Re: Urban Open Space Cap Request For Proposal For Estimating Value of Land To Whom t May Concern: The Sports & Exhibition Authority (SEA) is in the process of applying for a FY 2015 TGER V Grant via the US Department of Transportation for the construction of a $33,690, Urban Open Space Cap. As part of this TGER application, the SEA is contemplating using the value of land as donation credit for matching funds. At this time we are not going through the formal PennDOT appraisal following PennDOT Publication 378 when using Federal Highway funds, however, we do need to understand the value of the land based on the criteria PennDOT would use when using Federal Highway funds to establish the highest and best use for the subject property to estimate the contributory value for our TGER application. The Urban Open Space Cap will consist of the Urban Redevelopment Authority (URA) property to the west, a proposed structure over 1-579, and 0.6 acres of the SEA property to the east. These pieces will be combined to create a new park. An understanding of the value of land for each of the following parcels is being request: 1.) All of URA parcel 2-B-257; 2.) All of URA parcel 2-B-i 04; 3.) All of URA parcel 2-B-i 07; 4.) 0.6 acres of SEA parcel 2-B- 400 Please find attached exhibits showing the aerial view of the area and parcels. Please provide a proposal no later than Thursday, April 30, 2015 for land valuation services for the parcels listed above.
