD, FINANCE, OPERATE AND TRANSFER (DBFOT) BASIS.. Funding and Service Contract: This Project is on Design, Build, Operate and Transfer (DBFOT) Basis Contract. The Concessionaire is authorized by the Client (NHAI) to recover the money spent for the construction of Works from the Toll Fee collections for the duration of 22 years less construction period..2 Concession Agreement: The Concession Agreement between the National Highways Authority of India (NHAI) and the Concessionaire, IRB Talegaon Amravati Tollway Pvt Ltd was signed on 8 th November In the Concession Agreement are listed all the roles, duties, rights and responsibilities of the Parties stipulated in the Contract and the technical requirements to be adhered in the execution of the Works.3 Concessionaire & EPC Contractor: The Concessionaire of the Project is M/s IRB Talegaon Amravati Tollway Pvt. Ltd., the duty of the Concessionaire is clearly defined in the Concession Agreement and are responsible for the execution of the Works and for the maintenance thereof, for a duration of 22 years, and for the collection from the road users the Toll fees. The EPC Contractors nominated by the Concessionaire is M/s Modern Road Makers Pvt Ltd..4 Supervision Services: The Concession Agreement envisaged the appointment of an Independent Engineer (IE) by the NHAI..5 Independent Engineer: The summary of the Independent Engineer s activities in conjunction with the activities of the Concessionaire for the month of September 204 are presented in subsequent paras herein..5. An agreement, between the National Highways Authority of India (NHAI) and M/s. Wilbur Smith Associates Inc. in JV with M/s. Wilbur Smith Associates Pvt. Ltd., to provide Independent Engineer Services for 4 - Laning of the Talegaon Amravati,Section of NH-6, from Km to Km in the State of Maharashtra, under NHDP, Phase III on DBFOT basis (Package No.NHAI/Maha/200/TA/IE), was entered into on the 27th October 200. The details of the staff mobilized are given in subsequent para. The Concession Agreement between National Highways Authority of India (NHAI) and the Concessionaire, M/S IRB TALEGAON AMRAVATI TOLLWAY PRIVATE LIMITED was signed on 8th November 2009 and the Appointed Date was given as 03rd September Project Data: Project Name Design, Engineering, Finance, Construction, Development, Operation and Maintenance of the section of NH-6, from Km to Km in the state of Maharashtra, under NHDP Phase III on DBFOT basis 2 Package No. NHDP/Ph-III/BOT/MH-0 3 Estimated Project Cost Rs Cr. 4 Client / Employer National Highways Authority of India (NHAI) 5 Concessionaire M/S IRB Talegaon Amravati Tollway Pvt Ltd 6 Independent Engineer Wilbur Smith Associates, Inc. with Wilbur Smith Pvt. The balance works have been taken as Punch List Items and have been completed on June 203. The Independent Consultant has recommended to 3

NHAI the Issuance of Final Completion Certificate with effective date as on 4 th January 204 and approval awaited from the Competent Authority. The Competent Authority approved for 2 nd PCOD as of st April 204 and the Punch List items for 90 Days was identified (from to ). Inspection for the completion of all Punch List Items was carried out on 4 th July Details of Construction Activities: All works have been completed in Km to Km in the State of Maharashtra, under NHDP Phase III NH-6 as per Punch List items except for the works that were affected by non-availability of land..8 Summary of Work Progress: (a) Physical Progress. The Provisional Completion Certificate (PCC) was issued by IE (Upon NHAI s approval) on 24 th April The Punch List items have been completed within 90 days after the issuance of PCC/C.O.D on July IC recommended to issue Final Completion Certificate to NHAI on 4 th January 204 and approval awaited from Competent Authority 4. Recommendation for 2 nd PCOD was issued on st April 204 and the highway was placed on Commercial Operations as of with the revised toll rates. Notes:.9 Operation & Maintenance for the period : The O & M Manual submitted by the Concessionaire in the first year of operation and was concurred by M/s. Wilbur Smith Associates Inc. in JV with M/s. Wilbur Smith Associates Pvt. Ltd. Facilities like Highway Patrolling vehicles, Tow-away truck, and Augmentation of Highway Maintenance Team etc. are complied as requested. The Independent Engineer is monitoring the Project Highway as per the obligations of the concessionaire in line with the Concession Agreement. ( Schedule K). Any deviations from contractual obligations will be documented. 4

The Concessionaire has been advised by the IE to properly maintain the Project Highway as per O & M Manual and in accordance with the provisions of the Concession Agreement. There has been number of instances and issues related to Operation & Maintenance where the Concessionaire was obligated to perform and comply with the provisions of Concession Agreement.The correspondence related to such matters has been conveyed to the Concessionaire. ***************** 5

WORK PLAN FOR SEPTEMBER 204 The Concessionaire is obligated to carry out any remedial/rectification works as reported from time to time through correspondences for the reporting month (September 204) in adherence to Article 9 of the Concession Agreement. Nontimely attendance of such rectification works can result in the recovery of Damages by the Authority from the Concessionaire under and in accordance with the provisions of Clause 7.8 of the Concession Agreement. No reporting of any defects was observed during the inspection for the month of September 204. The following are the list of items (works) that require routine check by the Concessionaire (although not exhaustive) which shall be monitored periodically and shall be added from time to time. Independent Engineer comments on Concessionaire s O & M Monthly report for September Operation & Maintenance: During the reporting month, the Concessionaire was obligated to comply with the defects/deficiencies/distresses as communicated by Inspection Reports of previous months. This has been complied with. 2. Incident Management: The Concessionaire is obligated for proper house-keeping and removing garbage from the Carriageway or the Service Road. Complied Construction material was also removed The Concessionaire is obligated to remove unauthorized construction (median cut) 3. Highway Asset Details/Encroachment/Unauthorized Constructions: Certain unauthorized median gaps has been identified which has been closed and monitored for recurring 4. Accident Details: Report to be submitted separately. 5.
