Use of web sites like Air BNB and VRBO to offer your home or rooms in your home for rent must meet the one month minimum in the Declaration and no more than 2 times a year. All leases must be submitted to the Property Manager s office for Board approval. Failure to do so can result in a fine of $50.00 per day. Garbage, Recyclables, and Yard Waste: These containers are not to be placed at curbside until after 6:00 PM the evening before your pick-up day and should be promptly returned to an out of sight spot by the end of the pick-up day. Vendors and Visitors: Please remind all your vendors, sub-contractors, deliveries, and visitors that they must enter through our US 41/Tamiami Trial N/Imperial Golf Course Blvd. gate (897 Imperial Golf Course Blvd.) regardless if their GPS tries to route them to the Entrada Gate. The Entrada gate is for IGEHOA residents only. The Entrada Gate is monitored by cameras 24/7 and non-residents entering that gate are Trespassing. Damages to the gate systems will be charged to the offending vehicle owner. The GIBs Access Control vendor Ramco Protective has changed software at the front gate including the call in system and added a capability for you to manage your authorized visitor access list from home or your smart phone. Log into and select Community Code IGC using your primary telephone number and your previously assigned PIN number that you used when calling in visitors. Details are on the IGE Web Site Home Page under Quick References and have been ed to our residents. Please be respectful of your neighbors by following our speed limits and stopping at stop signs in Imperial and on Entrada Blvd. Your 2017 quarterly assessment has increased by $10 per quarter to $433 per quarter and the second quarter payment was due Apr 1, The next quarterly assessment is due Jul 1. Please include the coupon with your payment. You should receive a new coupon in the mail with the new assessment amount prior to the due date. If you have not received your coupon, please contact Sandcastle Community Management Accounting at It is your responsibility to call in all vendors and visitors to allow pre-authorized access through the US 41 front gate. Call to enter the automated call in system. You can include your regular vendors on your pre-authorized access list. An access authorization form is available at under Access Control Form or by using This includes your favorite pizza vendor unless you want it delivered cold! Vendors are not allowed access into Imperial after hours daily, on Sundays and most holidays. Please do not try to schedule a delivery or work after hours, on Sunday or a Holiday! You can update your personal information in the Property Manager s data base using the Owner Contact Form on line at: or you can obtain a form from the Property Manger s office. 1

2 Call to Order: The meeting was called to order at 8:30AM by Vice-President Scott Toth. The following board members were present: Scott Toth, Martha Mugford, Pat McCabe, Dan Castaldini, Patrick Keating and Charlie Litow. President Harruff was absent with notice. Mark Thieme, IGE Superintedent and Beth McWilliams, CAM representing Sandcastle Community Management attended. There were three owners in attendance.. Review of Minutes: The Minutes from the April 27th, 2017 meeting of the Board of Directors were presented to the Directors in advance of the meeting, reviewed, and were approved as presented. Approved minutes will be available on the IGEHOA Web Site. IGEHOA Summary Treasurer's Report: (Treasurer Pat McCabe) Financials As of : Assets: Operating Cash $252,486 Reserves $543,940 Accts Receivable $18,774 Other Assets $37,322 Total Assets $852,522 Liabilities: Total Current Liabilities $245,652 Reserves $543,940 Owners Equity $62,930 Total Liabilities/Owner Equity $852,522* (*Numbers may not add due to rounding) Treasurers Comments: (Treasurer Pat McCabe) Balance Sheet: IGEHOA has adequate cash on hand for our operating expenses and the financial health of the HOA is good. Income and Expense Statements: Income Budgeted $96,393 Actual $111,295 Difference +$14,902 Income Statement: Actual income exceeded budgeted income due primarily to income from the reserves. See comments below Expenses: Budgeted $96,388 Actual $104,516 Difference +$8,128 Expense Statement: Actual expense exceed budgeted largely due to the interest income noted above being transferred to reserve account. See comments below Treasurer s Comments: Recently the HOA s investments have been reconfigured/refreshed to: 1. Maintain security and safety of the funds. 2. Draw interest Have some reserve funds immediately available if needed. This month s income and expense statement reflects a part of these transactions with $12, moving through the statements. This amount ended up back in the reserve account: #3000 unallocated. So.Removing the reserve income/expense transaction from the monthly statement: Income was actually $2275 higher than budgeted (newsletter income). Expense was actually $4499 less than budgeted (landscaping savings). Treasurer s Report was accepted by the Board. President s Report: No report presented. GIB Report: Director Castaldini for GIB Treasurer Meyers Income and Expense Statement as of : Total Operating Income: Operating Income is $27,908.40, over budget by $ due to timing of tennis club and dentist fees. YTD Operating Income is under budget by $ Total Operating Expenses: Operating Expenses are $27,780.52, under budget by $ YTD expenses are under budget by $ Landscape expenses and Smart Passes are still tracking to annual budget numbers. Items as of : Cash for Operations $6, Cash for Reserves $411, Other Assets, $5, Total Current Assets $423, Owner s Equity $8, Current Liabilities $3, Replacement Reserve $411, Total Equity $423, Balance Sheet Discussion: We have adequate cash on hand to meet our monthly bills. Infrastructure (Storm Water Management, Roads and Drainage): Director, Dan Castaldini We are still waiting for the final proposal for the removal of the islands from the Cul-de-Sacs and the installation of pavers. As soon as we have a firm date we will begin the job in Phases 1 and 3. Notification of the start date will be mailed to all Residents living on the affected Cul-de-Sacs. We have removed the Water Feature Pumps from Zac s and Empress Lakes due to pump problems. We have sent them back to the manufacturer for repair. As soon as they return we will replace them back into their appropriate location. As you are aware we have had an

