3 What is a Public Hearing? A public hearing is an opportunity for interested individuals to present their views to the District and to participate in an exchange of thoughts with District officials.
4 Tonight s Public Hearing: On August 22, 2017, Maine-Endwell residents will be asked to vote on a referendum to authorize the district to use Capital Reserve funds in the amount of $165,000 for the purchase of 1.1 acres of property adjacent to the High School.

21 Frequently Asked Questions (FAQ s) Q. How was the sale price of $165,000 determined? A. The seller identified a market price (through services of a real estate agent). The District contracted for an appraisal of the property. The District and seller agreed to a price between the sale price and appraised valuation.
22 Frequently Asked Questions (FAQ s) Q. How did the District receive this opportunity? A. The seller reached out to the District asking if there would be any interest. Knowing that the District had attempted to acquire the property in 2009, the seller offered the District the first opportunity.
23 Frequently Asked Questions (FAQ s) Q. What current plans does the District have for this property if voter approved? A. The District has no current or immediate plans for the property.
24 Frequently Asked Questions (FAQ s) Q. Why is the District interested in acquiring this property? A. The acquisition of additional land is a rare opportunity. This particular parcel was sought in 2009 for use as a parking lot. Voters rejected the proposition and the property was sold to the current owner. The District recognizes this is an excellent opportunity and wants to give residents the ability to vote on this again.
25 Frequently Asked Questions (FAQ s) Q. If approved, how will the District pay for the property? A. The District will use funds from the Capital Reserve to pay for the acquisition of the property. The Capital Reserve is a savings account for capital improvements including acquisition of property. NO NEW TAX DOLLARS will be sought for the purchase of this property.
26 Frequently Asked Questions (FAQ s) Q. What impact will this have on school or county taxes? A. The school taxes ($2134) will be distributed among the remaining Town of Union properties there will be no impact on Town of Maine properties. County taxes ($1400) will be redistributed among all remaining properties across the entire county.
27 Frequently Asked Questions (FAQ s) Q. If acquired, what immediate needs will the District have to address? A. Once the Contract of Sale is executed and the current owner vacates the property, the District will be responsible for ensuring all structures are safe and secure. A structural engineering report of all buildings on the property will be conducted.
28 Frequently Asked Questions (FAQ s) Q. Has the District determined the cost of maintaining or other unforeseen costs associated with acquiring this property? A. At this time, we have not completed a full assessment of all structures. Upon taking ownership, the District will immediately determine a plan of action for the care and upkeep of the property until a future definitive plan has been developed.
29 Frequently Asked Questions (FAQ s) Q. What contingency plan(s) does the District have if unforeseen costs associated with this property occur? A. The District has contingency funds that could be used to address any unforeseen circumstances. These funds (approximately $400,000) are part of the 2014 Capital Project and have yet to be expensed. Being that the property has been occupied for the past 8 years by the current owner, we have not been made aware of any significant issues.

The District will solicit input from the school community, including students, for ideas and suggestions. All ideas and suggestions will be reviewed by the Board of Education for future consideration.
