1 Revised July 2015 Revised Rules mailed to Homeowners July 31 st, 2015 Adopted by the Board of Directors on July 22, 2015 The Governing documents of authorize the Board of Directors to set forth Rules and Regulations for the benefit of all units and the common areas. These Rules and Regulations have been implemented to ensure an enjoyable living experience for all. Through the purchase or lease or rental of a unit you have agreed to comply with these Rules and Regulations. Should you not agree with them, changes or modifications can only be made by a majority of the Board of Directors at a regularly scheduled Board of Directors meeting on which the topic is placed on an agenda. Owners are responsible for furnishing the Rules and Regulations to their tenants and ensuring that the tenants comply with the Rules and Regulations. Any disciplinary action will be taken against the owner of a unit. Unit owners are responsible for the actions of their tenants, guests, tenant's guests and other residents in their unit and for any damage to Association property they may cause. Damage assessments will be based on costs of repairs or replacement, and labor for actual cleanup and/or repair of facilities. These Rules and Regulations are written to include all Common and Limited Common areas. GENERAL I. Common Areas Defined: Areas of the Association to be maintained by the Association. This includes, but may not be limited to: building exterior, roofs, non-assigned parking areas, roadways, sidewalks, hallways, stairs, fences, tennis courts, pool, gates, and all common area landscape areas and sprinkler systems. Each owner owns 1/140 interest in this common area. 2. Limited Common Area Defined: Areas to be maintained by the Association, but for the exclusive use of a unit owner. This includes, but may not be limited to the unit patios, balconies, and steps where applicable. 3. Electrical and water responsibility Defined: Electrical and plumbing components that only service one unit are the responsibility of that unit. Electrical and plumbing components that service more than one unit may be the responsibility of individual units, the Association or a combination thereof, and will be determined by the CC&Rs and/or NRS An owner shall obey and comply with all public law, ordinances, and rules of the City of Sparks, County of Washoe, and State of Nevada. Subject to a $50.00 recurring fine. 5. An owner or resident shall not interfere with the rights of other residents, nor annoy other Residents with unreasonable noises, offensive odors, improper neighborly conduct or All volume of stereos, tape or CD players, TV's, radios, car stereos, etc. must be kept at a reasonable level. Quiet time starts at 10:00 pm. Please respect your neighbors and keep noise levels down. IF YOUR NEIGHBOR HEARS IT, IT IS TOO LOUD! Subject to a $50.00 recurring fine. 6. Garage Sales are not allowed unless the Board authorizes an Association wide garage sale. Page 1 of 8

2 Subject to a $50.00 recurring fine. 7. Please do not litter. Dispose of all junk mail, and other trash in the proper containers. Do not throw cigarette butts onto the common areas. Subject to a $50.00 recurring fine. PETS - The following 11 rules are subject to a $ recurring fine. 1. Any pet exceeding 30 pounds in weight is not allowed to reside in the Association. (Some pets were deemed grandfathered on July 1 st, 2010 and will be allowed to reside within the community until the resident vacates the premises or the pet is no longer living within the unit.) 2. None of the guard breed dogs will be allowed to be housed or brought into the Association. This group includes the American Pit Bull Terrier, American Staffordshire terrier, Staffordshire bull terrier, Doberman pinscher, Chow, Rottweiler, German shepherd, etc. The Association retains the right to exclude dogs by breed from the property. 3. Pets may not be housed, restrained, tethered, fed, or maintained on patios or balconies. 4. Any pet on any common area or limited area shall be on a leash physically held in the hand of a responsible individual and under the control of that individual. 5. All animal droppings are to be picked up immediately. 6. No pet shall be tied up so as to encroach onto any common area. This means any landscape area, step/landing areas, etc. Please see rule #3 also. 7. Unit owners are responsible for the actions (bites or attacks, feces on common area, etc.) of any pet associated with their unit. The actions (bites or attacks, feces on the common area, etc.) of a pet are not covered by Association insurance. 8. Excess noise by any pet is prohibited. 9. Residents shall refrain from feeding wild birds on the complex. 10. After a warning letter is issued, if the problem is not abated, the Board reserves the right to require a pet to be removed from the confines of the Ironhorse Village Condominium Association; and/or at the discretion of the Board, the owner may lose the privilege of having the animal on any common area. All pets caught running loose will be turned over to Animal Control. The phone number for Animal Control is (775) All visitor pets are subject to these Rules and Regulations. VEHICLES AND PARKING - The following 12 rules are subject to a recurring $50.00 fine. 1. Resident vehicles are only to be parked in carport spaces, garages or assigned spaces. Visitor parking is for guests only. Each unit has one parking space for its exclusive use. Each owner has the right to tow any unauthorized vehicle parked in or blocking their assigned space. The Association has limited spaces that can be leased to residents for $100 per year. Do you still rent out spaces? 2. Double-parking behind vehicles parked in carports is not allowed. Any vehicle double parked is subject to tow following the regulations of NRS 116. The Association and Kenyon and Associates will not be responsible for any towing charges resulting from a tow action. 3. No Recreational type vehicles are to be parked on the property without the permission of the Property Manager except for loading and unloading and in no case for more than 72 hours. No open/closed trailers are to be parked/stored on Page 2 of 8

