1 September 1, 2014 The Pointe Services Association Homeowners, This letter is being sent to all PSA homeowners and provides information on several topics pertinent to homeowners and residents. Updated PSA Web Site: The PSA secretary, Susan Slaven, has been working to update the PSA website with current and useful infotmation. On the Village Links tab, she has collected and posted current web site links and/or documents for most villages. The site also includes updates on the Delinquency Policy and PSA Board members, recent minutes, a Security newsletter, and a status report on the television system. PSA Security- Hinds Security has prepared a comprehensive newsletter for owners and residents containing information for new and current owners/residents and advice on maintaining security here at The Pointe. Please review and update your permanent guest list and those authorized to check out a key for your condo. PSA Budget for The PSA Board representative from each village will vote on a 2015 budget at their next meeting in mid-october. Highlights of the proposed budget that will be discussed and considered are included in this letter. Please contact your local village board with any comments. Eagle Point Golf Resort Projects - completed per PSA agreement Repair and upgrade pond on 4'" hole Replace golf carts Adding a fountain on the 10'" hole, lower pond. Currently in process for 2014 Upgrade 10'" hole landscaping around bank of lower pond, increasing flow of waterfall, add lighting, & remove scum on upper pond. Eagle Point Golf Resort Projects- completed by EPGR Add grounds equipment Paint Clubhouse and Pool Replace pool deck chairs Enclose lake water pump Removal of tennis shack PSA Community Television System History- The old Pegasus Cable System was developed in 1999 and operated under the Pegasus name until October 2013 when Pegasus requested financial protection and entered the system into receivership of a local bank. Smithville Communications purchased rights of the remaining PSA cable contract fulfilling the 15- ycar contract ending April30, On May 1, 2014, PSA exercised their right to either renew the contract or purchase the Pegasus equipment for $1.00. PSA was not interested in renewing the cable contract, but retained the rights of the PSA Commnnity Television System tower, shed and equipment.
2 Current Status- Because a system that continues to operate is more marketable than one that is dormant, PSA has maintained minimal operations of the system for over-the-air channels with no subscription fee, while looking to have the system managed by an outside provider as a low cost television service. Comcast turned down interest because they felt that there would not be enough subscribers to meet their minimum subscription base, and we are now talking to the local DirecTV supplier. In July, the PSA Board voted to allocate $2,500 from landscaping savings to continue to maintain the system as a temporary service and repair the broken lines to two villages, while working to find a provider to operate the system. In October, the Board will vote on whether to continue maintaining the system in 2015 at an approximate cost of $30,000. PSA is currently working on a method for reporting problems. PSA will provide updated information concerning the status of this project on web site as it becomes available. Following is a list of the current channels available. 3 Point Services Association, Inc. DELINQUENCY PROCEDURES POLICY Established January 1, 2008; Revised & Approved July 19, st day of the Quarter HOA assessment is due and payable on the first day of January, April, June, and October. 30 days into the Quarter "LATE NOTICE" is sent to homeowner requiring full payment. A $25.00 late payment assessment is added to the account at this time. 45 days into the Quarter "FINAL NOTICE" is sent to homeowner requesting payment in full within 15 days. If full payment is not received within the allotted 15 days, the account is turned over to the Association Attorney for immediate legal action and filing suit, and a $95.00 management company collection cost administrative fee* will be added to the homeowner's account. 60 days into the Quarter ATTORNEY ACTION The delinquent account is turned over to the Association's attorney to begin pursuing collection at the owner's expense (see note below). HOMEOWNERS WILL BE RESPONSIBLE FOR ALL COSTS AND FEES RELATED TO THE COLLECTION OF THE ASSOCIATION'S ASSESSMENTS! NOTE: Legal action may result in the Association filing suit to seek a judgment, attachment of assets, garnishment of wages, a lien upon the property, and foreclosure. If the Association has to send a homeowner's account to the Attorney for collection, all of the Association assessments remaining for the fiscal year will be accelerated (as applicable), as provided for in your documents. The owner will be responsible for paying all HOA and late payment assessments, court costs, attorney fees, and the management company collection cost administrative fee*. *The administrative fee is for the management company's additional time and expense related to dealing with the delinquent account and the Association s attorney. RENTAL RECOMMENDATIONS - CRIMINAL BACKGROUND CHECK I CREDIT CHECK. Keep Eagle Pointe Safe and Secure. For the benefit of your neighbors and especially Eagle Pointe as a gated secure community, if you choose to rent your unit, it is recommended that you run a criminal record check on your renter. Once you rent to the wrong person it will usually cost you $1OOO's in lost