The blank tender forms for the stated consultancy services are available at above-mentioned address on payment of Rs. 520/- (Rs % VAT, non refundable) in the form of cash or DD/PO order from any nationalized bank (except co-operative banks) in favour of the Cotton Corporation of India Ltd. payable at Mumbai on All working Days from a.m. to 5.00 p.m. up to 13/01/2010. The tender documents can also be down loaded from the corporation web site or government tender portal The cost for down loaded tender document of Rs.520/- should be paid separately vide DD /Pay order from any nationalized bank (except co-operative banks) in favour of The Cotton Corporation of India Ltd payable at Mumbai. 5 SCOPE OF WORK 3 AUDIT AND REVAMPING OF UTILITIES AT CCI KAPAS BHAVAN, CBD BELAPUR, NAVI MUMBAI Details of constructed area of Kapas Bhavan Complex and existing Electrical fire fighting and Air conditioning system. The details are given as per Annexure- I attached to the scope of work. 2. The existing HT electrical distribution, fire fighting, Lifts and air conditioning system has to be revived and made operational with necessary infrastructure conforming to the provisions of Maharashtra State Fire Prevention and Life Safety Measure Act as applicable to Commercial Complex. 3. The consultant/consulting firm will review the existing status of all the utilities; study the drawings & designs, if available. Digitize the existing utility layouts and drawings and hence, generate a detailed Audit report of the existing HT electrical distribution, fire fighting, Lifts and air conditioning system in its present condition. 4. The time given for submitting detailed audit reports is 30 days from the date of issue of work order. The time given for submitting detailed cost estimates & tender documents is 30 days from date of submission & finalization of audit reports. 5. The consultant/consulting firm shall validate and suggest necessary measures on its modification including replacements, repairs, additions, and alterations. 6. The consultant/consulting firm shall assess the gap between current provision and requirements considering the separate metering for tenants and CCI. Further, the consultant/consulting firm shall design the fresh capacities of these services and finalize the adequacy and rearrangement of services in provided areas. 7. The study of existing HT Electrical distribution system, fire fighting system, Lifts and HVAC shall include applicability of provisions of THE FIRE PREVENTION AND LIFE SAFETY MEASURE ACT 2006, on the basis of obligations on the part of tenants working as independent commercial offices inside the Kapas Bhavan complex. 8. On the basis of Audit report, the consultant/consulting firm shall prepare additional drawings and technical specifications if necessary for the approvals thereof from concerned local authorities. 9. Thereafter, the consultant/consulting firm shall prepare cost estimate (bill of Quantity) based on scheduled rate applicable to the area / market rates wherever applicable, for approval by the corporation. The rates applicable for new spares/ parts shall be of ISI Make and where no ISI Mark spares are available then it are to be taken conforming to ISI for all the three utility area. 10. Based on the approval of cost estimate, the consultant/consulting firm shall prepare the complete tender documents for appointment of executing agency/contractor and thereafter, supervision over execution of work with in the terms agreed with executing agency/ contractor. 11. A suitable penalty clause will be incorporated in the tender documents for the work to be carried out by the executing agency.

6 12. The consultant shall have to provide their services for arbitration proceeding if occurred between the work - executing agency & the corporation - for the said work. The scope of the work of consultant shall be to help the corporation on the technical matters. 13. The consultant should prepare the tender documents meeting with Chief Vigilance Commission Guidelines for concerned work and incorporate clause of inspection by Chief Technical Examiner if any, the charges of inspection & remedial measures shall be borne by the contractor. 14. The consultant/consulting firm shall ensure testing and commissioning of HT Electrical distribution, Fire Fighting System, Lifts and HVAC by the executing agency/contractor including approvals to be obtained by the contractor from all the concerned local authorities under the provisions of Maharashtra State Fire Prevention and Life Safety Measure Act After successful testing and commissioning of HT Electrical distribution, Fire Fighting, lifts and HVAC system, the Consultant/Consulting firm shall issue the Completion Certificate. 4 Signature and seal of tenderer Name Capacity /authority to sign Full address:

10 8 Terms and conditions 1. The interested parties /Firm may visit the site i.e. CCI Kapas Bhavan Plot No.3-A, Sector 10, CBD-Belapur for inspection of the HT Electrical distribution arrangement, fire fighting system, Lifts and air conditioning system in its existing condition so as to avoid any future problem. The tenderer qualifying the technical Bid I shall be deemed having inspected the system at site. 2. Authorized signatory should sign all pages of tender document. Conditional tender will not be accepted. 3. Tender with out EMD of Rs.5000/-, shall be summarily rejected. 4. The Financial Bid of only those tenderers shall be opened who will qualify in technical Bid I. The work profile should contain documentary evidence of works executed as well as full details of Technical personnel. The work experience certificates for commercial establishment of PSU /Govt. departments should have details like nature of work relating to Energy Audit, Electrical designs; Fire Fighting, Lifts and HVAC works along with completion period, value and location etc. 5. The validity of tender shall be 30 days from the date of opening. 6. The EMD amount of unsuccessful bidders shall be refunded with in 7 days and that of successful bidder shall be retained as security deposit, which shall be refunded without any interest, on expiry of contractual period. 7. The consultancy fee for the said work on the actual cost of the project subject to the condition that consultancy fee should be pegged based on the original contract value finalized at the time of award of the contract, if the actual project cost is more. 8. In case of any default at any stage including the delays attributable to the consultancy services, the corporation reserves its right to levy penalty at the rate of 1/2 % of the total consultancy fee per week subject to maximum of 5 % of the fee payable to you. 9. 5% of the total Consultancy Fee admissible along-with EMD of Rs.5000/- converted, as security/retention amount without any interest will be released on satisfactory performance and after completion of defect liability period. Terms of payment of consultancy charges: i) 15 % of the payable fees /charges shall be paid on submission of detailed Audit reports and cost estimate. ii) 25 % of the payable fees /charges shall be paid on submission of detailed Drawings and tender documents. iii) 25 % of the payable fees/ charges shall be paid after appointment of executing agency/contractor. iv) 15 % of the payable fees/ charges shall be paid on commissioning of modified fire system including necessary approval from the concerned local authorities. v) 20 % of the payable fees / charges shall be paid at the expiry of contractual period.