3 the property. Such trailers will be noticed and towed. That s a long time most say 24 hours. 4. Vehicle repair work (including draining of oil) is not permitted within the community at any time. 5. Vehicles parked in the carport or visitor parking that are inoperative (flat tires or otherwise) or with expired plates are not allowed and will be towed at the vehicle owner's expense following the regulations of NRS Vehicles are not to be backed into parking spaces. 7. Any guest vehicle parked on the premises for more than three days will require the resident of the unit to inform Kenyon and Associates of the make and license number of the vehicle and the time frame the vehicle is to be on Association grounds. 8. All vehicles are to have proper noise abatement equipment installed. 9. A vehicle parked in a red zone will be towed immediately without warning. 10. Except in assigned carport spaces, no vehicle may be parked over ten days without moving or it will be deemed abandoned, be noticed and be towed. 11. No warming up vehicles allowed in the carport due to noise and pollution. 12. No vehicle washing is allowed on the property. CARPORTS The following 2 rules are subject to a recurring $50.00 fine 1. Owners are responsible for maintenance of storage cabinets in those carports that have storage cabinets. 2. No objects are to be attached to the side or top of the carports (ski racks, bicycles, boats, etc.) SPEED LIMIT Subject to a $ recurring fine. The speed limit for all vehicles (motor driven, bicycles, etc.) on all drive areas within the Association is 10 (ten) miles per hour. SIDEWALKS Subject to a $50.00 recurring fine. Bicycles, Scooters, Skateboards, Roller Blades and Roller Skates are not to be ridden on the sidewalks. DRIVE AREAS The following 2 rules are subject to a $50.00 recurring fine. 1. Drive areas include all roadways, parking areas, and carport parking areas. For reasons of safety, drive areas are not to be used as play areas. Skateboards, motorized pocket scooters, bicycles, roller blades/skates etc. are not allowed on the drive areas, with the exception of going to and from a specific destination. 2. No shopping carts are allowed on any of the premises within the Association nor are they to be brought onto the premises by any resident. WINDOWS The following 3 rules are subject to a $50.00 recurring fine. 1. No foil, plastic or reflective material is allowed in the windows. 2. Screens- All windows are to have proper screens installed at all times. Screens must be kept in good repair. Storm windows rather than screens are acceptable. 3. All window blinds and/or drapes are to be kept in good repair. Blinds/drapes must show Page 3 of 8

