1 Twin Lakes District Planning Commission Minutes Board Room, Twin Lakes Enterprise Center, Nipawin Saskatchewan Thursday July 14 th, 2016, 7:00pm Present: Kathy Palidwar, Ron O Byrne, Nathalie Hipkins, Al Boschman, Kevin Dahl, Tim Alcock, Holly Toews, Neal Wasko, Luke Grazier, Joe Woodward The meeting was called to order at 7:05pm by Co-Chair Kevin Dahl. 1. Minutes of June 16 th, 2016 meeting MOTION; Neal Wasko, that the minutes be adopted as distributed. 2. Additions to the current agenda; 6.j) RM of Torch River Zoning In-Camera - HR 3. Adoption of Agenda MOTION; Ron O Byrne, that we adopt the agenda as amended. 4. Ongoing Business: a. Regional Tourism and Promotion Guide A document outlining different pricing options for a regional tourism guide was The benefits of having electronic and print versions was discussed This initiative could serve as a pilot project for future guides for the Commission. The guide could showcase the region to potential tourists. However, it was discussed that the guide should be much more than a business listing and should highlight activities and hidden secrets from each community. Guide will look to focus on what people can see and do when they come to the region. People are looking for specific experiences that they can t get else where when they choose to visit a community. Luke is to each administrator describing the project and seeing if they can request a $2, commitment from each of their Councils. If $2,000 is to costly a lower amount will also be accepted. Also, Luke is to explore potential corporate sponsors to help keep this cost low. b. Saskatchewan Wildlife and Saskatchewan Fishing and Game Letters Letters have been drafter to Saskatchewan Fishing and Game and Saskatchewan Wildlife thanking them for their prevention efforts against Aquatic Invasive Mussels. 2 A letter was received from the Ministry of Environment replying to the letter sent by Twin Lakes. The letter outlined the Ministry s current efforts and future plans for prevention and mitigation of aquatic invasive species. The letter will be filed. c. MREP Letter Response A letter was received from Terry Hoeving from SARM regarding Twin Lakes letter seeking approval to write a proposal for MREP funding. The letter basically stated that the program is only available to individual rural municipalities. The commission agreed that the next step is to send a letter to Premier Brad Wall and the Minister of Highway and Infrastructure. This new letter will ask if there any other funding opportunities for planning district infrastructure projects. Luke will draft letter and get chair to review and sign. 5.New Business: a. June 27, 2016 Administrators Meeting Minutes The minutes from the June 27, 2016 administrators meeting were presented and reviewed. b. Development Appeals Board Secretary The inaugural development appeals board hearing was discussed. It was expressed that utilizing one of the municipal administrators on a rotating basis to act as the board s secretary has its challenges. Such challenges include: familiarity with processes, confusion for rate payers, and high workload for the administer who has to act as secretary to the board and do their regular administration duties. It was discussed it would be easier for there to be a permanent secretary and permanent place people could send their appeals to. MOTION; Tim Alcock, that a new development appeals board agreement naming the Twin Lakes Secretary as the permanent District Development Appeals Board Secretary. Further, that yearly meetings be held with the members of the District Development Appeals Board to name a chair. c. Inter-Municipal Business License MOU At the June 27, 2016 administrators meeting Executive Assistant to the Assistant Deputy Minister, Jared Dunitz, gave a presentation on inter-municipal business licenses. The Province of Saskatchewan is looking for a pilot project for this initiative, which has never been done in Saskatchewan. The Province is offering funds to help start the project. The Commission discussed that the first step would be each municipality adopting business license bylaws. Page 2 of 5
