2 Grant Number: Obligation Date: Award Date: B-08-UN Grantee Name: Contract End Date: Review by HUD: Broward County, FL 03/05/2013 Original - In Progress Grant Amount: Grant Status: QPR Contact: $17,767, Active Michael Huneke Estimated PI/RL Funds: $4,700, Budget: $22,467, Disasters: Declaration Number NSP Narratives Areas of Greatest Need: Broward County Neighborhood Stabilization Program (NSP) has prioritized funding to those non-nsp entitlement municipalities and unincorporated areas with the greatest percentage of home foreclosures and subprime loans, those areas most likely to experience a significant rise in the rate of home foreclosures, and those communities with the highest concentration of moderate to low income households. The intent of this approach is to disperse funding across the County's smaller municipalities and unincorporated areas in a fair and equitable manner based upon community need. Broward County will utilize census tracts to target specific areas for assistance. Distribution and Uses of Funds: Broward County identified areas of need for its Neighborhood Stabilization Program (NSP) funding by first focusing upon the "Foreclosure and Abandonment Risk" index published by HUD. The County has selected and identified those census tracts located outside NSP entitlement communities which are most likely to be impacted by future foreclosures. Next, the County utilized the actual existing foreclosure rates by census tract, which was extracted from HUD data regarding the rates of foreclosure in the County. Finally, the County will utilize existing maps that identify those census tracts with high concentrations of subprime loan products. In addition, the County will focus only upon those census tracts which are "middle-moderate-low income eligible." The remaining eligible census tracts will then be prioritized according to the level of subprime lending, and will represent a final tier of analysis when deciding where to expend NSP funds. Definitions and Descriptions: Blighted Structure: Under 9-J5 of the State Statutes, a "blighted structure" is one where maintenance has been deferred and structure deterioration is evident. Section (b) (2) of Broward County's Administrative Codes defines it further and states: That a "Blighted area" exists, which is an area in which there is a substantial number (20% or more), of slum or deteriorating structures and conditions which endanger life or property. Affordable Rents: Affordable rental cost shall be determined by using the HOME Program rent chart for the current year, as follows: Households at 50% area median income or below will pay a maximum of the Low HOME Rent Limit (with adjustment for the number of bedrooms) minus utility allowance. Households at 51-80% of area median income will pay a maximum of the High HOME Rent Limit (with adjustments for the number of bedrooms) minus utility allowance. Households at 81%-120% of area median income will pay a maximum of the Fair Market Rent (with adjustments for the number of bedrooms) minus utility allowance. All rental activities carried out by Broward County using NSP funds will remain affordable to income-eligible families for a period no less than thirty (30) years, which exceeds the minimum standards set by 24CFR92.252(e). In addition, Income Eligible Families whose income category has changed at the time of lease renewal must pay rent according to limitations stated above. Description of how grantee will ensure continued affordability for NSP assisted housing: Broward County will require all recipients of NSP funding to execute a mortgage, promissory note, and a declaration of restrictive covenants. These documents will be recorded in the Public Records and are enforceable mechanisms to insure continued affordability. Description of housing rehabilitation standards that will apply to NSP assisted activities: Broward County will utilize its existing housing 2.

