2 The Survey Data Model Technology The Survey Data Model (SDM) was developed in Australia and utilised in specific jurisdictions over the last 15 years. Currently in implementation across several States in Australia and around the world as an ESRI tool.

3 The Survey Data Model Technology The SDM provides a higher level of survey data management for the transition from the measurement based title systems of the 19 th and 20 th century to the position based title systems of the 21 st Century. It unites the measurements and records of the past with the technology of the future.

4 The Survey Data Model Technology The SDM geometry model underpins the NUMERICAL CADASTRAL DATABASE (NCDB) or CADASTRAL FABRIC outcome. The legal status of the model is a matter for local governance.

6 SDM Technology Options The same technology - two levels of cadastral management outcomes: 1. GeoCadastre The Original cadastral modelling tool Local cadastral database management 2. ESRI Parcel Editor The GeoCadastre technology licensed to ESRI as the cadastral management engine within the ESRI ArcGIS enterprise system Manages a state or national SDI.

7 Operational Features: 1. One executable file GeoCadastre 2. Each database job stored in one text based XML data file 3. Minimal hardware needs

8 GeoCadastre Data Options All types of spatial measurement data utilised and weighted according to spatial quality: Digitised maps, aerial photography, existing GIS databases measurements are generated by inversing coordinates. Survey measurements recorded on old and new survey plans Modern survey measurements stored electronically Modern position based technology (GPS, LIDAR)

9 GeoCadastre Features Historical parcels and measurements are retained in the database so the database is never obsolete. The model is built from ground dimensions. Can be generated on an assumed datum. The adjustment manages grid and height corrections automatically

10 GeoCadastre Scalable Outcomes Minimalist workflows and robust functionality at local or remote locations. Rigorous data validation and adjustment processes for highest accuracy and certainty

11 GeoCadastre Scalable Outcomes Local jurisdiction can be self sufficient in cadastral spatial management. Existing data collection methods can remain in place. With minimal investment in basic or advanced measurement technology local resources can be trained to undertake basic survey data acquisition to generate a local SDM.

12 CASE STUDY - HUNTER WATER CORPORATION (HWC) Provides water and sewer infrastructure to a population of 520,000 over 5,400 sq km including 4900km of water and 4,700km of sewer pipes.

13 CASE STUDY - HUNTER WATER CORPORATION (HWC) Over the last 15 years a resource of 1 2 persons has manually entered the measurement and cadastral intelligence from all historical and new survey plans across 7 local government areas. The cadastral database is kept completely up to date by one person and the whole of the Corporation s database is updated daily.

14 HUNTER WATER CORPORATION - OUTCOMES The existing SDM is currently being upgraded to an ESRI ArcGIS system.

15 CASE STUDY NORTHERN TERRITORY A cadastral model created from existing survey plan measurements covering the whole State is nearing completion.

17 IMPLEMENTATION NORTHERN TERRITORY To facilitate manual data entry process the lands department engaged the local surveying resources. Contracts to assist in the manual data entry process included the supply of the SDM software. Teams of non-survey people were also successfully trained and engaged for basic data entry.

18 NORTHERN TERRITORY - OUTCOMES The NT has enacted legislation to legalise the coordinates derived from the SDM. As areas reach a required standard of accuracy they are proclaimed The coordinates then become the primary evidence as to the location of parcel corners.

19 Case Study - NSW eplan Utilising the cadastral intelligence inherent in SDM data, New South Wales (NSW) Land and Property Information (LPI) eplan process is facilitating portal lodgement of LandXML data files containing all survey and cadastral intelligence data instead of paper plans or digital images.

20 Case Study NSW eplan Survey plan files are immediately tested for compliance to NSW Survey Regulations by tools developed by SEACONIS. If they fail they can be corrected by the surveyor and re-lodged within an hour. Similar feedback from the manual process may have previously taken 3-4weeks.

21 Case Study NSW eplan Efficiencies include: Cost savings to customers due to shortened periods of project financial outlays. Financial benefits for government that include revenue being generated at an earlier time. More efficient use of the dwindling resource of experienced plan examination staff.

22 Case Study NSW eplan The LPI is using ESRI Parcel Editor to manage their SDI and are using Geocadastre for data entry of LandXML survey plans for examination purposes and to populate the SDI.

23 Future Governance Considerations The eplan process creates an intelligent file that replicates the existing survey plan format. Future governance should investigate whether all aspects of that plan format are relevant to digital representation or content.
