3 Development Review Guide STEP 2 of 8 CONCEPTUAL REVIEW: APPLICATION General Information All proposed development projects begin with Conceptual Review. Anyone with a development idea can schedule a Conceptual Review meeting to get feedback on prospective development ideas. At this stage, the development idea does not need to be finalized or professionally presented. However, a sketch plan and this application must be submitted to City Staff prior to the Conceptual Review meeting. The more information you are able to provide, the better feedback you are likely to get from the meeting. Please be aware that any information submitted may be considered a public record, available for review by anyone who requests it, including the media. Conceptual Reviews are scheduled on three Monday mornings per month on a first come, first served basis. One 45 meeting is allocated per applicant and only three conceptual reviews are done each Monday morning. Conceptual Review is a free service. Complete applications and sketch plans must be submitted to City Staff no later than 5 pm, two Tuesdays prior to the meeting date. Application materials must be ed to currentplanning@fcgov.com. If you do not have access to , other accommodations can be made upon request. At Conceptual Review, you will meet with Staff from a number of City departments, such as Community Development and Neighborhood Services (Zoning, Current Planning, and Development Review Engineering), Light and Power, Stormwater, Water/Waste Water, Advance Planning (Long Range Planning and Transportation Planning) and Poudre Fire Authority. Comments are offered by staff to assist you in preparing the detailed components of the project application. There is no approval or denial of development proposals associated with Conceptual Review. 4 Re: McClelland s Creek Third Filing, Replat of Block 2 Conceptual Review May 29, 2012 Project Description: McClelland s Creek Third Filing is located at the corner of Kechter Road and Strauss Cabin Road. The project was approved and recorded in December 2010, and is comprised of 138 single family lots. Construction is currently underway on the first phase of the project. The current proposal is to remove 2 of the existing 11 lots that currently comprise Block 2, as well as the alley access from Big Canyon Drive. The remaining lots would absorb and equally distribute the additional area between them. Existing Lots 10 and 11 would remain unchanged, as would the Common Area, Lot B. The changes to the lot configuration would have some impacts on the previously approved Utility Plans. In particular, the utility service locations would need to be modified to align with the new lot layouts, and the approved grading plan would need to be modified to reflect the changes as well. No additional changes to the utility plans will be needed. Due to the decrease in impervious area, drainage from the block will decrease with this proposal. The previously approved drainage patterns and routing will still be followed. Outstanding issues/questions: At this time, clarification on which city process will be required is requested. Section of the Land Use Code identifies instances in which a minor amendment to an existing PDP is appropriate. We feel that our project certainly meets the requirements of Sections 1a-1f, and 2a-2e. However, Paragraph A of this section specifically prohibits the use of Minor Amendments in a replat. As such, it would appear that a Type 1 review is the most likely path. With that being said, the project is currently under construction, with major earthwork activities nearly completed. Pipe installation will begin very soon, if it hasn t already started. In the interest of constructing the utility services once, thereby ensuring that backfill is placed uniformly, and that there is no need to remove or abandon unneeded services or to affect the roadways once they are constructed, we hope that there is an avenue that will allow for a quicker review process than generally associated with a replat. We would greatly appreciate your consideration of the construction realities vs. the likely public input you would receive (or lack thereof) as you deliberate on the need for public hearings, neighborhood meetings, and other requirements typically required. While these efforts are almost always needed and beneficial to everyone involved, in this instance they will likely do nothing more than lengthen the review process.
