2 Republic of Fiji Background CHARACTERISTICS OF COUNTRY CITIES / SLUMS Total Population of Fiji 837,271 Fifteen [15] Town Councils in Fiji with 51 percent of Urban Population 424,846 An estimated t 29% of Fiji s population lti or approximately 256,000 people reside in the Greater Suva Urban Approximately y 60,000 people p live in the 200 informal settlements in Fiji. Approximately 44,000 people reside in the informal settlements of the Greater Suva urban.
3 Linkages of MDGs to National Development Policy Millennium Development Goals: Contribution and commitment towards the reduction d ti off 1 million illi slums l b by 2020 Improve the living conditions of the urban poor and contribute to MDG7 (to ensure environmental responsibility), and targets to halve, by 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation, and to achieve a significant improvement in the lives of at least 100 million slum dwellers by New Constitution of Fiji 2013: Provisions of Rights to Accessible and Adequate Housing and Sanitation. Provisions of Rights to Freedom of Arbitrary Eviction. Peoples Charter for Change & Progress: Pillar 6 provision for Land for Social & Economic Development& Pillar 8 Reduction of Poverty to a Negligible Level Level. National Housing Policy: Provision for Affordable and Decent Homes for All Communities by 2020.
4 National Housing g Programmes g Housing Providers: Housing Authority: Tacirua Housing for 1500 Lots: 7,500 people, Nepani Stage 2:200 Lots: 1,000 people; Waila City: 5000 Lots: (25,000 people) Public Rental Board: Raiwai 208 Units: 1,040 people, Raiwaqa 250 Units: (1,250) Squatter Upgrading Projects: 10 Squatter Upgrading Projects.1048 households: (5240) Citywide Informal Projects: 155 Households ( 775) Sustainable Housing & Income Generating Projects: 209 Households (1045) Introduction of Alternative Building Technology Ferro Cement (HOPE) Green Board Technology (InternationalWise Property Development Ltd) ¾ Total Number of Beneficiaries: 42,850 people
5 SQUATTER Q UPGRADING PROJECTS The Squatter Upgrading Projects involves developing squatter areas to fully serviced subdivisions with provision of sealed road access, water & sewerage reticulation, electricityy reticulation and issuance of residential leases. 5 Squatter Upgrading and Resettlement Projects have been completed with 368 Residential Leases given out to residents. Badrau, Ba: 60 Lots, Lakena, Nausori: 143 Lots, Bangladesh, Nakasi: 60 Lots, Vatoa, Narere: 105 Lots. For 2013, 2013 the following squatter upgrading projects are: OMKAR, Narere, Nasinu: 76 Lots (380). SASAWIRA, Nausori:200 Lots(1000) CAUBATI CENTRAL, Caubati, Suva.: 248 Lots(1240) JITTU ESTATE, Raiwaqa, Suva.:152 Units(760) CUVU, SIGATOKA: 250 Lots (1250) LEDRUSASA, NADI : 75 Lots (375) WAILEKUTU, WAILEKUTU LAMI LAMI, SUVA; SUVA 7 L Lots t ((35)) CLOPCOTT,BA: 200 Lots (1000) NAMARA, Labasa: 100 Lots (500) NAKAMA, Savusavu: 100 Lots (500) Total Number of Beneficiaries: 5,240 people
6 CITY WIDE UPGRADING PROJECTS Citywide Upgrading Project involves working in partnership with Asian Coalition of Housing Rights(ACHR) through the Peoples Community Network(PCN) & Municipal Councils in Incremental Upgrading Works in the following areas: 1.Vatoa, Nasinu 34 Households(170 people)(sanitation Incremental Works) 95% (Budget: $80,000) 2.Kalekana, Lami 15 Households(75)( Sanitation Incremental Works) 60% (Budget: $80,000) 3.Nayawa, Vunikavika, Midra, Sigatoka 60 Households(300)( Drainage Incremental Works) 95% (Budget: $80,000) 4.Taiperia, Ti i Lautoka 46 Households(230) ( Road Upgrading Works) 95%(Budget: $80,000) 5.Ligaliga, Suva 5 Households(25) ( Retired Peoples Homes) 95% (Budget: $200,000) Total Number of Beneficiaries: 800 people
