7 IAS 4.0 Cost & Income Valuation Guide PREFACE Much of the processing that occurs in Integrated Assessment System (IAS) 4.0 revolves around the assessment of values. IAS uses three approaches to the valuation of Real property: cost, market, and income. This manual covers the residential cost, commercial cost and income, and agricultural use aspects of valuation in IAS 4.0. The Market approach to valuation is covered in the IAS 4.0 Market Valuation Training Guide. In addition, Computer Assisted Land Pricing (CALP) is covered in the Introduction to IAS 4.0 Computer Assisted Land Pricing (CALP) manual. 4/24/2014 Tyler Technologies 1

8 ASSESSMENT ADMINISTRATION (AA) SCREENS RELATED TO VALUATION AA44 Overview Jurisdiction Update The Assessment Administration Jurisdiction screen, AA44, is where you define the properties of a jurisdiction. AA44 should only be accessed by the System Administrator or another qualified person. Figure 1. Assessment Administration Jurisdiction, AA44 The display-only fields on AA44 are described as follows: COUNTY: The jurisdiction code. 2 Tyler Technologies 4/24/2014

9 Updated: The user ID of the person or program that last maintained the selected record and the date and time the record was last updated are displayed. These fields are updated automatically by the program. You cannot change them. Tax Year: The tax year of the record. Note: There should be a separate record for each tax year that will be processed. Version: The version number of the record. CUR: The current flag is displayed for the record. A Y indicates that the record is current; D, currently deactivated; and N, not current. To Query an Assessment Jurisdiction Record on AA44 You may query on any field or combination of fields on the screen. To Add an Assessment Jurisdiction Record 1. [GoTo] AA44, the Assessment Administration Jurisdiction screen. 2. Select Insert from the Record pull-down menu. Begin entering data. 3. Enter the Valuation Methods: Agricultural Residential Commercial Condo Tax Tax Rate Manufactured Homes Tax Adjustment Alternate Tax Rate Market 4. Enter the Homestead Exemption Code. 5. 11 To Update an Assessment Jurisdiction Record 1. [GoTo] AA44, the Assessment Administration Jurisdiction screen. 2. Query the record as previously described. 3. Click on the record or field to be changed and enter your changes. 4. Click the [Save] icon to save your changes. To Delete an Assessment Jurisdiction Record Note: Deleting a record removes the record from the database permanently. 1. Query the record as previously described. 2. Place your cursor on the record to be deleted. 3. Click the [Delete Record] icon. 4. Click the [Save] icon to save your changes. 4/24/2014 Tyler Technologies 5

12 COMPUTER ASSISTED MASS APPRAISAL (CAMA) SCREENS RELATED TO VALUATION CAMA Cost & Income Valuation The appraisal staff maintains CAMA cost tables through a series of screens (CA41 through CA67 and LP51 through LP85). On-line valuation processes, access the appropriate tables to perform the needed calculations to arrive at a cost value. The cost table screens may be found in this section. The values calculated by the CAMA on-line valuation routines and displayed on the CAMA screens are described below and are in the order they appear on screens CA11 through CA36. On-line calculations may be triggered by changes to data or by clicking the [Calculation] icon. Full calculations, where multiple parcel tables are involved, are only performed when the data is saved. Note: The following few pages contain a discussion of the interrelationships of the CAMA screens. The discussion includes some information about screens CA11 through CA35. More detailed descriptions of CA11 through CA35 are located in the IAS 4.0 User s Guide. CA11 - CAMA Appraised Values Appraised Lane: Land value is calculated as the sum of land values from CA14. The calculated value is written to the Appraised Land value field unless the Reviewer Reason Code is an override, in which case the Land Value Estimate is written to the field. Appraised Bldg: Building cost value is calculated as Dwelling value plus the sum of the OBY values plus Gross Building plus Commercial Building value. The calculated value is written to the Appraised Bldg value field, if the review code is cost. If the Review code is an override, the Bldg Value Estimate is written to the Appraised Bldg Value field. If the review code is market or income, the building value equals the total value minus the land. Appraised Total: The total appraised value can be used without a land and building breakout. Exemption Value: If an override exemption percent is entered here on CA11, that percent is multiplied times the final appraised value (land and building) and overrides any separate land or building exemptions. 6 Tyler Technologies 4/24/2014

