2 May 6, 2016 from the February 18, 2016 meeting. This case involves an automotive emissions test cell located within the American Honda Building. The testing procedure involves placing a new or used gasoline powered vehicle on a chassis dynamometer located within an enclosed climate controlled test cell with a pit below containing general purpose (non-explosion proof) rated electrical panels/fixtures and the dynamometer itself. The electrical distribution system in the pit is rated at 4000 volts & 1000 amps. Once the test commences the dynamometer applies resistance to the vehicle to simulate normal and adverse road conditions. The City is asking for safeguards to prevent accidents of fuel to get into the pit area that may cause an explosion. Honda disputes the 4000 volts and not followed through on. Edward Toth from Driggers, Schultz and Herbst, who represents Honda speaks to an appeal to the City s decision about American Honda Corporation at 3497 Research Park Drive, Ann Arbor, MI. Mr. Daniel Parker from Parker Engineering speaks in support for American Honda. Mr. David Henry from Maeda Corporation also speaks in support of American Honda Corporation. Mr. James Parker from Ino-Tek, Incorporated speaks in support of the s position. Mr. Tom Buczkowski, an electrical inspector with the s Building Department also speaks in support for the position with the. B. Hart moves in the matter of BBA16-001, item classification of test cell, that the Board finds that Honda has offered an equivalent means and method of protecting its dynamometer test cell by reducing the hazard classification of that test cell to allow for unclassified electrical equipment per a Class 1, Division 2 classification in the following matter: by providing continuous adequate ventilation, by providing hydrocarbon and CO2 detection and alarming, by providing a ventilation interlock to its scavenge exhaust fan to shutdown the dynamometer as outlined in its May 4th letter to the City and that these alarm and detection systems be maintained and kept calibrated and that the City be permitted regular inspections and continue to inspect and refine the inadequacies of the installed electrical system and that further liquid gas detection cabling be installed as part of the remedial work as well as additional ventilation be installed around the existing electrical cabinets. And that we find this to be an equivalent form of construction that further this interpretation for this particular agenda item be not used as a precedent for future installations of this type. 3 May 6, 2016 To amend: In addition to the provision of the liquid, leak detection cabling and supplemental ventilation being made that these be done in conjunction with the City and it s Hazard Consultant, so that there is a common level of understanding about where to put those cables and ventilation for those types of cabinets. I further amend the motion to provide that the required alarm and detection system be maintained and calibration procedures be performed by Honda on a regular basis and that those be conveyed to the City s Fire Marshall on a regular basis and also be made available as such time that the Fire Marshall conducts its regular inspections of the facility. A motion was made by Hart, seconded by Darling, that the motion be Approved as Amended with Chair Ken Winters dissenting. P.Pace states that on April 29, 2016 a site visit was conducted and Mr. Mark Kochen and Mr. David Kochen were present for the site visit. The house and the entire property is in need of repair, up keeep and removal of debris and clutter. Mr. Mark Kochen states that he has been Page 1
5 working diligently towards cleaning the property, and the family has been very cooperative with work and updates with s and photographs. P. Pace recommends that the property should be put up for sale after the clean up and remediation. B. Hart moves that in the matter of BBA for 2026 Devonshire, Ann Arbor that the matter be tabled for 30 days during which time the owner will have the hole in the roof patched, have obvious hazards such as gutters removed and keep the property unoccupied except during cleanup and remediation. And further during such time the determination will be made as to the disposition of the sale of the house such as a listing. Howard on April 5, The City responded to complaints of the condition of the house and that it has been unoccupied for more than 180 days and is full of debris and is in a deteriorating condition and is open to the elements. B. Hart moves that in the case of BBA for the Show Cause Hearing concerning 836 Brookwood Place, Ann Arbor, MI that the Building Board of Appeals finds the building is a dangerous building as defined by Section Chapter 101 of the Ann Arbor City Code and orders that the owner shall cause the building to be demolished or otherwise made safe. The owner shall commence with the necessary work by June 1, 2016 and shall complete the work by July 1, 2016 and if the owner fails to comply with this order than the City may cause the building to be demolished. This is based on the following findings; the building has been unoccupied for more than 180 days or more without being listed for sale or lease, the front door is unlocked and partially opened and is posing an attractive nuisance, the second floor window is missing again causing an attractive nuisance, the back porch is collapsing and open, small trees are growing out of the back porch roof cap and compromising the roof's stability. The building is full of debris and poses a potential fire hazard.the inspector has not been able to gain access to the building and with the utilities shut off it is inhibiting safe and healthy occupancy of Page 2
6 the structure and that further during such time the City will secure the property and pursue legal means to force compliance with the owner. The bids will go to the Probate Court on May 19, 2016 at which time the judge will decide which offer is best for the estate G NEW BUSINESS None H REPORTS AND COMMUNICATIONS None I PUBLIC COMMENTARY - GENERAL The son of the owner for 827 East University, Mr. Jacob Fanta speaks to the Board about the work that he and his father have accomlished in regards to their rental property. They are looking to get it rented by the Fall of 2016 and they have a rental inspection for June 9, 2016 The agent for 2271 South State Street, Ms. Jill Mitchell explains to the Board that they have been working towards compliance. The property is listed for sale and they have removed the awning and have a landscaping crew taking care of the grounds. They are working on improving the property and they have an offer for the one building on South State for a restaurant.
