8 Focus Group Results: Key Findings In Active Use category, athletic fields and waterfront recreation were the highest priorities In Passive Use category, trails were highest priority In Preservation category, preserving tree canopy and linking streams and wildlife corridors were the highest priorities

25 Land Acquisition Methods: Purchase Method Fee Simple Purchase Option to Purchase Right of First Refusal Definition The outright purchase of property at market value. Exclusive right to purchase property, including a purchase price and valid for a specified term. Option holder is not obligated to purchase the property. The right to be the first allowed to purchase a property if it s offered for sale. The holder is not obligated to purchase the property.

26 Land Acquisition Methods: Donations Method Donation Partial Donation Life Estate Definition The gift of a property. The sale of property for less than market value. Donation or sale of property with the seller reserving the right to live on and use the property until death or release of life interest.

27 Land Acquisition Methods: Other Method Public Easement Lease Land Trade Dedication Definition A right to use someone s land for a specific purpose, such as access or conservation. Rental of property for use by the holder for a specified term and cost. Trading a City-owned surplus property for a privately-owned property. Property dedicated by a private property owner or land developer for public use.

28 Land Acquisition Methods: Other Method Concomitant Agreement Partnerships Eminent Domain/ Condemnation Definition A development agreement setting development conditions for a property. Agreement for public use between agencies or multiple parties/property owners. Compulsory purchase of a property at fair market value for a specific public purpose.

29 Land Acquisition Methods: Other Method Transfer of Development Rights Conservation Futures Program Definition Voluntary, incentive- based program that allows landowners to sell development rights from their land to a developer to increase density of a development at another location County managed program focused on preserving critical open space within King County.