4 a neutral color to the outside. BUILDINGS The following 6 rules are subject to a $50.00 recurring fine. 1. Any building alteration that affects the structure or outside appearance is prohibited (front, end and back) without prior Board permission. No interior alterations can be made that would affect any building bearing wall. 2. Balconies, patios, and front stoops shall be kept in a neat and clean condition. 3. Doors, doorjambs, door screens, windows and window screens are the owner's responsibility to repair/replace. All are to be kept in good repair. Replacement requires Board approval. 4. Holiday decorations are allowed, but must be removed within two weeks after the holiday. 5. Replacement or new screen doors are to be white, no aluminum color doors are allowed. Existing doors have been grandfathered if the management company was notified by July 1, Owners are responsible for maintaining the front outside porch light and patio light in good working order. The style is not to be changed. GATES 1. Each unit will be issued two (2) gate keys. Extra keys will only be issued with Board authorization. 2. There will be a charge of $25.00 for any replacement keys. PATIOS AND BALCONIES The following 4 rules are subject to a $50.00 recurring fine. 1. Clotheslines are not allowed on balconies or patios or within the community. 2. Clothes, rugs, etc. may not be hung on patio railings, or other limited common areas of the unit or property. 3. The only items allowed on patios are bicycles, stacked firewood, exercise equipment, GAS OR ELECTRIC barbeques, normal patio furniture, and plants, - displayed in an attractive manner, Only plants, displayed in an attractive manner, may be on the front stoop and cannot inhibit ingress or egress. 4. Association permission is required to attach any lattice or wire to the patio/balcony railings. LANDSCAPE AREAS The following 2 rules are subject to a $50.00 recurring fine. 1. Occupants and/or their guests are restricted from using lawn areas for playing games: baseball, basketball, soccer etc. Riding of bicycles or scooters or any other activity that damages lawn areas is also prohibited. Golf activities are not allowed. 2. No individual is to be on the building roofs, carport roofs, trees, or riding on the gates when they open or close. FIRE PREVENTION Subject to a $ recurring fine. 1. All units are required to have working smoke detectors and fire extinguishers. If Page 4 of 8

5 you are a tenant and do not have a smoke detector or fire extinguisher, please write to Kenyon and Associates and they will notify the owner. This is required by the Association insurance. Please check batteries each spring and fall. ROOF LEAKS 1. The goal of the Association is to minimize interior damage caused by roof leaks. 2. All owners and tenants are urged to report roof leaks immediately to Kenyon and Associates. Telephone INSURANCE 1. The Association strongly recommends that all Homeowners obtain insurance, and require tenants to obtain renters insurance. SIGNS Subject to a $50.00 recurring fine. 1. No posters or signs, except political signs (24"X 36"), and one for rent/sale sign displayed in a unit's limited common area are allowed. SATELLITE DISH Subject to a $50.00 recurring fine. Prior Board approval must be obtained before any satellite dish or TV antenna is installed. A satellite dish/tv antenna is allowed as long as it meets the following criteria: a. The satellite dish must be professionally installed. Cables will not be allowed to enter through a window or door. It must enter the Unit from below. b. The diameter of the satellite dish must be one meter or less. c. Satellite dishes are only to be installed on the fascia portions of the buildings. No penetrations of the vinyl siding or roof is allowed. d. The homeowner will be responsible for repairs to the roof or siding if damage occurs. e. No loose or hanging cable wire is allowed. TRASH DISPOSAL Subject to a $ recurring fine. 1. All household trash is to be put inside the dumpsters. It is the responsibility of the resident to dispose of large items, tires, boxes, furniture, etc. offsite. 2. All unwanted mail or advertisements are to not be left on mailboxes, but to be disposed of in a proper manner. ENFORCEMENT Unless a violation creates an emergency or a Health/Life Safety issue, all violations will be handled in the following manner: Health/Life/Safety 1. If in the estimation of the Board or Management personnel, a violation imperils the health/safety of other residents, the issue will be corrected immediately by the Association and the unit billed for the cost along with an administrative fee of $ Common Area and Limited Common Area Violations Page 5 of 8

