Biemot Executive Summary This is a request to amend the sketch plan, approved with CUP1493, to permit a small accessory cemetery on the church property. Recommendations Staff * APPROVAL subject to the conditions as outlined in the staff report. Planning Commission APPROVAL subject to the conditions as outlined in the staff report.
2 Planning Analysis The applicant is requesting to amend the sketch plan to designate approximately 0.4 acres for use as a church cemetery to allow funeral services and burials to take place on the same property. The sketch plan shows the cemetery to be located 15 from the rear and side property line behind the church parking lot. The plan notes that the grave sites will be 3 x 8 in size. No new structures have been proposed. The area shown for the cemetery is currently an open field. Properties to the west and north contain heavy stands of trees along their adjoining property lines that currently provide a visual screen from the site. The site is in clear view of the property to the south but this parcel is owned by the applicant. Staff would note that neither the Health Department nor the Public Works Department provided any comments of concern for this case. However, should the Board of Supervisors approve this request, the applicant must apply and obtain approval of a site plan amendment as well as address all requirements of the Virginia State Code regarding cemeteries (see attached). Agency Analysis There were no substantive comments from any of the reviewing agencies. n accordance with Section 26325, the site shall be developed and maintained in substantial conformity with the sketch plan titled, St. Seraphim of Sarov Church Cemetery Sketch Plan, dated April 6, 2017, and prepared by Father Nicodemos, and the elevations titled, St. Seraphim of Sarov Orthodox Church, dated July 21, 2008, and prepared by FDA, Fraser Design. A site plan, prepared in accordance with the requirements of Chapter 26, Article 6, Division 2, of the Hanover County Zoning Ordinance, shall be submitted for review and approval prior to commencement of the requested use. Staffs Recommended Conditions Staff recommends the following conditions, which incorporate all of the applicable conditions from previous amendments: 1. The Property Owner shall reserve thirty (30) feet rightofway along Old Washington Highway (State Route 626) to be dedicated upon request of the County, free of cost, free of encumbrances, interfering with the use for road purposes. 2. The Property Owner shall maintain a thoroughfare buffer along Old Washington Highway (State Route 626) with a standard of one (1) tree planted for every twenty five (25) feet of frontage. The trees used to meet the requirement shall be selected from the list provided in Section 26263(b). 3. The Property shall be connected to public water and sewer at such time that it is available at the property line, and it shall be designed and constructed in compliance with all Hanover County Public Utility standards. 2
