3 SECURITY CHECKPOINT INFORMATION Stop by the information booth near the tram station on the Tram Level. At the information booth, you wili be asked to complete a security checkpoint access form and show valid, government-issued photo identification, such as a driver's license. Take your completed access form with you up two floors, to the Ticketing Level security checkpoints. Show your approved access form to security checkpoint personnel. You will then be screened just as if you were traveling. Access forms are only valid for the purpose of attending a public MAC meeting at a particular date and time. Commission Chambers are located on the Mezzanine Level overlooking the airport's central shopping area (above Chili's Restaurant), past the main security checkpoints. Allow yourself at least 30 minutes to park, complete the access form and get through the security checkpoint prior to the meeting. Parking will be validated; please bring your parking ticket to the meeting. Directions to the Tram Level Information Booth From short-term parking: At the Lindbergh Terminal entrance, take the escalator or elevator down to the Tram Level. The information booth is straight ahead, in the center of the room. From general parking: If you park in the Blue or Red ramps, take the elevator down to the tram, which will transport you directly to the Lindbergh Terminal's Tram Level. When you exit the tram, the information booth is straight ahead, in the center of the room. If you park in the Green or Gold ramps, take the skyway to the Lindbergh Terminal's Mezzanine Level. From there, take an elevator or escalator to Tram Level. The information booth is straight ahead, in the center of the room.
4 MEMORANDUM ITEM 1 TO: Planning, Development & Environment Committee FROM: Eric L. Johnson, Director Commercial Management & Airline Affairs ( ) SUBJECT: SALE OF CERIDIAN PROPERTY DATE: August 12, 2014 Staff is requesting authority to sell approximately 4 acres of land that the Metropolitan Airports Commission owns in Bloomington. BACKGROUND In December 1998, MAC acquired approximately acres in the approach area to Runway from the Ceridian Corporation. This property was acquired to 1) provide a relocation site for an NSP electrical substation (approximately 4.6 acres) that had to be moved from the Runway Protection Zone for Runway 17-35, and 2) allow for control over future land use on the remainder of this property. The cost of this property was $7.84M. At the September 2004, meeting of the Commission, approval was given for the sale of the southern 9.86 acres of the Ceridian property to McGough Development. McGough anticipated entering into an agreement with the Metropolitan Council for use of the property for light rail purposes (track alignment, station, park and ride) and proposed sale approved contingent on an agreement acceptable to both parties for this purpose. That joint-use agreement never occurred and MAC ended up selling this land to the Metropolitan Council directly for the same sales price of $5,903,506 as previously approved. Last month staff received a Letter of Intent from Choice Hotels International who is interested in buying the remaining approximately 4 acres of land that MAC owns for the purpose of developing a smaller extended stay hotel. The offer price is $3.5M; however following the receipt of the LOI staff had the land appraised by Hosch Appraisal who valued the land at $3.51 M. The prospective buyer was notified of the appraised value and has agreed to increase its offer to match the appraisal at $3.51 M. The final sale will be contingent on the buyer being able to collect the appropriate site data from MAC all of which will need to be accomplished within 90 days of signing the Letter of Intent. COMMITTEE ACTION REQUESTED: RECOMMEND TO THE FULL COMMISSION APPROVAL OF THE SALE OF THE REMAINING PORTION OF THE CERIDIAN PROPERTY TO CHOICE HOTELS INTERNATIONAL ON THE TERMS IDENTIFIED ABOVE, AND AUTHORIZE THE EXECUTIVE DIRECTOR/CEO OR HIS DESIGNEE BE AUTHORIZED TO EXECUTE THE NECESSARY DOCUMENTS.
5 MEMORANDUM ITEM 2 TO: Planning, Development and Environment Committee FROM: Patrick Mosites, Project Manager ( ) SUBJECT: NOISE MITIGATION PROGRAM CIP ADJUSTIWENT DATE: August 11, 2014 In October 2007, the Metropolitan Airports Commission settled a lawsuit with the cities of Minneapolis, Richfield, and Eagan concerning noise mitigation to be provided for single and multifamily homes within the 2005 and 2007 Noise Exposure Map contours. The terms of the settlement were memorialized in a Consent Decree, which details the types of noise mitigation to be provided within the various noise contours. Among the types of noise mitigation described in the Consent Decree, there are provisions for singlefamily homeowner noise mitigation reimbursements. These provisions are detailed in Section 5.3 of the decree; Provisions for Noise Mitigation Program for DNL 63 and Higher Opt-ln Homes, DNL Opt-ln Homes and Single-Family Homes Within the 2005 DNL Contours. Reimbursement payments to homeowners began on March 1, 2010, averaging approximately $2,900. Homeowners were required to use licensed contractors, approved materials, and obtain construction permits as applicable. MAC was required to send letters to homeowners periodically notifying them of the program guidelines and process. At the request of the Commission, an additional final participation notice was sent out in February The participating cities also assisted in getting reminders out to homeowners about the approaching deadline. MAC has also provided additional information on the MAC website. MAC has met all of the reimbursement program requirements and deadlines to date. The final deadline for submittal of reimbursement applications was July 31, MAC is required to reimburse homeowners within 30 days of receipt of a satisfactory reimbursement request. Per the Consent Decree, "MAC shall complete the reimbursement process for all eligible expenses submitted by homeowners under Section 5.3(e) no later than September 1, 2014." The following table shows the final Reimbursement Phase participation levels. City Participants Non-Participants Minneapolis 1, Richfield Bloomington Eagan InverGrove Heights Total 1, Overall approximately 74% of the eligible homeowners participated in the program. Because of the increased number of participants that responded to the final notices, the amount of funds budgeted in the 2014 CIP will be exceeded. Therefore, in order to make timely reimbursements in compliance with the terms of the Consent Decree, staff is requesting a CIP adjustment to the 2014 CIP budget for Noise Mitigation Reimbursements in the amount of $580,000 (+96.7%) which will result in a revised CIP amount of $1,180,000. The total cost for all reimbursements paid as a part of the Noise
6 mitigation reimbursement program will be approximately $5.3 million. Funding for this adjustment will come from MAC internally-generated funds. COMMITTEE ACTION REQUESTED RECOMMEND TO THE FULL COMMISSION THAT THE CAPITAL IMPROVEMENT PROGRAM FOR NOISE MITIGATION REIMBURSEMENT BE INCREASED TO $1,180,000 AS NOTED ABOVE AND AUTHORIZE THE EXECUTIVE DIRECTOR/CEO OR HIS DESIGNEE TO EXECUTE THE NECESSARY DOCUMENTS.
