1 Hays Central WILDLIFE MANAGEMENT PLAN RECOMMENDATIONS Appraisal District _ Lex Word Building _ IH 35 _ Kyle, Texas _ Fax QUALIFICATION AND SUBMISSION REQUIREMENTS WILDLIFE MANAGEMENT PLANS ARE ACCEPTED BY THIS OFFICE BETWEEN JANUARY 1 AND APRIL 30 OF ANY GIVEN YEAR. HAYS CENTRAL APPRAISAL DISTRICT REQUIRES ALL FIVE-YEAR WILDLIFE MANAGEMENT PLANS BE SUBMITTED ON THE APPROVED PWD 885-W7000 (07/08) "1-d-1 OPEN SPACE AGRICULTURAL VALUATION WILDLIFE MANAGEMENT PLAN" FORM. IN ADDITION TO THE PWD PLAN YOU MAY ALSO SUBMIT A WRITTEN COMPREHENSIVE 5 -YEAR PLAN. A MAP INDICATING THE AREAS OF CONCENTRATION OVER THE 5-YEAR PROJECTION PERIOD SHOULD BE INCLUDED WITH THE PLAN. THE PLAN WILL ASSIST US IN UNDERSTANDING HOW THE ACTIVITIES ON THE PROPERTY RELATE TO LONG TERM WILDLIFE MANAGEMENT USE. THE MAP WILL AID US DURING ON-SITE INSPECTIONS. THE WILDLIFE MANAGEMENT PLAN MUST LIST ALL TARGETED INDIGENOUS SPECIES AND THE ACTIVITIES CHOSEN MUST BE USED TO SUSTAIN A BREEDING, MIGRATING OR WINTERING POPULATION OF THE TARGETED SPECIES. THE TEXAS PARKS AND WILDLIFE DEPARTMENT IS AN EXELLENT RESOURCE FOR INFORMATION AND SUGGESTIONS. THE SELECTION OF APPROVED ACTIVITIES ARE LISTED IN THE TEXAS PROPERTY TAX PUBLICATION "GUIDELINES FOR QUALIFICATION OF AGRICULTURAL LAND IN WILDLIFE MANAGEMENT USE". REGARDLESS OF THE TYPE OF ACTIVITIES YOU EMPLOY FOR WILDLIFE MANAGEMENT, THE PRIMARY PURPOSE OF THE LAND MUST BE FOR WILDLIFE MANAGEMENT IN ORDER TO RECEIVE THIS SPECIAL USE APPRAISAL. THE ACTIVITIES MUST BE PERFORMED ON A YEAR ROUND BASIS. BREAK UP THE ACTIVITIES AND PERFORM THEM WHEN THE WEATHER OR TIME OF YEAR IS BEST SUITED FOR THAT PARTICULAR ACTIVITY. NO ONE SUB-ACTIVITY CAN BE USED TWICE AS AN ACTIVITY UNDER TWO DIFFERENT PRACTICES. FOR EXAMPLE, A RESEEDING ACTIVITY UNDER EROSION CONTROL CAN NOT ALSO BE COUNTED AS AN ACTIVITY FOR PROVIDING SUPPLEMENTAL FOOD. 1
2 BE ADVISED WE DO NOT CONSIDER SIMPLY HAVING A MECHANICAL DEER FEEDER, A WATER TROUGH AND A SALT LICK ON THE PROPERTY AS QUIALIFYING WILDLIFE MANAGEMENT USE. HAVING A BIRD FEEDER, A BIRDBATH AND A BIRDHOUSE IN THE BACK YARD IS NOT QUALIFYING WILDLIFE MANAGEMENT USE. GETTING WILDLIFE READY FOR HUNTING SEASON ALSO DOES NOT QUALIFY AS WILDLIFE MANAGEMENT USE. HARVESTING OF WILDLIFE IS PERMITTED AND WE WILL LOOK CLOSELY AT THE RELATION BETWEEN CENSUS COUNTS AND HARVEST COUNTS. THE PROPERTY OWNER IS RESPONSIBLE FOR WRITING AND SUBMITTING THIER OWN PLAN. HOWEVER, THE PROPERTY OWNER MAY CONTRACT SOMEONE