A Covenant -Cont r olled Community A Message from the President I would like to start by offering a huge Colleton welcome to our new owners and renters. Your comments, questions and participation in the community are welcomed. A special thanks to all who have served before me, the current board and Management Plus, who perform admirably for our association. Our association s financials are on sound footing, as you can see by the attached documents. Please take a minute to look at these items and feel free to submit your comments and suggestions. Our annual meeting went well and the board was elected and approved by a unanimous vote. The appearance of our front entrance and common areas, as well as, the pool and pool furniture will receive a great deal of attention in the coming months. We will continue to handle routine maintenance, as issues arise and attempt to stay in front of them before they occur. Additionally, we will pursue the implementation of a Neighborhood Watch in our community. Although we have maintained a low level of incidents, it is every resident s responsibility to keep an eye out for themselves and other neighbors, in order for everyone to be safe. To 2013 Board and Committee Members quote from recent current events... If you see something, say something! In closing, I challenge each resident to take pride in your home and maintain your property. Generally speaking, our homeowners do a good job in this area; however, as our community continues to age, maintenance will be required to maintain our property values. Please do not dispose oil, gasoline, or other chemicals into our storm management system as this will flow into our detention pond and contaminate the pond and possibly the Georgia natural stream. If this happens, the HOA will be subject to fines from Cobb County. It is a county ordinance violation to dispose of any debris in a detention pond; therefore, please do not dispose of grass clippings or other debris into our storm water management system or detention pond, as it will clog and impede drainage. The ongoing maintenance schedule for the detention pond is currently two to three times annually. Our pond feeds into a Georgia natural stream; therefore, chemicals to eliminate vegetation may not be used. Pool Improvements Addition of new pool furniture Maintenance: Replacement of various pool tiles and skimmer repairs *Detention pond reserve accrual, based on positive amount of Net Ordinary Income
4 Colleton Chatter May 2013 Page 4 Annual Garage Sale Our community garage sale will be held on Saturday, June 15th from 8:00AM-4:00PM. Missy Barnes and Stacy Adams have volunteered to assist with coordinating the sale. The Association will provide signage and the sale will be advertised in the Marietta Daily Journal and on CraigsList. If you would like to participate in the community-wide garage sale, please contact Missy Barnes at: barnesgang88@bellsouth.net. Pet Peeves Good Neighbor Reminder Scoop the Poop It's wonderful to see our neighbors out strolling the neighborhood, getting exercise for themselves AND for their canine best friends. But please, remember to be a good neighbor and scoop up after your pooch. Also remember, per HOA and City/County ordinance, please ensure your pet is on a leash. This goes for cat lovers as well please do not allow your cat to roam free. Frequently Asked Questions Do I need prior approval for exterior modifications made to my home or property? According to the Colleton Plantation s governing documents, residents are required to submit an application for review to the ACC prior to the commencement of exterior modifications. This includes but is not limited to the following: roof replacements, painting, fences, landscaping, additions, screen porches, and decks. The ACC form may be downloaded from the Architectural section of the Colleton Plantation s website, What happens in the event a modification is made and I did not submit an ACC request and obtain approval? According to the governing documents, your modification, structure would be classified as non compliant and therefore, subject to a fee for late review, a non compliant fine and possibly additional modifications to ensure compliance. So it is important to do the right thing, complete and submit an ACC request form in accordance with acceptable practice. ACC forms may be downloaded from the website or contact ManagementPlus at managementplus1@aol.com. What if I am a renter and leasing a home? All provisions of the Declaration, By-Laws, rules and regulations, design standards, and all regulations which govern the owner and which may provide for sanctions against owner shall also apply to all persons who occupy the property. Is overnight parking in pool lot allowed? Normally, pool overnight parking is not allowed; however, for short term (overnight) Association member and guest use, a parking permit is required. For a parking permit, contact managementplus1@aol.com. Violators are subject to tow. Parking Streets in our neighborhood are owned, operated and maintained by Cobb County, although allowed in certain instances, street parking should be discouraged. As our streets are narrow, street parking may create a safety issue. We must be conscientious and courteous not create a nuisance to our neighbors. As a reminder, it is unlawful to park on streets in such a manner as to impede emergency vehicle use, park on sidewalks, or block the use of sidewalks from pedestrians. 