6 1. A written notice specifying the details of the violation, and the amount of the fine will be mailed to the unit address, and to the mailing address designated in writing by the unit s owner. 2. If the violation is not abated, or an extension is not requested, the owner will be invited to a hearing before the Board to discuss the violation as per NRS Said hearing notice will include the date, time and location of the hearing. If the Board does not receive written notification that the violation has been abated before the hearing date or the unit owner does not attend the hearing, an assessment fine may be levied. 3. If the violation is not abated within 14 days of the assessment fine, the Board may declare the violation an on-going violation per Nevada Revised Statues Chapter , and assess the owner a recurring fine every seven days without further notice or hearing. 4. Vehicles parked in red zones or parked in a handicap parking place without a handicap permit will be towed immediately at the vehicle owner s expense. Other vehicles in violation will be noticed with a 48 hour tow notice and will be towed after 48 hours. In addition, after being called before the Board for a hearing for the purpose to declare a member not in good standing due to unpaid assessments or continued violation of the governing documents, the owner and residents of said unit may lose their privileges and may not be able to vote at Association Homeowner Meetings and be denied the right to use Association Common Area facilities (pool or tennis courts) until the assessments are paid in full and the violation is remedied. LIFE THREATENING ISSUES DIAL DESTRUCTION OF PROPERTY DIAL Immediately notify the Sparks Police Department if you witness any willful destruction of Association or private property and then notify management. 3. ANIMAL CONTROL ASSISTANCE DIAL Immediately notify Sparks Animal Control office if you witness any animal running loose or not being properly cared for. Page 6 of 8

IRONHORSE HOMEOWNERS ASSOCIATION DIAL If you have an afterhours emergency (lights out, sprinkler problems, water leaks, sewer back-ups, roof leaks, unit flooding, etc.), please call this number and the answering service will page someone for you. To report ordinary maintenance needs for the building or grounds please phone the office during regular business hours. 5. TENANT OCCUPIED UNITS-CALL LANDLORD FIRST If you need maintenance assistance within your unit, please contact your landlord or his/her representative before calling Kenyon and Associates. POOL FACILITIES The following pool rules are subject to a $ recurring fine. The Association has issued a numbered electronic key to each owner of each unit. The owner may assign the key to a tenant, but will be responsible for the behavior of that tenant. Replacement keys will be issued at a charge of $ LIFEGUARDS ARE NOT PROVIDED INDIVIDUALS USING THE POOL DO SO AT THEIR OWN RISK POOL HOURS 9 AM 8 PM DO NOT OPEN THE POOL GATE FOR ANYONE WHO DOES NOT HAVE A KEY OR YOU COULD BE HELD RESPONSIBLE FOR THEIR ACTIONS. 1. The pool is private for members of the association or tenants only. Evidence of permission to use the pool shall be indicated by properly-authorized key to the pool area. 2. No more than four (4) guests are permitted per key. Guests must be accompanied by an adult unit member or adult unit tenant. 3. All residents fourteen (14) years of age must be accompanied by an individual 18 years old or older to supervise. 4. Smoking or chewing tobacco is not allowed in the pool area. 5. No glassware or bottles are permitted inside the pool area. Only canned soft drinks or non-alcoholic beverages in plastic bottles are allowed. NO FOOD OR ALCOHOL OF ANY SORT IS ALLOWED. Page 7 of 8

8 6. No large toys, floats, or non-swimming type toys are allowed. Beach balls and tiny tot swimming aids are permitted. 7. No solo or nude swimming is allowed. 8. SWIMMING SUITS ONLY. Cutoff jeans or other street apparel is not allowed. 9. ABSOLUTELY NO PETS IN THE POOL AREA. 10. The volume of stereos and radios must be kept low 11. No person with open or infected sores, cuts or abrasions will be allowed in the pool area. 12. Persons under the influence of drugs or alcohol are not permitted in the pool area. VIOLATION OF THESE POOL RULES SHALL RESULT IN REVOKING THE VIOLATORS RIGHT TO USE THE POOL OR PROSECUTION OF INDIVIDUAL NOT ALLOWED TO USE THE POOL FOR TRESSPASSING. TENNIS COURT RULES The following Tennis Court Rules are subject to a $50.00 recurring fine. Tennis Court Keys can obtained from the Management Company 1. The court is to be used only for tennis activities. 2. Court type shoes are to be worn on the court. 3. No skateboarding, roller skating etc., is allowed. 4. The gate is to be locked when leaving the court. 5. Please be considerate of people waiting to use the court. 6. Please keep noise levels to a minimum. 7.
