3 THE CONTEXT Formerly known as Upper Volta Territory KIT, Location: West Africa Whole Area: sqkm Population: 16 Millions Population Growth Annual Rate : 3,1% Density: 42 habitants per sqkm Potential Crop Area : sqkm Urbanisation Rate: 23% Nature of the Burkina economy: Agriculture = 40% of the GDP Industry = 18% of the GDP Services = 38% of the GDP GDP per Capita: USD 240 The economic growth and inflation: Economy Growth: 5,7% Inflation rate: 4%

5 LAND ADMINISTRATION SYSTEM Land tenure and evolution of land policy systems After the revolution 1983: THE CONTEXT Customary land rights system 1984: RAF Agrarian and Land Reform Single legal category of land: all lands belong to the State Period : RAF Land Reorganization State property lands; Local collective lands for communities; Corporate property for individuals.

6 LAND ADMINISTRATION SYSTEM Land tenure and evolution of land policy systems Since 2009: Rural Law 34/2009 THE CONTEXT Rural Land Certificate: Grant by local government to individuals Rural Land Charter: Regulating use and access to land Shortcoming of the Land governance Obsolete equipment of surveyors Old fashioned technological methods use Lack of strong professional associations No official standards

7 THE GEODETIC INFRASTRUCTURE Characteristics of the geodetic infrastructure No unified and inaccurate geodetic frame THE CONTEXT Colonial frame until th parallel frame: 1960 IGB Frame 1 st and 2 nd orders: 1997 Many other local frames created for some surveying works; Low use of GNSS techniques and technology Weakness of the land professional association

10 OBJECTIVES BEHIND LAND POLICY REFORM THE NEW LAND POLICY FRAME Overcome the weaknesses of the land governance Law N /AN 16th June 2009 for rural land Land global reform voted 2nd July 2012 Institutional Land administration modernization plan (PIIMD) submitted to Government Rural Land Governance (RLG) Project to improve land tenure security, and promote greater incentives to invest in rural Burkina Faso.

11 THE MCA PROJECT AND LAND POLICY REFORM THE NEW LAND POLICY FRAME The Agriculture Development (AD) Project: Increase productivity in livestock, Enhance the diversified agriculture value-chains through investments in infrastructure and technical assistance. Support of the Roads Project: Expand and rehabilitate the road network, Promote long term sustainability of road maintenance. Extension of the successful MCC threshold program: focusing on girls primary education

12 THE MCA PROJECT AND LAND POLICY REFORM THE NEW LAND POLICY FRAME The potential component of the project Modernization of the national geodetic infrastructure: to provide a basis for accurate position determination, the foundation of any functional land information system. To facilitate and reduce cost of land surveying Government regulations: Enacted decrees to establish a new geodetic referential, National single coordinate system for all surveying work, Adopted standards to unify land surveying processes and accuracy 25th April 2012;

13 THE NEW GEODETIC REFERENCE FRAME THE NEW LAND POLICY FRAME Definition and mission by Law of May 24 th, 2012 New modern national datum based on the CORS Network New datum Computed datum based on the collected data Transformation parameters for conversion of data between the old and new datum ITRF 2008; Map projection: UTM BF Accuracy standards for cadastral and land surveying

Training of staff of the IGB, public and Private sector surveyors in the use of the new Infrastructure. Provide Static Data and as well as Real time (Single Point RTK) corrections for both public and private surveyors Enable Burkina Faso to undertake systematic titling of farm lands mainly in rural areas

27 THE IMPACT OF THE NEW LAND POLICY The new geodetic infrastructure will allow land boundaries recording in a same coordinate system; Avoid the land ownership overlapping for reducing land conflicts and enhancing social equity and peace; By delivering titles, Burkina can implement rural cadastre at a large scale in the country New scalable technology: Provide ubiquitous real time positioning more accessible for economic activities.

28 THE IMPACT OF THE NEW LAND POLICY Burkina Faso has built a fundamental infrastructure will underpin economic activities in different spheres of economic activities. A systematic land survey is now possible in a high accuracy by using GPS positionning technology through the CORS over the country Development of a Functional Cadastral Systems: Reducing the costs by taking advantage of the CORS infrastructure Ensure best positioning strategy in PP & RTK Facilitate efficient parcel data collection

29 CONCLUSION AND LEARNT LESSONS Build a modern CORS network based: On Trimble' CORs technology as a leading industry ; Opportunity for Trimble to set an integrated process for CORS: Installation, Training, Maintenance Deployment of a local efficient infrastructure; Enhanced solution for network maintenance.

31 CONCLUSION AND LEARNT LESSONS Modernizing the geodetic infrastructure using CORS : Need an availability of 3G wireless internet connection and ADSL, Need the expansion of internet backbone infrastructure in most parts of sub - African Sahara