rent, damages, personal frustration and a line of upset neighbors. It is further recommended that you also run a credit check for your piece of mind. These checks can be performed by Hinds Investigations & Security, LLC. Security Officers are not permitted to take possession of any t f!e of mail packares or pf9perty. to secure or transfer to another party. This includes the return of rental ke)'s. REPLACEMENT keycards or remotes can only be picked up by homeowners and must be paid with check or money order to "PSA". This is without exception. Security points to ponder: Lock your car up each evening. DO NOT leave laptops. notebooks, ipods, cell phones or valuable electronics or other objects within view from outside your vehicle. This encourages breakins. Please keep your garage door(s) closed after dusk. Stop newspaper deliveries while you are out of town. Papers building up in your driveway is a sign you are not at home. Call (81 2) to authorize entry. VISITORSNENDORS/ REPAIR SERVICES, ETC. When you have a guest (other than those described previously), vendor or repair service coming to your unit, advise them to enter through the Visitors Entrance. Please call Security to authorize who you are expecting and when they should arrive. DO NOT BLOCK your phone number. The number you call from should be a number provided on the Resident Authorization Card. This will enable Security to verify an authentic call in. Security maintains records of call in access requests. The call in notice can be within minutes before arrival or at the most a few days so that Security does not have to locate and review prior records. This will allow Security to greet your guests by name, welcome them to Eagle Pointe, and direct them to your unit in a much more efficient manner. Guest requesting entry without prior authorization by Authorization Card or call in will be denied entry. They will be instructed to contact the resident and have the resident call Security. Notify security when you are out of town for extra patrols. Uses light timers to turn on and off lights and TVs in your home while you are away. Notify your neighbor to watch your house also.
6 Your Resident Authorization Card and why it is so important to Security. RESIDENT AUTHORIZATION CARD One of the very first things you need to do upon moving into Eagle Pointe is to stop by the Security Office located at the Visitor Entrance to pick up a "Resident Authorization Card". This card will give Security the information needed to update our Computerized Property Records. These records will establish: Your right to access and be on property, Your right to access your unit, Your right to a key to that unit in the event your are locked out, Your right to be notified if an incident occurs where your unit is involved. {Especially if your are renting your unit.) You may also exercise the following options through the use of the card. The authorization of up to six (6) guests who are given "open access" authority. These guests are permitted to visit you without your "call in authorization". (See below) Please ask these guest to pick up an open access Parking Permit from Security. Key authorization "MAY'' be given to anyone on that list so that they may have "key access" to your unit Security will loan them a key to your unit upon proof of identity. Security will document date/time acquired and returned. ICE > In Case of Emergency- please include an emergency contact number in the event you should be come hurt or injured. If you are a new homeowner or tenant and the prior owner or leasing agent has given you a Gate Pass Card, please include the number on the back of your card{s) on your Authorization Card. Addition information below. (Please understand, if your name or any other information does not appear on the Property Records our Security staff must follow pre-established procedures. In some cases, prohibiting you or your guest from entering the property instead of the friendly cooperation you deserve.) PLEASE RETURN THIS CARD AS SOON AS YOU FILL IT OUT. {Within 24hrs) POOLS The security officers secure a number of the swimming pools at Eagle Point, but we do not control or provide pool keys. Contact your village homeowner's association for pool keys and pool use rules and regulations. PETS Pets must be on leash at all times while outside unit or out of the homeowner's yard. Pets in homeowner's yards must be at minimum "controlled" by invisible fence. Be sure that you and your renters are aware of Eagle Pointe and village prohibitions regarding pets in rental units. (812) MONROE COUNTY SHERIFF'S OFFICE (812) INDIANA STATE POLICE (812) VEHICLES ON PROPERTY RESIDENT VEHICLE REGISTRATION FORM/PARKING PERMIT All Vehicles, Motorcycles, Mopeds, A TVs, and Golf Carts. If your are a tenant on a Short Term Lease {less than 1 year) Security will issue a RED paper Parking Permit to hang off your rear view mirror during your stay. IF your are a homeowner, please fill out a PSA Vehicle Registration form. Upon completion you will be issued Parking Decals. These decals will help Security identify the owner's contact information of vehicles on site in the event of accident, property damage or improper parking violation. Vehicles on property without decals or parking permits are subject to removal. GUESTS Your called in guests will be issued a YELLOW parking permits with an expiration dates of your choosing. One day though your guest's end of visit date. Please note your guests will be given free access through the date you designate. STORAGE RV, Boats & misc.
