4 2 StateGeoCadastre: Overview State Service of Ukraine for Geodesy, Cartography, and Cadastre: Managed by the Cabinet of Ministers of Ukraine via Minister of Agrarian Policy and Food of Ukraine StateGeoCadastre is mandated to implement government policy in the matter of topography, geodesy, cartography, land management, state land cadastre and land protection 25 regional offices (in each oblast) employees 1600 cadastral officers State-owned entities: 28 topography enterprises, 27 land management institutes, and State Land Cadastre Centre

8 6 Open Data initiatives in Ukraine The Law of Ukraine On the Access to the public information Proactive approach for the public information access - Data sets for being accessible as Open data - Creation of State Agency for E-Government of Ukraine - Launching a number of e-services by state bodies - Public purchases e-platform Prozorro - Launched the Open data portal - Introduced e-document flow between state authorities - Introduced new e-services in the sphere of construction (3), land relations (3), social (1) and ecological (1) spheres and e-services in the matter of registration and closing of legal entity and individual entrepreneur (4)

10 8 NSDI initiatives in Ukraine National Spatial Data Infrastructure (NSDI) in Ukraine is a strategic goal in line with open data initiatives. It will ensure: Simultaneous updating of geospatial data Timely access to the essential geospatial information Contribution to E-Government initiatives Following the best practices and integration into the EU informational system Possibility for effective governmental decision-making Timely reaction for possible emergency situations

11 9 What s been done and next steps Draft Law on NSDI is developed and submetted by StateGeoCadastre Launched the JICA funded Pilot Project on NSDI Prototype Established an NSDI coordination committee (ad-hoc) Approve the Law on NSDI and Cabinet Resolution for NSDI operation and maintenance Expand the results of the Pilot Project on NSDI for the whole territory of Ukraine

13 9 JICA NSDI Project: Overview Creation of National Spatial Data Infrastructure in Ukraine Objective: To develop NSDI system prototype for the pilot territory with possibility to expand the system to the whole territory of Ukraine. Approximate budget $2.6 mln. Duration 2 years. Partners from Ukraine: Beneficiary: State Service of Ukraine for Geodesy, Cartography & Cadastre Recipient: State Land Cadastre Centre Partners from Japan: Donor: Japan International Cooperation Agency (JICA) Consultants: Kokusai Kogyo, PASCO Corporation Project area: Pilot territory: Vinnytsia district (app sq.km) NSDI Prototype area: 11 sq. km.