13 Exemption Building: Exemption Building is calculated as dwelling value times Exemption percent (CA21, page 3) plus the OBY values times the Exemption percent (CA24, page 2) plus the commercial building value times the exemption percent (CA31, page 1). Land Cost: Retrieved from CA14. Building Cost: The total of Dwelling, Commercial OBY, and Gross Building values. Total Cost: Land plus Building cost. Income: Income Value retrieved from IE19 plus a residential GRM (Gross Rent Multiplier) value calculated from CA21. Market: Retrieved from the Market Valuation module. Detail Page Dwelling: Retrieved from CA21. Misc & OBY: Sum of RCNLDs from CA24, page 1. Commercial: Retrieved from CA31. Gross Bldg: Retrieved from CA12. MRA Estimate: Retrieved from Market Valuation model. Weighted Estimate: Retrieved from Market Valuation module. Market Value: Retrieved from Market Valuation module. Net Income: Sum of incomes from CA35, page 4, if final income value is from model approach; parcel NOI from IE18, if actual approach was used. Commercial Income Value: Final income value using approach selected on IE19. Residual: Residual square feet of land value, plus residual acreage value. Personal Property: Entered by the appraiser on IE19 or retrieved from the Personal Property module. Residential GRM Value: Calculated on CA21. 4/24/2014 Tyler Technologies 7

14 CA14 Land Data and Computations Land data can be entered in Front feet, Square feet, Acres, Gross (value), or Units. Depending on the land type, a model of base rates for the parcel s neighborhood is retrieved. This model is based on location, jurisdiction, zoning, road/street, and utilities. A depth factor is also retrieved for front foot entries. Each model contains a standard size. The standard size is multiplied times the base rate. Then the difference between the standard size and the actual size is calculated, and the total value is adjusted by the difference times an incremental or decremental rate. You can override the base, incremental, and decremental rates. Spot location (from CA12) and acre size adjustment (using acres from the line being calculated or total acres from CA12) allow for further adjustments to the land price. CA20 Dwelling Quick Data Entry The Residential Data Entry screen, CA20, allows you to enter all the dwelling data on one screen to streamline the data entry process. CA20 has six pages (tabs). PAGE (TAB) Dwelling Addition Comment Enter Permit Sketch SCREEN(S) LINKED CA21 and CA24 CA22 AA14 CA16 CA15 CA23 These individual tabs or pages are linked to the screens mentioned above and function identically to those screens. These different pages allow for information on the screen to be logically organized and easy to view. You can toggle back and forth between pages by clicking on the tabs. CA20 utilizes the existing setups for AA14, CA15, CA16, CA21, CA22 and CA24. An additional setup allows the comment tab to link to a screen other than AA14, such as AA18. CA21 Dwelling Data Tables and entries required for dwelling calculations are shown in Table 1. The algorithms follow the standard CLT cost manual. Rounding is determined by entries in the SYSFACT tables (SY23). The calculation requires valid area and addition values (CA22, table ADDN). Changing the heat code will recalculate those values on CA22. CA22 Residential Addition Data Area is either entered by you or calculated from the wall distances entered in the vectors. 8 Tyler Technologies 4/24/2014