3 rehabilitation standards for NSP funded projects. These standards are included in Broward County's substantial change for NSP. Low Income Targeting: Broward County will set-aside $5 million of its NSP allocation for the redevelopment of foreclosed single and multifamily rental properties and single-family properties for resale, to be rented and sold specifically to households whose incomes do not exceed fifty percent (50%) of area median income. Acquisition and Relocation: Broward County plans on pursuing limited NSP funded demolition or conversion of low- and moderate-income dwelling units. Public Comment: Public Notice was published in the Fort Lauderdale Sun-Sentinel on October 28, A 15 day public comment period started on the date of publication with no public comments received. 4 As during the last quarterly reporting period, Broward County continued to focus on rehabilitation and resale or rental of acquired housing units. Program income is being used for the rehabilitation of these units with additional acquisition using program income also in progress. The County has received a total of $3,987, in program income as of the end of this quarter; $319, was received during the quarter. Program income for the next quarter is projected to be less because the inventory of homes yet to be sold is lower. During this quarterly reporting period, several major changes were made to the activities of this report. As per HUD request, multiunit activities were restructured so that each property has a separate activity. This will allow the number of units for each property and the information pertaining to those units to be more clearly presented and tracked. Therefore, multiunit activities 004, 005, 010, and 011 have been restructured and replaced with activities 013 through 024. Further, activities 004, 005, 010, and 011 separated the properties by acquisition and rehab, in the new activities, acquisition and rehab have been combined. Also, Activity 025 was created to move an eight (8) unit multifamily property from Activity 001 & 002, single-family activities, to the new multifamily Activity 025. Also, after the end of the quarterly reporting period and before this report was submitted, the responsible organizations for the activities were updated to show the organizations carrying out the activities, with budgets being transferred from the Broward County Housing Finance and Community Development Division to the organizations responsible. Other minor changes were made to some activities and are explained in more detail in those activities. During the quarter, the Broward Alliance for Neighborhood Development (BAND) completed rehabilitation and sold four (4) single-family homes to eligible households in Activity 1 & 2, LMMI, and an additional six (6) single-family homes from Activity 1 & 2 were leased for ownership. Also, the City of North Lauderdale sold four (4) single-family homes to low income households in Activity 8 & 9, LH25. BHP Community Land Trust continued rehabilitation on rental properties. During the quarter, five (5) units completed in previous quarters (in Activities 19 & 22) were rented to low income households. Additionally, seven (7) units completed in previous quarters (in Activity 23) were rented to moderate income households. Additional units are nearing rehabilitation completion and should be rented during the next quarter. The City of Hallandale Beach has acquired an eight (8) unit property and is nearing completion of rehabilitation, sale of these units should begin in the next quarter (Activity 25, LMMI). The City of North Lauderdale continues to work toward completion of two (2) down payment assistance properties, however, no down payment assistance properties were completed during this quarter. The County has met its 25% setaside requirement for low income households, with further expenditures in this area occurring during the next quarter. Overall, Broward County's NSP1 Program has acquired 59 single-family homes (55 in Activity 1, LMMI and 4 in Activity 8, LH25), completing rehabilitation and selling or leasing for ownership, 54 to eligible households, thirteen (13) to low income households (Activity 2, LMMI and Activity 9, LH25). In addition, the City of Hallandale Beach has acquired 4 single-family duplexes containing eight (8) units; two very small units will be converted into one larger unit, leaving seven (7) units (Activity 8, LH25). Overall, Broward County's NSP1 Program has acquired 11 single and multifamily rental properties containing 77 units and has completed rehabilitation on 50 of these units, renting 50 units to eligible households, 42 to low income households (Activities 13 and 15-22, LH25) and eight (8) to moderate income households (Activities 14 and 23, LMMI). The City of North Lauderdale has also given down payment assistance to 18 households, eight (8) to low income households (Activity 3, LMMI) and the City of Hallandale Beach has completed demolition of five (5) properties (Activity 7). BAND has also demolished a blighted home and redeveloped the property with a single-family home currently under contract for sale (Activity 12, LMMI). Beneficiaries will be middle, moderate and low income homebuyers, who will receive title to the property along with a declaration of restrictive covenants which will specify the long-term affordability requirement of the property (30 years). It is expected that this strategy will provide safe, decent and affordable housing to a minimum of fifty (56) middle, moderate, and low income households. Initial program dollars allocated to this activity will be realized as program income and re-invested in the activity and will create additional units of affordable housing until the program's end. It is anticipated that between 10-15% of this activity will benefit those households below fifty percent (50%) of area median income. Location Description: To be located on scattered sites throughout the unincorporated County, and the urban County cities participating in Broward County's CDBG program. Sites will be prioritized according to HUD's foreclosure abandonment risk score. Activity Progress Narrative: During this reporting period no homes were acquired, drawdown and expenditures during this report period were for developer fees for homes acquired in earlier quarters. Any new properties purchased in this activity will be purchased with program income. $319, in Program Income from the sale of single-family homes (Activities 1 and 2) was received in this Activity during the quarter. 6

