1 Jackson Township Gazette 2019 BUDGET HIGHLIGHTS At a Special Meeting held December 14, 2018 the Board of Supervisors adopted the 2019 Budget. Major expenditures from the General Fund include: Engineering costs for a Township facilities needs assessment; public works projects and stormwater control initiatives; road improvements on parts of Labott, KBS, Lefever, Wren, Sunset Roads; replacement of our wood chipper; major increased contributions to our volunteer fire department and emergency medical services; increased support for the Windy Hill Senior Center and Glatfelter Library; grant match funding for a potential second stream restoration; phase 1 of recreational facility development at Little Creek Community Park (paid in large part by state grant funding); a continued huge participation cost for the York County Regional Chesapeake Bay Pollutant Reduction Plan Project; and continued partnership at an 11% cost increase in the Spring Grove Regional Parks & Recreation Center to support its programs and facility development. Funding the budget did NOT require any increase in the township s Real Estate Tax which remains at the rate of 1.8 mils. At this rate the average township real estate tax for an average residential dwelling assessed at a value of $140,838 will be $ The only changes to fees in 2019 include an increase in the quarterly fee for refuse collection and recycling to $65.55 per household. The per bag fee will increase from $6.00 to $8.00 each but the minimum required bags drops from 26 down to 18 per year. New fees were adopted to cover reservation of park facilities through Spring Grove Regional Parks and Recreation Center. 2 TOWNSHIP MEETING HIGHLIGHTS: - Resolution to Dispose of Certain Public Records was adopted. - Justin A. Jenkins (Klugh Animal Control Services) was appointed as the Assistant Dog Law Enforcement Officer. - The 2019 Klugh contract for Animal Control Services was approved. - Authorization was approved for Township Officials to attend the York County Association of Townships of the Second Class Convention on November 15, The Township s Municipal Waste and Recycling Collection contract was awarded to Penn Waste, Inc. who provided the only bid. The contract is for a term of three years beginning January 1, 2019 and ending December 31, 2021 with two one-year option years at the township s discretion for additional years January 1, 2022 December 31, 2022 and January 1, 2023 December 31, The pricing is as follows: 2019 Annual basic service price with customer-supplied refuse containers is $ Low volume bag option (18 bag/year minimum) is $8.00/bag Annual basic service price with customer-supplied refuse containers is $ Low volume bag option (18 bag/year minimum) is $8.40/bag Annual basic service price with customer-supplied refuse containers is $ Low volume bag option (18 bag/year minimum) is $8.80/bag. - Resolution Adopting a Revised Act 537 Official Sewage Facilities Plan Special Study of South Lake Road was adopted. - Resolution Opposing Collection of Earned Income Tax by a Commonwealth Agency was adopted. - Resolution adding James and Rebecca Cornwell s 2 properties at 3301 East Berlin Road to the Jackson Township Agricultural Security Area was adopted. - A joint meeting of the Board of Supervisors and Sewer Authority members was held November 6, 2018 to review the Proposed Series of 2018 Notes for new money and restructuring of the Series of 2015 note for refinancing some debt and financing upgrades to the wastewater treatment plant, pump stations and projects in the Township s Act 537 Sewage Facilities Plan. Resolution Authorizing Issuance of a Guaranteed Sewer Revenue Notes Series of 2018 was adopted by the Sewer Authority. Ordinance to Guarantee the Sewer Authority s Guaranteed Sewer Revenue Notes, Series of 2018 as authorized was enacted. - The Board granted approval for Hamilton & Musser, P.C. to perform the 2018 township audit at a cost of $ The 2019 SPCA contract renewal for Animal Care and Housing was approved. - A $150,000 donation from Goodman to be applied to the stream restoration project at the Little Creek Community Park was accepted. - Paradise Township to reimburse Jackson Township for