5 Colleton Chatter May 2013 Page 5 CPHOA 2013 Pool Rules There are no lifeguards on duty. All persons using the pool do so at their own risk and responsibility. Children 14 and under may not swim unattended. Parents or guardians are solely responsible for their children s safety while using the pool facilities. All guests MUST be accompanied by a CPHOA resident. All swimmers must shower before entering the water. Proper swimming attire must be worn while swimming. Persons showing evidence of a communicable disease, bodily discharge, open blisters or cuts and bandages are prohibited from entering the water. Persons suspected of being under the influence of drugs or alcohol are prohibited from entering the water. Persons experiencing diarrhea or other similar symptoms are prohibited from entering the water. In order to minimize the possibility of fecal contamination of the pool, children not potty trained MUST wear swim diapers AND plastic/rubber pants while in the water. NOTE: in the event of fecal contamination the pool will be closed a minimum of 24 hours for treatment. No pets, bikes, skateboards, motorized vehicles or loud radios shall be allowed in the pool area or bathrooms. No storage of personal items in the bathroom or in the pool area. No glass containers are allowed in the pool area. No alcohol Pool furniture should be returned to its original location after use and umbrellas closed upon leaving the pool area. Trash should be disposed into the trash cans provided. Assistance in taking trash can to curb on trash pick up day is always appreciated. Repeated infractions of any pool rule violation will result in suspension of pool privileges. The pool will be open Saturday, May 18, 2013 thru Monday, September 30, 2013 from 9 a.m. until 10 p.m. daily, except during inclement weather. The Association reserves the right to clear and/or close the pool at any time.

Colleton Chatter May 2013 Page 6 Pressure Washing Now is a great time to work on the curb appeal for your house. First impressions are lasting impressions, the outside of your house is vital to home values and overall look. Consider a few simple steps which will pay off with a beautiful exterior worthy of your home. Consider pressure washing all siding and gutters. Pressure washing prevents staining and makes your home look fresh and clean. Be sure to clean window shutters as well. Pressure wash porches, driveways and walks to remove grime and dirt. ACC Committee Spring Checklist Trash cans are not being stored properly. Please ensure that your garbage cans are stored where they are not visible from the street or neighboring residences. This is a county ordinance as well. Spring is here and what a wonderful time of year for home and landscape improvements. With that said, we all can have a positive effect on Colleton's overall, neighborhood "curb appeal." Aesthetically does your home & yard provide a positive neighborhood impact? Take a look at your home and yard from the street and assess what you see. Are the weeds growing faster than the grass? Are the landscape beds free of debris and weeds and contain sufficient mulch? Have you trimmed/edged the grass around your mailbox, cable box, light pole, fence, etc.? Have you trimmed/edged the grass where the concrete and grass meet the driveway, sidewalk, and curb? Could your landscape beds use a few bales of pine straw or bags of mulch? Is it time to re-varnish, stain or paint the front door, or perhaps a full exterior paint job? Is it time to pressure wash your driveway, fence, home, etc.? Does some of your wood require replacing? Do your gutters require cleaning? Please take a few minutes this next week to step back and look with a critical eye... then follow through with needed improvements over the next few weeks. Here are a few things to look for: Lawn (front and backyards): Healthy grass with no bare spots (install sod) or excessive weeds (remove weeds or apply weed control products). Grass shall be mowed on a weekly basis and edged around driveways, sidewalks, near curb at the street, and grass around including but not limited to foundations, cable boxes, light poles, telephone boxes, and fences, etc. shall be trimmed. Debris (newspapers, flyers, tree limbs, garbage, leaves, etc.) shall be picked up and removed. Landscape and Flower Beds: Beds weeded and edged. Flowers deadheaded and dead plants removed. Trees and shrubs pruned. Raise the canopy on your trees. Add pine straw or mulch to your landscape beds. Walkways and Driveways: Walkways and driveways shall be clean and stain free (pressure wash and removal of trash containers or yard products from view). Keep the area in front of the curb free from debris and dirt. House Maintenance: Pressure wash to remove mold, mildew, dirt from exterior surfaces (such as siding, brick, retaining walls, fences, etc). Clean windows and gutters. If pressure washing doesn't do the job then normally fresh paint is required. Mailbox systems: Clean, paint, In the event you require a new mailbox system, complete an ACC request for replacement with the approved community system. We appreciate and thank you in advance for making the changes necessary to improve the curb appeal of your home and make a positive impact within our community. Neighborhood Watch Members: Norma Gore, Peggy Link, and Kitty Pitea will be actively visiting residents this summer to obtain signatures for the creation of our Colleton Plantation Neighborhood Watch Program, in coordination with Cobb County Law Enforcement.