BAND has a budget of $6,338,359 for the acquisition of single-family homes and is responsible for implementing this activity. funds expended was adjusted by subtracting $5,944, from Broward County Housing Finance and Community Development and transferring this amount to BAND. Note: After the end of this quarterly reporting period and before this report was submitted, Activity 025 was created specifically for the eight unit townhouse property at NW 9th Street, Hallandale Beach, FL This property had been contained in this activity, however, the property is multifamily and does not meet the single-family definition of this activity. Therefore, a new multifamily activity was created (Activity 025) for the property and the overall budget for this property was subtracted from Activity 001 ($915,134) and this amount transferred to the new Activity 025. In addition, the project budget was further reduced by $22, to adjust Program Income projections with the budget of BAND, the organization carrying out this activity. All housing units assisted will be rehabilitated to meet local housing codes as well as the County's housing rehabilitation standards. Upon completion of rehabilitation, the housing units will be sold to middle, moderate, or low income households and proceeds will be re-invested into additional housing rehabilitation activities. Location Description: To be located on scattered sites throughout the unincorporated County, and the Urban County cities participating in Broward County's CDBG program. Activity Progress Narrative: Four (4) rehabilitated single-family homes were sold during this quarter. Two more homes are under contract pending closing and one (1) is being rehabilitated. Of the four (4) homes sold, two (2) were sold to a low income households, one (1) to a moderate income household, and one (1) to a middle income household. As stated in the last quarterly report, eight (8) homes that have been difficult to sell were transferred to an NSP developer for the purpose of administering a lease-purchase program. This program will match households that need time to improve their finances with financial counselors for the purpose of preparing them for the purchase of the homes while the families lease the homes. The homes must be sold to eligible households within 36 months plus six (6) months grace period. Six (6) of the eight (8) homes were leased for ownership during this quarter, meeting the national objective. The six (6) homes are listed below and all pertinent data for these homes entered into Beneficiaries Performance Measures and Activity Locations of this quarterly 8

As per HUD request this multiunit activity containing rental properties has been restructured and replaced by activities 013, 015 through 022 and 024. Therefore, this activity which contained ten (10) properties will be cancelled and the ten (10) properties divided into separate activities for each property. The multifamily activities four (004) LH25 acquisition and five (005) LH25 rehabilitation have been combined so that acquisition and rehabilitation are together in the new activities. This activity seeks to reverse the negative effects of foreclosed or abandoned rental property upon Broward County neighborhoods, while providing housing options for those household at or below 50% of area median income. This activity will provide financing for the acquisition and redevelopment of these problematic properties. Beneficiaries will be low income renters, who will occupy one-hundred percent (100%) of the units assisted under this strategy. The long-term affordability requirement of rental property assisted under this strategy is thirty (30) years. It is expected that this strategy will provide safe, decent and affordable rental housing to a minimum of sixty-seven (67) low income households. Location Description: Activity to be Cancelled and replaced by Activities 013, 015 through 022 and 024. To be located on scattered sites throughout the unincorporated County, and the urban County cities participating in Broward County's CDBG program. Sites will be prioritized according to HUD's foreclosure abandonment risk score. Activity Progress Narrative: HUD requested that Broward County's activities with multiunit properties be restructured so that each property has a separate activity. This will allow the number of units for each property and the information pertaining to those units to be more clearly presented and tracked. As per HUD request, multifamily activities 004, 005, 010, and 011 have been restructured and replaced 13

14 with activities 013 through 024 in order to split out each property combined in activities 004, 005, 010, and 011 into individual activities for each property. Further, activities 004, 005, 010, and 011 were separated by acquisition and rehab, in the new activities acquisition and rehab have been combined. Existing activities 010 and 011 were created to account for tenants in properties at the time of acquisition that fell into LMMI instead of LH25. Activities 014 and 023 were created to replace 010 and 011 only instead of being separated by acquisition and rehab they are separated by the two properties where this occurred, and acquisition and rehab have been combined. Activities 013 and 014, and 022 and 023 are paired together since they divide a certain number of units of the same property by LMMI and LH25. To close this activity, total obligation, expenditure and budget was subtracted and amounts moved to new activities 013, 015 through 022 and 024. Also, unit and property information was subtracted out and moved to the new activities.
