This year marks the Department s 26 th year of sponsoring this event. What began as an information sharing event in 1993 for MnDOT employees has grown into an event that has proven to be of value to both public and private sector right of way professionals throughout the State of Minnesota. Workshop sessions are arranged in both plenary and concurrent formats and will include topics of interest to practitioners engaged in the acquisition of right of way for transportation improvement projects. This year, many of the sessions will be repeated throughout the workshop. The core subjects to be covered at the event include appraisal, purchasing, relocation assistance and legal considerations involving right of way activities. Related topics will include environmental topics, valuing and negotiating real estate rights, case law and legislative updates, condemnation and many other topics of interest to our city and county partners as well as the private sector. We have developed sessions, which are tailored for appraisers, relocation advisors, purchasing agents and other professionals as well as real estate generalists working for counties and cities. Our primary goal is to meet the needs and concerns of workshop participants. We value your opinions and suggestions, which make each succeeding year s event more valuable to those in attendance. The workshop concludes on Friday, September 28 at 12:45 p.m. Please visit Breezy Point s website for more information about the workshop venue at: Continuing Education Applications will be submitted to the Minnesota Department of Commerce for approval of 14 Appraiser and 14 Real Estate Continuing Education Credits but at this time credit approval has not been granted. Applications will also be submitted to the Minnesota Board of Continuing Legal Education for 14 continuing legal education credits. It is our goal to secure 14 credit approvals for attendee s respective license requirements, but please understand that we cannot guarantee that 14 credits will be approved at this time. This website will be updated when credits are approved but that will not be until August at the earliest. Please Note: In order to earn real estate and appraiser credits, full attendance at the workshop is required. You are required to attend a different session during each hour of the workshop. Attendees will not be able to qualify for a portion of the credits offered. Real estate and appraiser credits will be earned on an all or nothing basis. Each attendee will be asked to have their name tag barcodes scanned upon entering each session. This is necessary in order for the Minnesota Department of Transportation to be in compliance with the Minnesota Department of Commerce rules and guidelines in

3 qualifying for continuing education credits for this event. This process was originally adopted to eliminate the sign-in process that was used in previous years. For real estate and appraiser continuing education purposes, failure to have the barcode scanned will result in a forfeiture of all continuing education credits for this event! We encourage you to read the detailed information regarding appraiser, real estate and legal credits on the continuing education insert that you received in your packet at registration. Please remember, MnDOT is merely offering you an opportunity to earn continuing education credits but it is ultimately your responsibility to be in compliance with your respective license requirements. MnDOT will assume no responsibility in you earning your continuing education credits. For your information, this year there will be 2 courses offered prior to the workshop on Sept. 25. One will be the National USPAP Update Course and the other will be the FHA Appraising For Valuation Professionals: FHA Single Family Housing Appraisal Requirements. Both of these courses require separate registrations and will be conducted at the same time. Each course is described below with the links to sign up. We are giving you the information about them, but MnDOT has no connection with these courses. Participants licensed through the Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geosciences and Interior Design should review the program to determine suitability of select sessions for meeting board defined professional development standards. It is the responsibility of the attendee to select training sessions that will meet personal training needs and satisfy defined licensing standards requirements. Training signature sheets will remain on file, should they be required for verification purposes. Workshop participants are responsible, however, for submitting for Professional Development Hours with AELSLAGID. Certificates To receive a certificate of attendance from the Minnesota Department of Transportation, workshop participants are required to have attended the full 2½ days of sessions. A certificate of attendance will be distributed after the workshop to retain for your records. National USPAP Update Course (7.0 Hours) NATIONAL UNIFORM STANDARDS OF PROFESSIONAL APPRAISAL PRACTICE (USPAP) UPDATE COURSE (7.0-CREDIT HOURS) Those planning to attend the 2018 Right of Way Professional's Workshop are being afforded the unique opportunity to satisfy the national USPAP Update training

4 requirement. The National Uniform Standards of Professional Appraisal Practice (USPAP) Update Course is being offered by Brightwood Appraisal Education - powered by Kaplan, at the Breezy Point Conference Center immediately prior to the workshop. This is the National USPAP Update training course required of every real property appraiser during each license period. To accommodate attendees of the Right of Way Professional's Workshop, this one-day course is being split and offered in two parts, starting with Part I on Tuesday, September 25, from 11:00 a.m. 4:00 p.m. and finishing with Part II on Wednesday, September 26, from 8:00 a.m. 10:00 a.m. Please note that enrollment is open to anyone, not only those planning to attend MnDOT s Right of Way Professional's Workshop, and is on a first come, first served basis. You are therefore encouraged to enroll early. A MINIMUM OF 20 STUDENTS MUST BE REGISTERED BY SEPTEMBER 18, 2018 OR THE COURSE WILL BE CANCELED. This is the 7-Hour National Uniform Standards of Professional Appraisal Practice (USPAP) Update Course, as developed by The Appraisal Foundation. The course focuses on changes to USPAP for and on appraisal issues that affect daily appraisal practice. It is unique in that the Course was developed by The Appraisal Foundation and is revised on a periodic basis to stay current with the latest edition of USPAP. Course Objectives Present and explain the new revisions to USPAP that were adopted in 2017 and effective from January 1, 2018 through December 31, Present the current changes to USPAP in a variety of scenarios for class discussion.

5 Present scenarios that challenge participants to apply USPAP to situations they encounter in their daily practice. In addition to lectures, the course includes discussion illustrations that show how USPAP applies in situations that appraisers may encounter in everyday practice. These examples primarily address issues frequently experienced by appraisers as professionals in the appraisal of real property. This course is designed to assist appraisers in all areas of appraisal practice seeking competency in USPAP, including those subject to state licensing or certification and continuing education requirements imposed by professional organizations, client groups, or employers. USPAP has been endorsed and adopted by major appraisal organizations in the United States. As required by federal law, USPAP must be used by states in their real property appraiser licensing and certification programs. This course has been approved by the Minnesota Commissioner of Commerce for 7.0 hours of appraisal continuing education. FHA Appraising For Valuation Professionals: FHA Single Family Housing Appraisal Requirements FHA Still Matters: Really! Are you one of the many appraisers who attended an FHA update seminar in 2015, but still have questions about the latest FHA If you are looking for an FHA seminar that offers a thorough perspective and the most current information, FHA Appraising for Valuation Professionals: FHA Single Family Housing Appraisal Requirements is for you! This seminar will help you develop an understanding of the FHA Handbook and the accompanying Appraisal Report and Data Delivery Guide. These two documents provide all of FHA s guidance and requirements when completing an appraisal for a mortgage involving FHA insurance. While many of the requirements are specific to appraisals for FHA insured mortgages,

6 the concepts and guidance are applicable to most if not all residential appraisal assignments. Presented by the Northstar Chapter of the Appraisal Institute.
