4 Legislation Land Titles Act Approving Officer is designated and work within the jurisdiction of Ministry of Transportation and Infrastructure, municipalities and regional districts Strata Property Act Real Estate Development Marketing Act Local Government Act Provide the Approving Officer with authority to divide land into two or more parcels Subdivision Regulation Local Services Act Local Bylaws
5 Roles and Responsibilities Approving Officer (AO) Receive and coordinate subdivision applications and either approve of refuse the applicants Interior Health Receive and provide comments to the AO with respect to drinking water and sewage disposal Authorized person (Professional Engineer, Geoscientist or ROWP) Complete on-site investigations, soil analyses and related assessment related to appropriate sewage disposal. Report is provided to applicant. Applicant Responsible for completing the application, gathering the necessary reports and submitting to the AO, new information must be submitted to the AO so it can be forward onto appropriate referral agencies.

Approving Officer refers to stakeholders (Interior Health or local government) 3. Stakeholders Review 4. Provide recommendation to Approving Officer 5. Approving Officer approves or refuse
7 Some Regional District/ Municipalities Subdivision Regulations 1.01 and 1.02 IF bylaw exist Approving officer is not required to refer to Interior Health Bylaw may vary on their requirements
8 IHA Review Based on Lot Size Interior Health provides a technical review of all proposals with lot sizes less than 5 acres (2.02 ha) not served by a community sewer system Require copy of plans, test results and measurements Review technical reports to ensure that the proposed use of the land is suitable soil analysis on-site evaluation and other documentation
9 IHA - Subdivision Report Criteria for Authorized Person Considers all aspects of appropriate disposal of sewage Provided in a comprehensive report prepared by an Authorized person Professional Reliance model Report and site plan demonstrate in writing suitable for each proposed lot onsite sewage dispersal areas drinking water sources will be protected
10 Subdivision Report Criteria for Authorized Person Report must be submitted to the Approving Officer Subdivision Report Criteria for Authorized Persons Interior health > Your environment > Healthy Built Environment > subdivision of land
11 Subdivision Report Criteria for Authorized Person Each proposed lot (new and remainder) must be assessed for ALL of the criteria Related to a suitable primary and reserve Type 1 trench dispersal areas ALL information is to be included in the comprehensive report. A scaled site plan showing all information If any of these criteria don t apply, please clearly indicate/state this in the report
12 Subdivision Report Criteria for Authorized Person - Report Applicant and lot information A copy (or record) of the approval for any existing sewerage disposal systems Locate Sewage record - Provide the information listed on sewerage file information request form to help with the search Pay non-refundable fee
13 Existing System *Asses a Primary for a 4 bedroom with a reserve* Compliance inspection use as primary, assess as a primary and reserve for a 4 bedroom home If Not a 4 bedroom but can be expanded Performance inspection - older and will continue to use, assess will not cause a health hazard AND choose to assess lot for a new primary and reserve for a 4 bedroom home
14 Subdivision Report Criteria for Authorized Person - Report Slope show the slope of the lots and the slope within the proposed dispersal areas. (maximum slope is 15% for a Type 1 Trench system the discharge area) Water table confirmation of seasonal high water table (may require assessment during spring freshet) Hydraulic loading rate (hlr) determined by: a) Soil profile description, and vertical separation b) Soil permeability ( kfs) / perc rate (0-60 min/inch); Breakout points - any potential down slope breakout areas within 15 metres of the edge of proposed discharge areas
15 Subdivision Report Criteria for Authorized Person - Report Water - any watercourses (including seasonal), rivers, creeks lakes or drainage courses within 30 metres including the mean annual high water mark; Rock/limiting layer - within the top 1.2 metres; Floodplain - 20 year flood elevation; Wells within 30 metres; Identify and provide copies of relevant covenants/easements/right-of-way within 30 metres.
16 Subdivision Report Criteria for Authorized Person - Report The report MUST also include a written statement that the Authorized Person: Reviewed all the above criteria Identified two suitable dispersal areas for each proposed lot (including for any remainders that are less than 2 hectares) When used for on-site sewerage disposal will not create a health hazard. The report (including the site plan) must be signed and sealed by the Authorized Person.
17 Subdivision Report Criteria for Authorized Person - Site Plan Lot dimensions and area Elevation contour lines Terrain over 25% slope Flood Elevation
18 Subdivision Report Criteria for Authorized Person - Site Plan Setback distances on the proposed and adjacent properties from: a) sewerage systems; b) driveways, easements, covenants, no build areas, right of ways, service lines, etc.; c) improvements (e.g. buildings, fences, swimming pools, animal pens); d) drinking water intakes/well sites for proposed lots; e) well sites for neighbouring parcels; f) all domestic and natural water sources; g) breakout points.
19 Recommendation to Approving officer Send a letter, written reason, would or would not recommend the approval Approving officer considers all information provided by all stakeholders and makes THE decision