ELSE TO PRODUCE THEIR PLAN. IF SOMEONE IS CONTRACTED TO DO THE PLAN, A LETTER AUTHORIZING THAT PERSON, AGENT, OR GROUP TO SUBMIT THE PLAN FOR THE PROPERTY OWNER MUST ACCOMPANY SAID PLAN. THIS LETTER MUST BE SIGNED BY THE PROPERTY OWNER AND SHOULD INDICATE THE LIMITS OF REPRESENTATION. FOR EXEMPLE, IF THERE IS A QUESTION ABOUT THE PLAN, DO WE CONTACT THE OWNER OR THE REPRESENTATIVE? LAND USED FOR NON-AG RELATED STRUCTURES, SUCH AS A HOMESITE, DO NOT QUALIFY FOR WILDLIFE MANAGEMENT; THEREFORE, THE WILDLIFE ACTIVITIES SHOULD BE PERFORMED OUTSIDE THIS DESIGNATED AREA. PROPERTY OWNERS' ASSOCIATION AND CO-OP GROUP PLANS ARE WELCOMED; HOWEVER, EACH INDIVIDUAL PARCEL OWNER OR LOT OWNER MUST ALSO SUBMIT A "MINI-PLAN" FOR THEIR TRACT. THE MAP FOR THE GROUP PLAN SHOULD INCORPORATE THE INDIVIDUAL MINI-PLANS. ASSOCIATION AND CO-OP MEMBERS MUST ALSO SUBMIT A STATEMENT OF MEMBERSHIP. THE ASSOCIATION OR CO-OP MEMBERSHIP AGREEMENT BINDS THE LANDOWNERS' MINI- PLANS TOGETHER WITH THE LARGER PLAN. FOR COMPLETE GUIDELINES & BY-LAWS PLEASE REFER TO TPWD PUBLICATION "A GUIDE FOR WILDLIFE MANAGEMENT ASSOCIATIONS & CO-OPS". **** THE APPRAISAL DISTRICT WILL GIVE 30 DAYS NOTICE IF ANY ADDITIONAL INFORMATION IS REQUIRED. **** 2
3 INSPECTIONS AND ANNUAL REPORTS INSPECTIONS - APPOINTMENTS FOR INSPECTIONS WILL BE SCHEDULED PERIODICALLY SO HAYS CENTRAL APPRAISAL DISTRICT CAN CONFIRM THAT THE REQUIREMENTS FOR QUALIFICATION CONTINUE TO BE MET. IF AN INSPECTION IS REQUIRED, THE PROERTY OWNER WILL BE MAILED A LETTER INFORMING THEM OF THE NEED TO INSPECT THEIR PROPERY. THE PROPERY OWNER WILL BE ASKED TO CALL OUR OFFICE TO SET UP THE INSPECTION APPOINTMENT. A BLANK PWD ANNUAL REPORT FORM WILL BE INCLUDED WITH THE LETTER FOR THE PROPERTY OWNER TO COMPLETE AND HAVE READY FOR THE TIME OF INSPECTION. THE PROPERTY OWNER WILL HAVE THE OPPORTUNITY TO ACCOMPANY US ON THESE INSPECTIONS. IF AN AGENT OR SOMEONE ELSE IS TO SHOW US THE PROPERTY, MAKE SURE THEY ARE AWARE OF THE ACTIVITIES BEING DONE AND WHERE THEY ARE LOCATED. IT IS RECOMMENDED THAT THE PROPERTY OWNER KEEP A LOG OF ON-GOING ACTIVITIES AS THEY ARE PERFORMED. THE LOG SHOULD INCLUDE, BUT IS NOT LIMITED TO: TIME, DATE, LOCATION AND TYPE OF THE ACTIVITIES PERFORMED. HAYS CENTRAL APPRAISASL DISTRICT ALSO RECOMMENDS INDICATING THE ACTIVITIES ON A MAP AND PERIODICALLY TAKING PICTURES TO SEE YOUR PROGRESS THROUGHOUT THE YEARS. OUR OFFICE MAY ALSO BE TAKING PICTURES TO PUT IN EACH INDIVIDUAL FILE. THE LOG, MAP AND PHOTOS