Stretch your budget dollars by taking advantage of state and federal surplus property programs. 1
2 LouisianaProperty Assistance Agency Preference Buyer Program Presented by: Brian Babin, Program Manager Louisiana Revised Statute 39:330 In accordance with Louisiana Revised Statute 39:330 the order of preference in the acquisition of surplus state property authorized for disposition shall be given to: First Preference: State Agencies Second Preference: Political Subdivisions, Schools, Universities Third Preference: Charitable, Religious, Educational Organizations 2
3 First Preference State Agencies receive first preference purchasing of available state surplus. Registration: Automatic Documentation: Written authorization from approved buyer required for all purchases Invoicing: Billed by LPAA on Net 30 Terms Second Preference Political subdivisions of the State of Louisiana; other governmental agencies; private elementary, secondary, or proprietary schools; independent colleges or universities Registration: Surplus State Property Purchase Agreement Approved Prior to Account Activation Documentation: Written authorization from agency head, on agency letterhead is required for all purchases. Invoicing: Billed on Net 30 Terms or Pay with Certified Funds 3
4 Third Preference Charitable, educational, or religious organizations Registration: Surplus State Property Purchase Agreement Approved Prior to Account Activation. Agency Audit May be Required Prior to Program Admission. Documentation: Written authorization from agency head, on agency letterhead is required for all purchases. Invoicing: Payment in Full by Certified Check or Money Order is Required Before Taking Possession of Property Things You Should Know Property may only be acquired and used to support the agency s missions. Property is sold as is, where is without warranty of any kind. All items of property shall be placed in use within 90 days of purchase and shall continue being used by said agency, institution, or organization for 18 months from the date of receipt of the property. 4
5 How Does My Agency Become a Preference Buyer? Complete a Preference Buyer Application Application forms available online. Agency head determines who is authorized to purchase on your agency s behalf. Be sure to read the terms and conditions. Approval is quick and easy. In some cases a site visit is required before approval. Can I buy for personal use? We have the experience and a loyal customer base that helps maximize sale revenue. Check with your governing board to determine if our auctions are an acceptable means of disposal your agency s surplus. 20% fee assessed Louisiana Property Assistance Agency (LPAA) Fleet Management 7
8 Louisiana Revised Statute 39:361 The Division of Administration shall establish, develop, and administer a program for the management of motor vehicles used by state employees. The purpose of this program shall be to provide motor vehicle and related services to the state and to maintain safe, dependable, and cost effective transportation for state employees who require the use of passenger vehicles in the performance of their job responsibilities. This program shall be known as the fleet management program. 9 Vehicle Acquisitions Fuel and Maintenance Automated Fuel and Bulk Fuel Contracts are available to all state agencies through FuelTrac The Automated Fuel Contract is available to political subdivisions with FuelTrac credit approval Glass Replacment/Repair Contract with Safelite is available to all state agencies and political subdivisions. 9
10 GPS GPS Monitoring is mandated on ALL state owned vehicles and available to political subdivisions GPS provided by GPS Insight, Scottsdale, AZ Contract is written to encompass vehicles and any other type of moveable asset such as ATVs, boats, trailers and construction equipment.
