1 RESOLUTON NUMBER 17, 2006 n Support of an Application by Fairview Township for Growing Greener Grant Funds to Finance their Avonia Road Lakefront Project WHEREAS, Funds in the amount of $1,750,000 are available for application from the Commonwealth of Pennsylvaniai and WHEREAS, Fairview Township is seeking $100,000 to aid in its acquisition of 3.59 acres of property along the Lake Erie shoreline for the creation of a recreational complex that assures public access for future generationsi and WHEREAS, WHEREAS, the Erie County Department of Planning has consulted with the Conservation District and received its support in the planning phase of this recreational project; and support of Erie County Council is required for any project seeking application for grant funds. NOW THEREFORE, BE T RESOLVED that the County Council for the County of Erie hereby lends it support for the proposed lakefront project in Fairview Township and the application for funds from the Commonwealth of Pennsylvania. 4 Form for Designated Projects FARVEW TOWNSHPBRUGGER PROPERTY 1. Summary Fairview Township is seeking to purchase 3.59 acres ofproperty along the Lake Erie shoreline that sits immediately to the east ofthe end ofrt. 98, (101 Avonia Road). The property consists of 450 feet of beach front which has been used by the public since the early 1950' s. t is popular with area residents in the summer for swimming and is a major destination for Steelhead fishermen throughout the fishing season. The property is being sold by the Brugger family for $950,000 and we are asking for $100,000 for final funding for this project. 2. ntroduction Fairview Township has consistently looked at ways of enhancing recreational programs and opportunities within its boundaries. t is one ofonly a few rural municipalities in Erie County that has a Park & Recreation Authority Board and recognizes the need for recreational opportunities as a means of creating a better "quality of life" experience for its residents and its visitors. 3. Statement ofneed Because most of the Lake Erie shoreline is privately owned, there are few opportunities for public access or recreation for the general public within the Township itself. The acquisition ofthis property will assure public access to the lake in perpetuity for future generations. This acquisition will also allow for expanded parking at the site which has been a constant problem during heavy use whether it is for beachgoers, fisherman, visitors, or often, a combination of each. 4. Goals and Objectives Our primary goal is to acquire the property from the Brugger Family. We have been negotiating with them for over a year and have put together a significant public/private partnership that will benefit everyone. Local residents and visitors will have yearlong access to the beach. Fisherman will have access to the lake during the Steelhead run. There will be expanded parking. The P A Fish & Boat Commission will continue to have access for their stocking program in the stream. DCNR will have a facility that it can use as an educational facility for use by students and scientist. CZM could use the facility to tout its shoreline erosion and other programs. And, we will be protecting a significant piece oflakefront from further private development. 5. Evaluation The title transfer ofthis property to Fairview Township will serve as the measure of achievement of our goals. t should be also noted that we have been in discussion with neighbors to both the east and the west about possible acquisitions ofsome or all oftheir nstructions: Please list your designated projects on this fonn and mail to address below. Acquiring the Brugger property could be the first step ofan expanded lakefront recreational park for Fairview Township. 6. Request for Funds Fairview is requesting $100,000 from. Other funders already committed are Fairview Township - $100,000: Coastal Zone Management - $175,000; PA Fish & Boat Commission -$200,000; PA DCNR - $375,000.