WILL HELP WITH COMPLETING THE ANNUAL REPORT(S) THAT HAYS CENTRAL APPRAISAL DISTRICT WILL REQUEST ON A PERIODIC BASIS. IF AN ANNUAL REPORT IS REQUIRED, THE PROERTY OWNER WILL BE MAILED A LETTER INDICATING THE YEARS TO REPORT ON THEIR WILDLIFE MANAGEMENT ACTIVITIES. A BLANK PWD ANNUAL REPORT FORM WILL BE INCLUDED WITH THE LETTER. PROPERTY OWNERS ARE ENCOURAGED TO SUBMIT ANY SUPPORTING DOCUMENTATION WITH THE ANNUAL REPORT. 3
4 CURRENT AND NEW LAND OWNERS IF YOU ARE A CURRENT LAND OWNER AND WISH TO CONVERT FROM TRADITIONAL AGRICULTURAL USE TO WILDLIFE MANAGEMENT USE YOU MUST SUMBIT; A LETTER REQUESTING THE CHANGE, PROOF OF TRADITIONAL AGRICULTURAL USE DURING THE PREVIOUS YEAR AND A TPWD 5 - YEAR WILDLIFE MANAGEMENT PLAN TO THIS OFFICE DURING THE TIME WE ARE ACCEPTING NEW PLANS. IF YOU HAVE BEEN ASKED TO FILE AN "APPLICATION FOR 1-d-1 (OPEN SPACE) AGRICULTURAL USE APPRAISAL" THAT YEAR YOU MUST ALSO INCLUDE THE COMPLETED APPLICATION WITH YOUR REQUEST FOR WILDLIFE MANAGEMENT AND YOUR TPWD 5- YEAR WILDLIFE MANAGEMENT PLAN. IF ANIMALS ARE TO CONTINUE GRAZING ON THE LAND SOME TYPE OF ROTATION MUST BE IMPLEMENTED SO THE CATTLE AND DEER, FOR EXAMPLE, WILL NOT BE IN COMPETITION ON A REGULAR BASIS. THE ROTATION SCHEDULE SHOULD BE OUTLINED IN YOUR TPWD 5 - YEAR WILDLIFE MANAGEMENT PLAN. WE DO RECOGNIZE THE NEED TO HAVE SOME TYPE OF ACTIVITY PERFORMED TO CONTROL THE OVER GROWTH OF GRASSES AND INVASIVE SPECIES. PERIODICALLY GRAZING CATTLE, SHEEP OR GOATS ON THE LAND CAN AID IN THIS. IF THERE IS AN AGRICULTURAL GRAZING LEASE, A COPY OF THAT LEASE MUST ACCOMPANY YOUR TPWD 5 - YEAR WILDLIFE MANAGEMENT PLAN. IF YOU ARE A NEW OWNER AND YOU HAVE PURCHASED THE TOTAL TRACT WHICH CURRENTLY HAS WILDLIFE MANAGEMENT SPECIAL USE APPRAISAL AND YOU WISH TO REMAIN UNDER WILDLIFE MANAGEMENT YOU MUST CONTINUE DOING ACTIVITIES UNDER THE SELLER'S PLAN FOR THE REMAINDER OF THE YEAR IN WHICH YOU PURCHASED. YOU WILL BE INSPECTED FOR ACTIVITIES UNDER THAT PLAN. SOMETIME AFTER JANUARY 1 ST OF THE YEAR FOLLOWING YOUR PURCHASE YOU MUST TIMELY FILE A COMPLETED "APPLICATION FOR 1-d-1 (OPEN SPACE) AGRICULTURAL USE APPRAISAL" AND A NEW TPWD 5 - YEAR WILDLIFE MANAGEMENT PLAN. YOUR NEW PLAN MUST BE APPROVED TO CONTINUE TO RECIEVE THE SPECIAL USE APPRAISAL. IF YOU PURCHASED TRADITIONAL AGRICULTURAL USE LAND AND WISH TO CONVERT YOUR PROPERTY FROM TRADITIONAL AGRICULTURAL USE TO WILDLIFE MANAGEMENT USE YOU MUST WAIT UNTIL AFTER THE FOLLOWING JANUARY 1ST TO REQUEST THE CONVERSION.
