3 Motorcycle/ATV/Power Municipal Planning Commission 3 April 12, 2016 Resolution No. 16[22 16 /42 Vincent Hamerton Plan Home Occupation Darcy Geigle moved to approve Development Application Permit 16/30subject to the submitted application with the following conditions; 1. It is the responsibility of the Developer and/orowner to ensure that any applicable Provincial and Federal statutes are complied with. 2. This Development shall comply with all regulations under the Land Use Bylaw except where a variance has been granted by the Municipal Planning Commission. 3. A new permit must be obtained for any future additions and/or changes in the intensity of use of the land or buildings. 4. The applicant must obtain approval by an accredited agency applicable to the Alberta Building & Safety Codes Act since there is a change of use on the existing garage structure that will be utilized for the business. A list of Authorized Accredited Agencies are available at Cypress County office. 5. No outside storage of vehicles or equipment that are being repaired. 6. No off-site employees. 7. No advertising sign will be permitted. 8. Subject to annual review. 9. The containment of fluid to be stored in the fenced area on the rear side of the garage, as per the applicant's diagram. Block 1-4Lot 28 (36 PacificAve, Irvine) Equipment Repair Vincent Hamerton & Mike Hamerton were present. Resolution No Bob Thomson moved to approve Development Application Permit submitted application with the following conditions; 16/42subject to the 1. It is the responsibility of the Developer and/or Owner to ensure that any applicable Provincial and Federal statutes and regulations are complied with. 2. This Development shall comply with all regulations under the Land Use Bylaw except where a variance has been granted by the Municipal Planning Commission. 3. A new permit must be obtained for any future additions and/orchanges in the use or the intensity of the use of the land or buildings. 4. Alberta Municipal Affairs requires permits pursuant to the Safety Codes Act to be obtained prior to commencement of construction. Alberta Municipal Affairs has Authorized Accredited Agencies to review construction drawings, related documents and issue permits on their behalf. A list of Authorized Accredited Agencies are available at Cypress County office. 5. This is only a temporary permit and will expire in one year. After one year, no business shall be located on the property. 6. Hours of operation will be limited to 9:00 a.m. till 5:00 p.m. Monday to Friday. All statutory holidays will be closed. Only one advertising sign, mounted on the garage, will be permitted. All business related vehicles or equipment must be stored inside the garage. 9. No off-site employees will be permitted.

Resolution No NEXT MEETING: May 10,2016 at 10:00 A.M. Wade Watson moved to approve Subdivision Application 16CY02 subject to: 1. The developer is responsible for the discharge of any liens, caveats, encumbrances, and registrations which do not apply directly to the cemetery subdivision. The Developer is responsible to provide the County with written evidence that all discharges are being implemented prior to the subdivision s registration with Alberta Land Titles in order to satisfy the Province's requirements. ADJOURN: Stan Stehr declared the meeting adjourned at 12:20 P.M. Chairman

6 Construction I l5cy18, I the May 2016 Planner s Report For MPC Meeting. Desert Blurne in Phase D South (14CY19) continues.. Subdivision Applications Bohnet, was endorsedand sent to the surveyor for registration with Alberta Land Titles. The registration for this subdivision also included a road cancellation that was approved by both Alberta Transportation and the County s Council.. Subdivision Inquiries and Meetings - I met with and/or discussed possible subdivisions with three different land owners since the last MPC meeting. I attended the Landuse 2016 conference in Edmonton on May 4 and 5*. This year s topics included regional planning towards the environment and the development of agricultural land.. Land Use Amendments Publichearings were held for Bylaw 2016/17, Trekofski, and Bylaw 2016/18, Wilde Possibilities Inc., on May 2nd.The Council gave 15 reading to Bylaw 2016/19, Ziegler, Bylaw 2016/22, Weir Leasing Ltd., and Bylaw 2016/23, Skyview Growers. The public hearings for these 3 Bylaws will be held on June 7.. Dunmore Master Storm Water Management Plan County Council passed a resolution to adopt the Plan. Therefore, it is now in effect.. Off-site Levy Rate Bylaws am presently drafting a separate off-site levy bylaw for each of the hamlets of Dunmore, Irvine, and Walsh. Each bylaw will be submitted to the Council in the near future for 13 reading. A public hearing will also have to be advertised and held, followed by 2 and 3rd readings.. Dog Kennel Review reviewed the Land Use Bylaws of 10 rural municipalities (Parkland County, Leduc County, Mountainview County, County of Newell, M.D. of Foothills, Rocky View County, Strathcona County, Wheatland, County, Red Deer County, and Lethbridge County) concerning dog kennel regulations. Overall, the regulations contained within the County s ScheduleF Dog Breeding and Boarding Kennels are pretty much similar to those that were reviewed. The major difference was that some municipalities regulated that the dogs are not permitted to be outdoors between 10:00 pm and 7:00 am. There was no speci?cation that a kennel operation had to be located in conjunction with a residence.