15 Value is calculated as area times the rate found on CA43, based on the addition code and adjusted by floor rate if applicable. CA24 Outbuildings and Yard Improvements Depreciation tables are read from a table (RCDEPR on CA44) rather than computed. The OBY cost table entry (RCOBY on CA45) points to the table to use. CA30 Composite Commercial Building Data The Composite Commercial Data screen, CA30, allows you to enter or update commercial building characteristics, interior and exterior data, other features, OBY, Neighborhood factors, as well as view the property sketch. CA32 Commercial Building Other Features Data Values (prices) are calculated according to the Unit of Measure assigned to the Structure Code on CA65. 16 CA33 Apartments Data F 1 = Factor 1 from CA66 based on codes, speed, and capacity F 2 = Factor 2 from CA66 S = Number of Stops Income is calculated as follows using the Apartment Rates found on CA73: 12U(AR A + (F-1)R F + HR H + MR M ) Where: U = Number of Identical Units A = Number of Apartments R A = Apartment Rate F = Number of Full Baths R F = Full Bath Rate H = Number of Half Baths R H = Half Bath Rate M = Number of Amenities R M = Amenities Rate CA34 Commercial Interior/Exterior Data (CLT Method) The value for each line is calculated by multiplying the Square Foot Area times the Rates on CA62, CA63, and CA64. The rates are determined using the Basic Structure Code assigned to the Structure Code on CA31 and the Use Group assigned to the Use Type on CA34, the Exterior Walls, and the Construction Type. The Other Features value (CA32) associated with the line is added. The line value is adjusted by the factors from CA41, CA42, LP51, and CA67 based on Tax Year, Neighborhood, Grade and Class, to produce the RCN. The RCN is multiplied by the Depression Percentage or Market Adjustment Override to arrive at the cost value. The depreciation is determined using the Physical Condition and Functional Utility codes with the values from the tables on CA44 and CA67. CA34 Commercial Interior/Exterior Data (Marshall & Swift Method) The value for each line is calculated by multiplying the Square Foot Area times the Base Rates, as adjusted. The rates come from CA52 and CA53 with further adjustments from CA54 for perimeter/area ration, story height, or number of stories. Current and local multipliers from CA55 are applied. CA35 Commercial Income Summary Data The appraisal staff maintains income model information through a series of screens (CA71 through CA75). Areas are summed by use group on CA35. On-line income valuation accesses the appropriate tables, by use group, to perform the calculations to determine income value. The income modeling screens are illustrated at the end of this section. When tenant valuation is enabled, CA35 areas are summed by use group and section. 10 Tyler Technologies 4/24/2014

17 CAMA Cost And Income Table Maintenance Screens The CAMA Cost and Income Valuation Table Maintenance Screens are accessed by the Appraisal Analyst to adjust cost rates and income models to reflect current markets. The database tables are listed in Table 1 with their categories and relative screen identifiers, in order by category. 19 CA41 Overview Neighborhood Cost Factors The Neighborhood Cost Factors screen, CA41, allows you to factor intermediate or final values by neighborhood and optionally, by class. Figure 2. Neighborhood Cost Factors Screen, CA41 CA41 can be used to apply cost factors to certain screens and fields (i.e. CA11, CA14, CA21, CA24 and CA31) based on specific classes, neighborhoods, and other conditions. The screen gives the user the ability to increase or decrease the values over a certain range or group of parcels (i.e. neighborhood grouping). The cost version on CA41 is tied to the RES cost version which is found on AA44. The NBHD list of value box will display a list of all neighborhoods which are found on LP51 for the cost version that is entered. 4/24/2014 Tyler Technologies 13