the $84,000 county error in police fine distribution over a period of 20 years interest free was accepted by the Board. - A public hearing and meeting was held November 7, 2018 at the Nashville Fire Company to consider rezoning part of the Briarwood West Golf Course from Rural Conservation (RC) to Industrial (I). Ordinance to rezone five parcels on the Briarwood West Golf Course and one residential parcel of John Stare from RC to I was enacted. - Resolution Creating a Handicapped Parking Space across from 215 Nashville Boulevard was adopted. - The Spring Grove Regional Parks and Recreation Center s (SGRPRC) 2019 Budget was approved. - The rental of pavilions in Jackson Township will be handled by Kate King of the SGRPRC. Fees will be $50 (Stone Ledge Park) and $125 (Little Creek Community Park) per day. SUBDIVISION AND LAND DEVELOPMENT ACTIONS: - Hartman/Reinoehl 2-Lot Add-On final subdivision at 7320 Pigeon Hill Road was granted approval subject to satisfying administrative issues in the engineer s review. - Tony Hinson s property located at 1101 Hanover Road was granted authorization to submit an awareness letter to Penn Dot for a Highway Occupancy Permit for 2 driveways on Route Raymond Heindel/John & Esther Jacobs 2-Lot final subdivision on KBS Road was granted approval. ZONING HEARING BOARD ACTIONS: - Anna Parker was granted a variance for an increase in the size of a sign at 66 Big Mount Road. NEW MAILBOX POLICY FOR THIS WINTER As noted a year ago, beginning this 2018/2019 winter season the township will NOT replace nor repair mailboxes damaged by flying snow or ice or hit by our plows since they are obstructions if located in the right-of-way of township maintained roads. 2
3 FROM THE ZONING OFFICER This diagram demonstrates the appropriate way to remove snow from your driveway. DRIVEWAY PLOWING POLICIES The above diagram shows the proper place for property owner s to pile snow from driveways. This will help prevent the snow plow from pushing snow back into the property owner s cleared driveway. A reminder to those residents living in the On-Lot Septic District 1. Your septic systems are supposed to be pumped and inspected by the end of December This is a requirement of the Pennsylvania Department of Environmental Protection that is administered by Jackson Township. If you haven t complied with this requirement please contact an approved waste hauler to have your septic system pumped and inspected while the weather will allow. Failure to comply will eventually result in a fine from the District Magistrate with the requirement to have the system pumped as well COUNTY & TOWNSHIP REAL ESTATE TAX COLLECTION Jeanne Grogg, Tax Collector (717) Jeanne will have the following sitting hours at the Jackson Township Municipal Building to collect taxes: Wednesday, April 3-6:00 PM 7:00 PM Monday, April 8-8:00 AM 9:00 AM Wednesday, April 10-6:00 PM 7:00 PM Friday, April 12-8:00 AM 9:00 AM Monday, April 15-8:00 AM 9:00 AM Monday, April 15-5:00 PM 6:00 PM Saturday, December 28-9:00 AM 10:00 AM If taxes are not paid during these hours, you need to send them via mail to Jeanne s address located on your Tax Bill. Township office staff will NOT accept tax payments in any form. Township office After Hours payment drop box is for Sewer payments only NOT tax payments. INCREASED SEWER SERVICE FEE The Jackson Township Sewer Authority was notified several years ago by P.H. Glatfelter that they would no longer provide final treatment to our wastewater. We were therefore mandated by Pennsylvania Department of Environmental Protection to update our Sewage Facilities Plan for new growth and to expand and upgrade our collection and treatment facilities to provide new treatment and direct stream discharge to the Codorus Creek. That required 2 years of design and permitting and arranging financing of the approximate $8.4 million cost. The financing will be completed in January and resulted in the need for a 10% increase in sewer service fees. Construction will be done in NEW FEE = $ Per Quarter st Quarter bills were mailed at the end of November, 2018 Payment is Due: January 15, nd Quarter bills will be mailed at the end of February, 2019 Payment is Due: April 15,