7 SUSTAINABLE HOUSING & INCOME GENERATING PROJECTS Concentrates on communities for training in micro enterprises in agriculture, agro forestry, eco tourism based activities as a foundation step to practice commercial activities and housing upgrading programmes to minimizing rural to urban migration. The Department of Housing of the Ministry in collaboration with other Government Ministries and Departments (Ministry of Lands, Agriculture, itaukei Land Trust Board,etc), and non governmental organizations(pcn) are currently implementing five [5] Sustainable Housing and Income Generation /Housing projects as follows: 1)Maumi, Tailevu, 50 Households (250persons) 2)Lomaivuna, Naitasiri, 15 (75) 3)Vanuakula, Vanuakula Naitasiri Naitasiri, 40(200) 4)Nalotawa, Ba, 40(200) 5)Nativi, Ra, 64(230) Total Number of Beneficiaries: 1,045 people PHOTOS: left: PCN Farmers in Lomaivuna to pioneer exporting of ginger to the Australian Market. 8 SHELTER CLUSTER ACHEIVEMENTS (March to July) Memorandum of Understanding between the Ministry of Local Government, Urban Development, Housing & Environment and the 6 NGO s [Rotary Club Lautoka, Community Support Network (CSN), Fiji Council Of Churches/Act For Peace, Peoples Community Network (PCN), Habitat for Humanity Fiji (HFHF), and Good Neighbour International Fiji (GNI Fiji)] j)] ACTIVITY A1 ACHEIVEMENT Donor Agencies/NGO s have distributed to the needy and have prepositioned stocks for next emergency A2 Cyclone Evan house rehabilitation in the formal settlements by Government of Fiji aided by Fiji Military Forces Assistance by FNPF Housing Assistance by Housing Authority B1 C1/D1 C2/E1 Cyclone Evan house rehabilitation in the informal settlements by NGO Habitat for Humanity Fiji by securing NZ Aid ($700,000) MoU Donor Agency/NGO and Between the Government (MoLGUDH&E) on March 1 st in Holiday Inn Build Back Safer Posters for (10,000 copies) resilient rebuilding of houses distributed to all NGO s/donor Agencies/Communities/Min. of Education
9 National Housing Policy/Future Strategic Plan Formulation and implementation of the National Housing Policy endorsed by Cabinet 31st March 2011( 80 % achieved, 19 of 24 activities attained) Remaining 20% involves Legal Framework : National Housing Act 1. Institutional Strengthening: Institutional Re structure and Re form of Public Housing Providers: Housing Authority and Public Rental Board 2. Institutional lstrengthening: th Local lmunicipal i lcouncils; Citywide id Projects be De centralised to Town Joint Committees for Management and Implementation. 3. Establishment of the National Housing Board 4. Formulation of a National Housing Strategic Action Plan: to ensure the supply for Housing Units to meet the Housing Demands up to 2020(7years) 5. Housing Demands (16,000 applicants for Public Housing),(4,000 applicants for Rental Housing),(600 applicants for Destitute Housing),(42,000, for Informal Housing). Total Housing Demand: 62,600 Units. Additional 12,520 Units over next 20 years 6. Developing Shelter Cluster to cater for Disaster Preparedness 7. International Best Practices (Adoptable Housing Models/Alternative Building Technologies) 8. Assistance for Future Funding
10 FIJI s WAY FORWARD FOR PSUP Phase 2 1. Memorandum of Understanding: Fiji is finalising the MOU and is awaiting the Minister s endorsement. 2. PSUP Phase 2 Work Programme: Fiji is finalising the Work Programme as based on submission made at Vanuatu Workshop. 3. PSUP Phase 2 Funding: Fiji s proposed Budget of $80, 000 USD to facilitate the PSUP Phase 2.