3 extremely dry winter and our lakes are very low which means that an additional amount of sand and grit is mixing with water and forcing the pumps to work harder, thus more mechanical problems. We are obtaining proposals for replacement of a failing drain pipe on Countess Ct. Superintendents Report: (Superintendent Mark Thieme) Entrada: The 360* camera that died in December has been replaced with 4 separate cameras. 1 camera has been moved. We are close to 100% capture. Residents please remind your guests and vendors to use the US 41 entrance. Beautification; Empress and Zack's lake fountains have again been sent out for repair. The weed/grass in front of Duke Preserve has been sprayed to die off, ready for new sod. New plantings will go in when we get closer to rainy season. Beautification Committee Report: (Director Litow): Submitted by Chairman Litow without discussion. The committee believes to the extent possible and budget permitting, uniformity in presentation has strong aesthetic appeal and is one of our primary goals. The easiest on the list is one or more herb gardens which would be maintained solely by the committee for the benefit of the community. Location(s) would need approval and several logistical items need to be worked out before we proceed. At future meetings, we will develop detailed budgets and plans for our priorities. Entrada Gate: (Director Castaldini) We are also planning to change out the old Computer System at the Rear Gate for a new System which will allow us better access control into and out of our Community. Sandcastle will be notifying our residents when this process will begin and be available at the back gate during the switch over to identify and correct any problems. Once again, it is imperative to understand that only Imperial Golf Estates Homeowners have access to the Rear Gate. No Deliveries, No Tail Gating. Friends or Family members who do not live in the Estates are also not allowed to use the Rear Gate. No Exceptions. The following is proposed to be e-blasted and mailed to the Imperial Golf Estate owners: DO YOU WANT TO CONTINUE TO BE ABLE TO USE THE ENTRADA GATE? Imperial Golf Estates will be completing a software 3 conversion for the Entrada Gate. We know this will affect some owners in that they may not be able to activate the gate with a previously valid bar code. The conversion will happen on Tuesday, July 11, We will have someone on site at the Entrada Gate to assist with the conversion on July 11th, 12th, 13th and 14th. Please contact Sandcastle Community Management: or beverlyf@sandcastlecm.com after July 14, 2017 should you not be able to access the Entrada Gate with your valid bar code. Thank you for your understanding, cooperation and for being a great neighbor! The Board approved this action. IGEHOA residents only are authorized to use the Entrada Gate. Architectural Review Board Report: (Vice President Toth) Seventeen requests were approved by the ARB in the period of Apr 28th to May 24th, There were no disapproved requests. Approved requests included, POD, repaint, new metal roof, pavers, impact windows, sliders, Hurricane Shutters, replace front door, extend lanai, dumpsters, irrigation well, and remove trees. The Board approved the ARB report. To obtain an Exterior Change Request form on line: log-in with name imperial and password 2011 Or a copy from Sandcastle Community Management and your request to: sjtoth@gmail.com Please remember that ARB approval is required for the use of PODS, Dumpsters and Port-a-Potties even if the renovations involve only interior changes. Traffic/Community Awareness: (Director Keating) Traffic Awareness: Nothing significant to report Community Awareness: Had a discussion recently with Cpl. Klewicki, who is in charge of burglary task force for CCSO. Cpl. Klewicki emphasized that the burglary rate in Naples has risen and he expressed his disappointment that more people are not taking advantage of the free home security check-up that CCSO provides. Last week Cpl. Klewicki performed the check-up at our home. There were a number of items that were identified that I have now addressed. I strongly urge all of our residents to get this security check-up. You can arrange for this free service by calling Cpl. Klewicki at or james.klewicki@colliersheriff.org. It would also be appropriate to have our property management company do a periodic blast referencing this information.

6 Violations and Fining Committee (Director Mugford) Rounds were made on May 1, 9, 13 and properties were not in compliance with the governing documents. The Fining Committee met on Wednesday, May 17th and agreed to uphold the Board s recommendation to fine three properties. There are eight fine recommendations to present to the Board for approval today, and one request for time extension. I would like to thank the property owners who responded and corrected the violations that were noted by me when making rounds. Being a good neighbor will benefit everyone who lives in our community. If you are headed out of Florida, please have a safe summer and we will see you when you return. Eight properties were approved by the Board for a fine of $100 per day not to exceed $1,000 for violations. One property was granted an extension until July 31st for corrections of existing violations. PM Community Manager s Report: (PM McWilliams) An Entrada Gate Violation Report as well as a Community Violation Report were presented. Comcast has not paid for gate damages that occurred beginning January A request was made to publish the following agency names and phone numbers in the monthly newsletter: Collier County Code Enforcement Collier County Animal Control Non-Emergency Police Perimeter Awareness: (Director Keating) No report.