3 Luke is to draft an agreement for the commission to review at the August meeting. This will serve as a starting point for discussion. 6. Applications to TLDPC a RM of Moose Range Charko Subdivision It is the recommendation of the Twin Lakes District Planning Commission that the RM of Moose Range No.486 does not approve of this subdivision until proper access is created for the subdivision. Parcels either need to be tied or a separate access needs to be created. b Town of Nipawin NSHC Subdivision Expansion It is the recommendation of the Twin Lakes District Planning Commission that the Town of Nipawin approve of the subdivision. c RM of Moose Range Kellett Subdivision It is the recommendation of the Twin Lakes District Planning Commission that the RM of Moose Range No.486 allows the proponent to subdivided out a 10.07ac (4.075) parcel of land from the parent parcel for the use of a farmstead associated with the agricultural operation. d RM of Moose Range Livermore Subdivision It is the recommendation of the Twin Lakes District Planning Commission that the RM of Moose Range No.486 denies the subdivision application. The applicant is planning on selling the remainder of his farmland, therefore disqualifying this piece of land from being a farm land holding. Thus, the proposed subdivision is in contravention with Table 5-2 from the RM of Moose Range No.486 Zoning Bylaw. e RM of Torch River Zoning Bylaw Amendments It is the recommendation of the Twin Lakes District Planning Commission that the RM of Torch River Council approves the Zoning Bylaw Amendments as f RM of Nipawin Future Land-Use Map Re-designation Approval of the RM of Nipawin s proposed Future Land-Use Map amendment re-designating all of section 2, 3,4,5,6,7,8,9,10,11,16,17,18, NW 1, SW 1, NW 15, SE 15, SW 15, Township 49 Range 18 West of the Second Meridian from agriculture to provincial forest. 4 g RM of Nipawin Zoning Bylaw Amendments It is the recommendation of the Twin Lakes District Planning Commission that the RM of Nipawin Council approves the rezoning of the following lands from Agriculture to Provincial Forest (see figure 1 attached): all of section 2, 3,4,5,6,7,8,9,10,11,16,17,18, NW 1, SW 1, NW 15, SE 15, SW 15, Township 49 Range 18 West of the Second Meridian. Further it is the recommendation of Twin Lakes District Planning Commission approve of all Zoning Bylaw Amendments, except for the campground regulations. Twin Lakes District Planning Commission is recommending that the RM of Nipawin take the regulations pertaining to campgrounds out of the bylaw amendment at this time and wait until administrators from the Commission can meet and discuss regulations as a whole. This is to ensure that any regulations adopted are uniform across the district. h RM of Moose Range Zoning Amendments It is the recommendation of the Twin Lakes District Planning Commission that the RM of Moose Range Council approves the Zoning Bylaw Amendments as i RM of Moose Range Morris Rezoning It is the recommendation of the Twin Lakes District Planning Commission that rezoning from Country Residential to Agriculture of portions of land owned by the applicant, Surface Parcels and not be approved, rather Twin Lakes District Planning Commission recommends that Surface Parcels and be rezoned to Resort Residential instead. j RM of Torch River Grunerud Rezoning TLDPC recommends that all of the land located at Block A, Plan Ext.7 in the RM of Torch River be rezoned from Agriculture (A) to Highway Commercial (HC). 7. In-Camera The Commission went in-camera from 9:20pm 9:30pm to discuss human resources. 8. Roundtable Town of Nipawin Has two para-transit vehicles currently. The Town is looking to renew the contract of driver of the para-transit vehicle. It has been identified that there is an opportunity to make this a regional initiative. Page 4 of 5
5 The current driver will be doing a pilot project in regards to making trips to Melfort. The driver will note costs and other components. The new name for this service is Nipawin Access Transit. This item will be on the agenda for the August Twin Lakes meeting. Town of Carrot River Currently recovering from the recent flooding in town. 11 inches of rain fell between Friday July 8 th and Tuesday July 12 th. Resort Village of Tobin Lake Very busy summer in the village. AYA and Nipawin Hawks fishing tournaments were recently held. The resort village will hold its election on July 30, RM of Torch River No.486 Lots of road repairs will need to made as a result of the recent flooding. Town of Choiceland 3 demolitions of dilapidated buildings recently took place. The flood mitigation ditches are working well this year. August 20 th is the grand opening of the museum. The town s family day will be held August 13 th. MOTION; Ron O Byrne, that meeting be adjourned.
