1 MINUTES OF THE CRANBURY TOWNSHIP PLANNING BOARD CRANBURY, NEW JERSEY MIDDLESEX COUNTY MINUTES OF AUGUST 16, 2012 APPROVED ON OCTOBER 18, 2012 TIME AND PLACE OF MEETING The regular meeting of the Cranbury Township Planning Board was held at the Cranbury Township Hall Municipal Building, 23-A North Main Street, Cranbury, New Jersey, Middlesex County on August 16, 2012 at 7:30 p.m. CALL TO ORDER Allan Kehrt acted as Chairperson of the Cranbury Township Planning Board, called the meeting to order and acted as the Chairman thereof. STATEMENT OF ADEQUATE NOTICE Pursuant with the Sunshine Law, adequate notice in accordance with the open public meeting act was provided of this meeting s date, time, place and agenda was mailed to the news media, posted on the Township bulletin board, mailed to those requesting personal notice, and filed with the Municipal Clerk. 2 APPLICATIONS PB Amicus Therapeutics Block 1, Lot 7.01, Zone RO/LI 1 Cedar Brook Drive Minor Site Plan for Three Flag Poles POSTPONED TO SEPTEMBER 6, 2012 Applicant did not notice properly. The applicant will be noticing for the September 6, 2012 hearing. PB PETCO Block 3, Lot 1.01, Zone LI Prospect Plains Amended Final Site Plan REPRESENTATIVES: Michelle Lamar, Esquire Sterns & Weinroth Brain McMorrow, PE Senior Project Manager, Bohler Engineer George Fanous, AIA Associate Principle, SBLM Architects Keith Moreau Construction Project Manager, Petco Animal Supplies Angela Alfano IndCor Properties (Landlord) Ms. Lamar introduced herself and explained that they were here this evening for an application for an amended final site plan approval. Ms. Kimson sworn in the applicants professionals and the board s professionals. Mr. Brian McMorrow, Senior Project Manager for Bohler Engineering, and was accepted by the Board. Mr. McMorrow prepared the plans and parking calculations. He explained the proposed changes.

3 EXHIBIT A-1 As-Built survey prepared by Maser in October Mr. Hoder said that he discussed this 2004 As Builts this with the applicant s attorney and felt it was not an issue since this was only an as-built survey. Maser has had no contact since that time with owner. They have not done any site design or any work in connection with this application. No one in the audience or applicant had any objection to Mr. Hoder s review of the application. Mr. McMorrow said that Exhibit A-1 provides a good overall view of the property at the present. This is a warehouse building with frontage on Prospect Plains. The office space that PETCO is looking to occupy is located in the upper northeast corner of the warehouse building. There is an existing door, there today. It is unfinished space, 7500 SF that PETCO intends to occupy for office space is less than the SF that was previously approved by the board. Adjacent to that space there is 112 parking spaces that are striped to accommodate automobiles. To the east of the building there is another area with 85 spaces, this area was designed to accommodate tractor-trailers. It is PETCO s intention that all of the employees are going to enter through a secure access point. The second part of their application addresses a restoration of the site after PETCO s occupancy ends. EXHIBIT A-2 Chart Mr. McMorrow said the applicant is proposing concrete planters as a divider between the truck traffic and the car parking spaces. Planters will be 8 FT long, 30 wide and 30 high with a planter area. There will be no more than a six-foot gap between each planter to hinder automobiles to pass through. There will be condenser units on the northeast corner. Access presently cannot be made from Stonoker Drive. The gates will become card access gates, all can traffic will use this entrance. Truck traffic will continue to use the driveway off of Prospect Plains Road at the elevated guardhouse the exists today. They are proposing 3 FT wide island to provide space for the card reader. There is another small island for cars that approach on the exit side will be read and the gate will open. The truck driveway will remain active for trucks. There is a recommendation that some stop signs be added on either side. They will comply. Mr. Speer asked about the parking count in Mr. Preiss s review memo. There is no mention of truck loading area in the 2001 approval. Mr. McMorrow said the focus of the analysis was the car parking. He then said they have reviewed the 2001 plans. Mr. Speer inquired about the location of parking spaces Mr. McMorrow said there were 56 trailer spaces approved. Of the entire trailer parking there were 56 spaces in the orange area of the exhibit. Mr. Speer said the approval of 2001 had about 262 spaces approved, yet 197 never built. Mr. Preiss said that was correct. Mr. Speer asked if there would be any use for the 85 parking places on the side. Mr. McMorrow said not by Petco. They are probably used by the other tenant but he did not know that for a fact. Mr. Hoder said there are 56 spaces they did not build on the northeast corner of the building, below. Mr. McMorrow said that would remain grass. Mr. McMorrow addressed the comments in Mr. Feranda s review memo and said they would revise to address Comment#3. Through testimony, they have address Comment#4. He said that Comment #5, they would make the graphics are to scale. Mr. McMorrow added that they would be 8 FT long planters at 6 FT spaces and accurately drawn to reflect that. They will add a reflective strip, and are working with the manufacture to accommodate that.

4 Mr. Feranda asked if there was away to put at the other end of the parking lot a grass pavers or something where emergency vehicles can exit without having to turn around of back up. Mr. McMorrow said that presently it is a stable and level, but he would take a closer look. He said perhaps a depressed curb could be provided. Mr. Feranda mentioned that the fire department would want to review it. Mr. Speer said that this should be a condition in the resolution this subject to review and approval from the fire department for both access and exit of emergency vehicles. Mr. McMorrow said they would provide appropriate screening around the condensers. There are no trees being removed as part of their proposal. Mr. Hoder thought they were looking for an approval of two phases: one to convert truck loading to car parking, and the can convert back if necessary removing the planters. Mr. Preiss asked how the visitors enter. The answer was that they would have to check in at the guard shack. Mr. Speer asked about the circulation at the internal intersection. Mr. McMorrow said the professionals have requested stop control signage and striping to allow cars the right-of-way at that intersection. Ms. Alfano, sworn, managing agent for the building, said there is an environmental plan in place for remediation. The Township building inspector is aware of what is going on; they are working with Langan Engineering on the elevation of arsenic below the soil, from agriculture use. That information would be passed on to those during work and NJDEP is overseeing the issue. Part of the new ownership was to perform a Phase One study and that is the reason that all of this came about. Mr. Speer made a motion to approve the application as presented with the following conditions: 1. The planters would be installed with no more than six (6) FT gap between them, 2. All the recommendations in the Mr. Feranda s report including reflective traffic stripes to protect the planters from truck traffic, 3. The plans will be subject to review and approval by the Cranbury Fire Department for both access and egress of emergency vehicles, 4. The plan for the new car parking shall be revised as suggested in Mr. Hoder s report to increase stall lengths and the aisle between the traffic, and all other recommendations in his report as accepted by the applicant. (Particular shrubs or tree removal takes place they will be replaced and agreed to screening the condensers), 5. The applicant will review the lighting to be sure that it is satisfactory to the approval of Mr. Hoder, 6. There should be a note in the resolution that if they go the Phase Three reconversion from vehicle parking to truck parking there will be notification to the Township Construction Official, 7. Provide internal stop signs as recommended, 8. Applicant did agree to widen the entrance and straighten curves if deemed necessary by the Fire Department, 9. The signage proposed would have to be in accordance with the original site plan approval; otherwise, they will have to make application to the Board for approval, 10.