20 To apply the factor against all neighborhoods enter 8 asterisks (********). In order to use this setup a NBHD of ******** must be created on LP51 for the desired cost version. The Class column is used to enter specific classes to which the cost factor will be applied. To apply a factor against all classes enter 4 asterisks (****). This will apply the factor against the specified NBHD for all classes. The Check Screen/Col and Check Value fields can be used to verify certain conditions exist before the factor is applied. If no screen, column or value are entered this check will be ignored. The Factored Screen/Column will show all of the available screens and fields to which a factor can be applied. The Low/High fields can be used to check to see if the value defined by the Factored Screen/Column lies between this range. If these fields are blank the factor will be applied regardless of the value. The Factor field is used to enter the actual cost factor. Enter the A/C Rate. This is the cost per square foot that will be added to the cost for the addition if the dwelling has central air conditioning. 8. Enter the 1 st Floor Constant term to be used in first floor addition value calculation. 9. Enter the 1 st Floor Rate. It will be applied to the lowest level of the addition. 10. Enter the 1 st Floor Sq. Rt Term. Enter the rate per square root of area of first floor addition. 11. These CDU s are predefined and correspond to the CDU rating entered for individual buildings. The percent good is entered as a whole number, in format 999. Enter 98% good as 98. Be sure to make a percent good entry for each CDU rating displayed, (Excellent, Very Good, Good, Avg, Fair, Poor, P-, Very Poor, V-, and Unsound). 7. Enter the Minimum (allowable) Size for the OBY structure. This size will be edited by CA24, the Other Building and Yard Info screen. 8. Enter the Maximum (allowable) Size for the OBY structure. This size will be edited by CA24, the Other Building and Yard Info screen. 9. Enter the number of the Depreciation Table that will be used for this OBY structure. These tables are defined in CA44, the Depreciation Factor screen. 10. Enter the code for the CDU Table that will be used to determine a CDU rating for the structure. The CDU definition tables are created by CA Enter the Sum of Area % of total area to be added. 12. Ignore the Local Multiplier. This is used by only one CLT client. 13. Enter the appropriate quality grade Factors. These factors will be used to adjust the OBY structure value for quality of construction. The grades are pre-defined: A, B, C, D, and E. Enter the Modification Costs, if appropriate. These costs add value to the OBY structure for special features that are not included in the Base Cost formulas. 16. The age tables can also be used to set capitalization rates by age. For CALP, this screen is used for assigning land models and default improvement factors on a neighborhood-byneighborhood basis. The following are definitions for the various fields contained on this screen: Neighborhood Space is provided for entering up to an eight-position alpha/numeric neighborhood. Group (neighborhood) This field is utilized for market modeling purposes. Residential Cost Model If multiple models are set up in the cost tables, this field assigns a particular model to this neighborhood. It is not required if only model 1 is being used. A Priority Code determines which code is selected for modeling when multiple Utility Codes exist on a parcel. The model for the code with the lowest numeric value in priority will be used. 121 PERSONAL PROPERTY (PP) SCREENS RELATED TO VALUATION PP41 Overview Table Maintenance The Table Maintenance screen, PP41 is the screen where you build the detail line item schedules for detail personal property items calculation of value. Tables that are maintained are the property appraiser s schedule (or rate table), trend and factor table, and the line item type table which identifies each unique line item that can be entered in the valuation module for personal property assets. PP41, Table Maintenance must be entered first before the maintenance of any detail filings. These tables identify specific depreciation tables, rates, and trend factors to be used in the valuation process. CA44, CAMA Depreciation Table Maintenance screen, is used to accomplish other depreciation rates, if desired. This maintenance must be completed prior to using PP41 to build associated tables to attach the depreciation rates to a specific item if used. PP41 has multiple pages that allow for information on the screen to be logically organized and easy to view. The display-only field on PP41 is described as follows: Updated: The user ID of the person or program that last updated the selected record and the date and time the record was last updated are displayed. These fields are updated automatically by the program. You cannot change them. To Query the Table Maintenance Record 1. [GoTo] PP41, the Table Maintenance screen. 2. Click the [Enter Query] icon and enter your query criteria. You may query on any or all fields on the screen. 3. The system will default to the category and class description or you may override this and enter a new description. 17. Enter the Calc Type. 125 18. Enter the default Sched(ule). This is the name of the appraiser s schedule to be used, if desired. You do not have to make an entry in this field. If you do enter a schedule name, you will not need to enter a schedule name on PP13. Use to view valid Sched(ule) codes. 19. Enter the Rate to be used in lieu of a schedule name, if always constant. If no rate is entered, PP13 will use the rate for the schedule name if entered. If no schedule rate is to be used, then do not enter a schedule name or rate. If you enter a rate, this will override the rate for the schedule entered in this screen if a schedule name is entered. 20. Enter the Trend to be used in the calculation of value. Do not enter a Trend if no Trend factor is to be used or if a trend was entered for this schedule. Use to view valid Trend codes. 21. Enter the Deprt (depreciation) code if additional depreciation is to be applied or when using CAMA depreciation. Use to view valid Depreciation codes. 22. Enter the Cdu. This is the condition code for the depreciation (Deprt) field to be used for calculation. Average will be the default cdu when a deprt code is entered and no cdu is entered. 23. Query the record as previously described. 2. Click on the record to be deleted. 3. Click the [Delete Record] icon. Note: PP41 will edit schedule name and trend name fields to ensure the type code does not have these codes identified on their record for the cost table version being deleted. PP41 will display an error message when this condition occurs and will require the removal of the schedule name and/or trend name from the type table record(s) prior to allowing the delete. The Trend button will not allow a delete to occur if a Schedule (schedule button) has the trend name for the year residing on a schedule. 4. The SY23 table does not have to be rolled over each year. The screen using this feature defaults to the base version, defined in SY95, if a current cost table entry does not exist in the table. The default CDU and grade can also be controlled in this table. Figure 33.
