What is a Shovel- Ready Site? 'Shovel- Ready' generally refers to commercial and industrial sites that: Have had all of the planning, zoning, surveys, title work, environmental studies, soils analysis and public infrastructure engineering completed prior to putting the site up for sale. Are under the legal control of a community or other third party. Things needed for cer*fica*on Ownership status documentation must include: A description of the current owner Documentation of title to the property 1

2 General Site Informa*on A description of all parcels that make up the site. A site map and schedule for site plan approvals and permits. A zoning description of the site plus current and future planned zoning of adjacent sites. Land use maps must be provided. Identification of current and former land use of the site and adjacent sites. General Site Informa*on cont. Information about whether the site or adjacent sites fall within the boundaries of special Economic Development Zones. Aerial photos noting site boundaries. The current price offering for land. Current real estate taxes and special assessments on all parcels that make up the site. Specific Tests and Assessments Geotechnical soil tests. Phase I Environmental Assessment and Phase II (if required). U*lity Services Electric power Sanitary sewer Natural gas Telecommunications Water and wastewater treatment Municipal storm sewer Transporta*on Access Distances to major state highways and Interstates Access to navigable river, inland or sea ports Rail access to site Too much work? 2

Most States have a Shovel Ready program or something very similar. Just different names. Wisconsin Certified in Wisconsin Program South Dakota Certified Ready Sites Program Shovel Ready Iowa Certification Program Wisconsin : 1. Once a year application process Of the 27 communities applying in 2012 only 9 were accepted. As of 2015 only 15 certified sites. 2. Minimum acreage 20 acres 3. More extensive State promotion process Google display campaign & Google Adword. 4. Targeted print campaign to national site selectors South Dakota: 1. Five different classifications with a two tiered system within the classifications 2. Minimum acreage requirements with each classification and minimum utility requirements for each classification as well. 3. Biennial report and re- certification 4
