21 The Inter-District Authority (IDA) was created in 2002 to operate Town Hall and provide administrative, financial, and operations and maintenance services to the Lakewood Ranch Community Development Districts (Chapters 163 and 190) Composition One member from each CDD Services Hires Employees Sets Town Hall Policy Contracting party for agreements benefiting multiple member districts Management Acts as District Manager for member districts Management services for HOA s 21

23 Florida s Sunshine Law (Chapter 286) provides public right of access to government proceedings and public records. The law is applicable to elected and appointed boards and applies to any gathering of two or more members of the same board to discuss matters which may forseeably come before the board for action. Meetings must be: Open to the public (and accessible by the public) Reasonable public notice must be given Minutes must be taken 23
24 IDA and CDD documents are public records and must be provided upon request. The Florida Supreme Court has determined that public records are all materials made or received by an agency in connection with official business which are used to perpetuate, communicate, or formalize knowledge. They are not limited to traditional written documents. Tapes, photographs, films, sound recordings, and e- mails are also considered public records. Some exemptions apply. Each type of public record has its own retention period. 24
