Motion Action on Invoices Action on Request for Inter-Municipal Transfer of PLCB License- South Park Beer, LLC Resolution No rdinance No. 679 payment of the invoices for the month of November, All members voted aye. Motion request submitted by South Park Beer, LLC, for approval of an intermunicipal transfer of Restaurant Liquor License R-19472, Tokyo Sushi Buffet & Grill, Inc., Storeroom 9991, 4801 McKnight Road, Pittsburgh, PA 15237, located in Ross Township, to 5660 Brownsville Road, Pittsburgh, PA 15236, which is located within South Park Township. All members voted aye. Motion Mr. Buchewicz asked the applicant to explain what the future plans for the Sunoco will include. Lou Caputo, representing the applicant, explained that the applicant has owned and operated the Sunoco station, located at the intersection in Curry, for the past 12 years. Recent changes in the Liquor Code Law now permit liquor licenses to be transferred to gas station type businesses. He further explained that the applicant would like to expand his establishment to include a restaurant, which would sell items such as hoagies, as well as beer, both in-store and as take-out. Motion 215 Mr. Buchewicz explained that the provision for free temporary housing was included in the ordinance to protect the residents should any noxious fumes or other dangerous situations occur. Action on Minor Subdivision - Cardox Subdivision Plan No. 1 - Preliminary and Final Approval Mr. Sackinsky asked the applicant to explain their proposal. Alyssa Golfieri, spoke on behalf of Consol Mining Company, LLC. She explained that the property is approximately 9.5 acres, located at the corner of Brownsville Road and Cardox Road, in a C-l Commercial zoning district. The property is predominately vacant with the exception of a small portion where there is a post mining treatment pump facility. Consol is proposing to divide the parcel into two new lots: Parcel A and Lot 1. Parcel A is proposed at approximately 8.67 acres, and Lot 1 is proposed at approximately 03.9 acres. The purpose of the subdivision is to make Parcel A more marketable. The plan was submitted to the Township and has been reviewed by the Township Engineer, the Township Planning Consultant, the Planning Commission, and the Allegheny County Department of Economic Development. The plan complies with all applicable Township Codes. Mr. Sackinsky inquired about the pumping station, and Ms. Golfieri explained that the station takes seepage from the mine and pumps it to a treatment plant in Cecil Township. Mr. Sackinsky asked if they will still have access to the pump once the property is subdivided, and Ms. Golfieri replied that an easement has been included on the plan to provide access to the lot. nce Parcel A has been sold, the easement would be addressed in the Land Development Plan.

4 216 granting preliminary and final approval to the minor subdivision identified as the Cardox Subdivision Plan No. 1, located at the intersection of Cardox Road and Brownsville Road, being Lot and Block No D-280, as submitted by the Developer, Consol Mining Company, LLC; and as recommended by the Planning Commission, Township Engineer, and Planning Consultant. All members voted aye. Motion reimbursement of costs in the amount of $1, associated with the operation of the Real Estate Tax ffice for the calendar year 2016, as submitted by Lawrence P. Arrigo, Tax Collector, in correspondence dated November 8, 2016, and billing South Park School District for 80% of the expenditures. All members voted aye. Motion Motion by Mr. Sackinsky, seconded by Mr. Snee, to schedule Tuesday, January 3, 2017, at 7:00 p.m. as the date and time for the 217

6 218 Meeting Date and Time Monthly MS4 Report Reorganization Meeting of the South Park Township Board of Supervisors. All members voted aye. Motion Mrs. Fosbaugh explained that the MS4 report is given monthly in order to fulfill the Township's obligation with the DEP concerning the public education process of MS4, which is an acronym for Separate Municipal Storm Sewer System. She continued with her report for December, 2016: 1) South Park Township's comments with regard to the stormwater management ordinance proposed by Allegheny County were forwarded to the Allegheny County Conservation District to comply with the November 21st deadline. The Township has heard nothing further at this time. She explained that the Township was provided a Draft rdinance from Allegheny County concerning enhanced measures for stormwater control, including both commercial and residential entities. The Township, as well as other municipalities, were allotted a certain amount of time to submit any comments and are waiting to see what was incorporated into the revised ordinance. G C C 2) A data base has been created composed of the information related to the analysis of the water tests regarding the fresh water outfalls. This is another task that is required under the MS4 process. Water outfalls that have water running in dry conditions must be tested to determine if the source of the water is of a polluting nature. This task has been completed. The Township has an intern who is creating a master data base with all of the information obtained. 3) The storm water mapping for the Lick Run portion of the Township's collection system has been completed by the project engineer. The information is available in an electronic format and is being entered into a data base. In 2017, the Township will be focusing on sanitary sewer manhole mapping in the Lick Run Watershed. The Township is currently participating in three watersheds for our sewage flow: Piney Fork Watershed, Lick Run Watershed (Pleasant Hills), and Clairton Watershed. 4) The Public Works employees continue to clean leaves from catch basins. This is critical to making sure that the catch basins are adequately cleaned in order to catch all the runoff and direct it accordingly. 5) Litter collection with a part-time employee continues. By cleaning the litter from the sides of the streets, prevents it from washing down into the catch basins and prevents the water from properly draining. 6) The mapping of all stormwater catch basins in the Lick Run and Clairton Watersheds will commence in 2017, again to comply with mandated MS4 guidelines. Mr. Buchewicz inquired about utfalls. Mrs. Fosbaugh explained that it is stormwater that is collected through various means. When it

7 reaches the creek, the water drains from an outfall pipe into the creek. The stormwater is being monitored to make sure that it is free of pollutants. 219 Monthly MS4 Report. All members voted aye. Motion Supervisors' Comments Mr. Snee - Mr. Snee had no comments. Mr. Sackinsky - Mr. Sackinsky expressed his gratitude to the Recreation Board for their involvement with two recent holiday events. He thanked everyone who participated in the Breakfast with Santa event, which had a large turn-out, and the Light-Up Night event was also well attended. He mentioned that the children enjoyed meeting Mr. and Mrs. Claus at both events. Mr. Buchewicz - Mr. Buchewicz had no comments.
