1 TOWN OF ROCKINGHAM ZONING APPLICATION FORMS INFORMATION SHEET Rockingham Zoning-Planning Office P.O. Box 370 Bellows Falls VT Tel GENERAL INFORMATION 1. This application form is to be used for new structures, additions, renovations, changes in use, fences, decks, satellite dishes, pools, signs, etc. which require a zoning permit. There are separate forms for subdivision of land or boundary line adjustments. 2. Please submit application electronically if possible and mail fee, to the Zoning-Planning Office, Town Hall, P.O. Box 370, Bellows Falls VT Your application will be processed once the required fee is received. *OR* Submit paper application, with fee, to the Zoning-Planning Office. Electronic filing to planning@rockbf.org 3. PART I. ALL APPLICANTS must complete all of Part I, except applicants seeking approval for a sign only. PART II. All applicants must complete all of Part II, except applicants for single family, two-family and multi-family residences and their accessory structures. Applicants for home occupations and home businesses must complete Part II. PART III. This applies to exterior alterations to buildings within the Design Review District and Meeting House Historic District. If there are any changes to the exterior of a building located in these districts, also complete Part III. PART IV. This applies to property located in a floodplain. All properties in a floodplain must complete Part IV. PART V. Part V is the form for a sign application. If you are only applying for a sign, you need ONLY complete Part V. 4. FEES. See the fee schedule at the rear of the application packet. Fees must accompany all applications. Make checks payable to the Town of Rockingham. LATE FEE. If you are making application after the fact, a late filing fee is charged. See the fee schedule. 5. FILING DEADLINES. Applications requiring site plan review, design review or historic review by the Planning Commission must be filed on a Tuesday, a full fifteen days prior to a meeting date. The meeting schedule is posted at the Town Hall, and on the Town web site at Applications requiring conditional use or variance approval by the Zoning Board of Adjustment must be warned in the newspaper prior to the hearing. It generally takes about one month from the time an application is filed to the date of the hearing. Some applications require both Planning Commission and Zoning Board approvals. Both reviews are generally scheduled for the same meeting.

2 6. APPEALS. A zoning permit issued by the Zoning Administrator may be appealed up to fifteen (15) days after the permit issue date per Vermont Statutes. This appeal is to the Zoning Board of Adjustment. A decision of the Zoning Board or Planning Commission may be appealed up to thirty (30) days after the Board/Commission s decision is issued. The appeal is to the Vermont Environmental Court. 7. PERMIT EXPIRATION. Zoning Permits are valid for two (2) years from the date of issuance. 8. Excavation Permits. A right-of-way excavation permit is required prior to digging within a highway right-of-way. This includes the right-of-way area outside the paved or travel way of the road. 9. Access Permits. 9 Rockingham Zoning Application p. 3-1 Application # PART III DESIGN REVIEW HISTORIC DISTRICT APPLICATION Part III must be completed for all properties within the Design Review District or Meeting House Historic District when there are any changes to the exterior of the structure(s) or site. Part I must also be completed. 1. PROJECT DESCRIPTION. Written explanation of all proposed work to be done at the property. 2. A. Current Color Photographs. Submit color photos showing existing conditions at time of application of the following: ( ) The site ( ) Structure(s) which is the subject of the application. ( ) All sides of the Structure(s) ( ) Photos of neighboring structures with the subject property in the photo. B. ( ) Elevation drawings showing all sides of the structure(s) where work will take place. Must be drawn to scale, and include architectural details. C. ( ) Specifications and descriptions of all proposed materials (siding, roofing, trim, soffits, doors, windows, grills, handrails, light fixtures, awnings, site furniture, exterior mechanicals, fuel tanks, and accessories). D. ( ) Physical samples of building materials (where helpful for review). 3. Optional Materials. The Planning Commission may require an applicant to submit additional information including samples or pictures of roofing, siding, windows, etc. that might be relevant for a clear understanding of a project. 4. Demolition of Non-Historic Structures (Design Review District Only). In addition to the information required above, the following shall be submitted: ( ) Written statement from applicant indicating the reasons the applicant is seeking to demolish the structure; ( ) Information on the age and prior uses or renovations to the building; ( ) Demolition and site restoration plan which a. describes the intended use of the site, b. the manner in which the site is to be restored to grade, surfaced, landscaped and/or screened to minimize adverse visual impacts, and c. secured to prevent hazards to public safety and adjoining properties.

10 Rockingham Zoning Application p. 3-2 Application # 5. Demolition of Historic Structures or portion of one Listed on the National Register of Historic Places ( Design Review District Only). In addition to the information required above, the following shall be submitted: ( ) a. Demolition and site restoration plan which 1. describes the intended use of the site, 2. the manner in which the site is to be restored to grade, surfaced, landscaped and/or screened to minimize adverse visual impacts, and 3. secured to prevent hazards to public safety and adjoining properties. ( ) b. Documentation that rehabilitation of the structure would cause undue financial hardship to the owner, or that demolition is part of a development plan that would provide clear and substantial benefit to the community. ( ) c. Materials to evaluate undue financial hardship showing that: i. the structure is not capable of providing any reasonable return. ii. iii. efforts to sell or lease the structure have been fruitless. costs to rehabilitate the structure are such that any reasonable return on such investment is not achievable. 11 Rockingham Zoning Application p. 4-1 Application # PART IV FLOODPLAIN PROPERTIES All properties located within the Regulated 100 year floodplain must complete Part IV, and submit the information required. Part I must also be completed. 1. Structures to be elevated. Provide the elevation of the lowest floor, including basement. The elevation data must be based on the Geodetic Vertical Datum as used on the floodplain maps, and certified to by a licensed surveyor or engineer. Elevation of lowest floor: 2. 15 ZONING PERMIT FEE SCHEDULE EFFECTIVE MAY 1, 2007 FEES MUST ACCOMPANY ALL APPLICATIONS. Make checks payable to the Town of Rockingham. Some applications may require payment of both the base fee and hearing fee. For example, a single family homeowner applies for a 10' X 10' addition which needs a variance. The base fee would be $60.00 plus the hearing fee of $ for the variance for a total of $ $ LATE FEE: Double fee for applications after the fact: The fee that would normally be charged for a zoning permit will be doubled for any applicant who has commenced construction or use without the required permit.
