2 Analysis The Slowdown Continues There were 9,927 residential sales transactions concluded through a real estate broker in the Montréal Census Metropolitan Area (CMA) in the first quarter of This represents an 18 per cent decrease compared to the first quarter of 2012 and the third consecutive quarterly drop in sales, following decreases of 8 and 15 per cent in the third and fourth quarters of 2012, respectively. Effects of New Mortgage Rules Still Being Felt The most recent tightening of mortgage rules, which came into force in July 2012 and limit the maximum amortization period to 25 years, continued to have an impact on the Montréal area real estate market. Otherwise, Montréal s economic environment was favourable to real estate activity. According to Statistics Canada, some 88,000 jobs were created in the past 12 months in the Montréal CMA and the unemployment rate dropped to 7.8 per cent in the first quarter of 2013, its fourth consecutive quarterly decrease. Furthermore, from January to March, mortgage interest rates remained at their historically low level. Also, according to the Conference Board of Canada, almost half of Québec consumers felt that it was a good time to make a major purchase such as a home. The Drop in Was Less Pronounced in the Suburbs, With One Exception Residential sales fell by 22 per cent on the Island of Montréal in the first quarter of 2013, but fared better in most off-island suburbs. Buyers now have the upper hand on the Montréal condominium market, for the first time in 13 years.
