Requests by couples in such a relationship for shared accommodation in TCEO owned or leased accommodation will not be met. 3

4 2.0 Introduction This scheme introduces a set of allowances and conditions for full time teaching and leadership staff (including staff on contract for periods of 10 weeks or longer) who, in order to meet their employment obligations, are required to live away from their normal place of residence. The allowances and conditions of the Teacher Accommodation Scheme (T.A.S.) are reviewed annually and changes may be made. A special Teacher Accommodation budget exists for the ongoing maintenance and repairs, renovations, debt servicing, rates and insurances associated with the running of the Teacher Accommodation Scheme. The premises owned or leased by the diocese for the purpose of teacher accommodation vary in size and are used so as to maximise their ability to house the mix of staff, single or married, in each location. Single teaching staff in town centres will usually be offered share accommodation. Staff members should also be aware that from time to time due to unforseen circumstances they might be required to move into alternative accommodation if there are changes in the mix of full time teachers seeking to use T.A.S. Though this is an inconvenience that shall be avoided if at all possible, staff shall relocate to housing allocated to them. The locations, which apply to the Teacher Accommodation Scheme have been categorised into four (4) groups. The eligibility and conditions for teacher accommodation vary between these four groups. 5 3.0 IPRASS Level 7C - Palm Island Housing Type: TCEO Owned N.B. TCEO owned refers to properties owned by the Townsville to provide teacher accommodation. TCEO leased refers to properties leased or rented by Townsville Catholic Education Office to provide teacher accommodation. 3.1 Eligibility for Housing Community Indigenous Teachers Where suitable accommodation exists and at the approval of the Director of Catholic Education, an Indigenous teacher who is a member of the community in which the schools nominated above are located may be accommodated in TCEO housing. Where suitable housing does not exist, or the teacher resides in community housing, the teacher shall receive a housing subsidy appropriate for the location Maternity Leave A teacher on maternity leave may be permitted to remain in TCEO managed housing subject to the availability of such accommodation after a replacement teacher has been accommodated Long Service Leave Teachers on Long Service Leave are permitted to remain in TCEO managed housing subject to the availability of such accommodation after a replacement teacher has been accommodated Sick Leave A teacher is ineligible for housing assistance when they are unfit for work for a period exceeding 13 weeks in any one year Leave Without Pay If a teacher has been granted leave without pay from a school, the teacher must vacate TCEO managed housing for that period of leave. Rental Reimbursements will be suspended for that period Free of Charge Housing Housing is provided free of charge to full time teaching staff for the duration of their employment in IPRASS Level 7C location. 3.2 Responsibilities of the TCEO and of the Tenants The following are the specific responsibilities during the period of occupancy Resident Security Bonds A Resident Security Bond is to be paid by tenants and in the case of tenants who keep pets; a Pet Bond is also payable. Tenants may choose to pay the bond/s whether in full or via Payroll Deductions over up to five consecutive pay periods. Townsville owned Residence Security Bond - $300. Pet Bond (if applicable) Townsville leased Residence Security Bond - $300. Pet Bond (if applicable) 5

6 In the case of Payroll Deductions, TCEO Staff Services will notify of the amount that must be deducted and the numbers of Payroll Deduction pay periods nominated by the tenant. A Staff Deduction (A20) Form is to be used for this purpose and such a form is to be signed by the tenant. The completed form is to be returned to the Staff Services Co-ordinator on Fax who will forward to the Payroll Section. Furthermore, the tenant authorises the deduction of this amount upon signing the Staff Accommodation Agreement (Form A 19) for the property. Bond money shall be held by TCEO for the duration of the lease. It shall be returned to the tenant in full or in part depending on the state of cleanliness and repair of the accommodation at final inspection. If the accommodation requires cleaning and/or maintenance as a result of the tenant s abuse of the property or their not taking reasonable care of it, then an appropriate amount shall be deducted from the bond to cover all associated expense. Inspections shall be conducted by the MASO, School Principal or their nominees Lease Agreements All tenants need to sign a Staff Accommodation Agreement (A19) found on SharePoint. In signing it, the tenant acknowledges they have read and understand their eligibility for housing and are aware of their specific responsibilities of the tenancy Termination of Lease by Tenant The tenant needs to refer to the Checklist for Vacating a Property (refer back of this booklet) and is to ensure all items are attended to prior to vacating. This completed checklist must be presented to the Principal or the MASO Insurance Insurance coverage for buildings and contents owned by the diocese is the responsibility of TCEO. The insurance of personal possessions is the tenant s responsibility Maintenance Issues It is the responsibility of the tenant to report maintenance issues to the MASO as soon as a problem is identified. This is to be done in writing using a Maintenance Request Form (A26) and these are available from SharePoint, School Principals or the MASO. 6

8 4.0 IPRASS Level 4-6 Collinsville, Mount Isa, Cloncurry, Hughenden and Winton Housing Type: TCEO Owned and Leased N.B. TCEO owned refers to properties owned by the Townsville to provide teacher accommodation. TCEO leased refers to properties leased or rented by Townsville Catholic Education Office to provide teacher accommodation. 4.1 Eligibility for Housing Factors Affecting Eligibility Teachers who are employed on a full time basis are eligible for housing assistance for as long as they are employed at the school. Conditions which affect a teacher s entitlement to housing assistance are as follows: The employee and/or their spouse own a residence in the district. The accommodation for which assistance is sought is not provided or subsidised in part or whole by a family member or the employer of their spouse (e.g. QHA, Mining Company, etc) In each of the above circumstances, an employee will not be eligible for housing assistance. Furthermore, where a teacher s spouse is in receipt of a partial subsidy from their employer, the teacher shall only be entitled to a HALF Rate Allowance Subsidised Rental Rates TCEO Rent Rates are heavily subsidised in order to provide accommodation at rates significantly better than that in the private rental market and are reviewed annually. All teachers renting TCEO owned accommodation or TCEO leased accommodation for a full 52 week year will be expected to pay the following charges: 47 weeks at 75% of Market Value Rent N.B. The five weeks for which teachers pay no rent will be considered to be weeks of the summer vacation. Thus, there will be no pro rata lessening of the number of weeks-to pay if teachers occupy the accommodation for fewer than 52 weeks. 10 5.0 Procedures and Conditions -Tenants 5.1 Properties managed by the Accommodation Committee are available for rental to teachers (including Principals) who are non-residents of the area where the property is located. A nonresident teacher is defined as a teacher who does not or whose spouse does not own or rent private accommodation within the town of employment (or within reasonable commuting distance) at the time of appointment to the particular school. 5.2 If a teacher indicates to the MASO that she / he does not require or no longer requires Catholic Education Office accommodation, that person may return to accommodation only if / when an existing place becomes vacant. (see also Section 7.2) 5.3 When properties cannot be filled by tenants who are teachers employed by Catholic Education Office, the properties may be rented on the open market through an appropriate Real Estate Agent. In this case, rental would normally be charged at the market rate. 5.4 When there is a shortage of accommodation available in a particular location, the Accommodation Committee will: Attempt to arrange suitable accommodation through the school community, parent group or parish If all other attempts to find suitable accommodation are unsuccessful, arrange the lease of suitable premises for sub-letting to teachers. 5.5 Except in the case of 5.3 all tenants will enter into a Staff Accommodation Agreement which: Will be issued with an appointment letter in January by the Personnel / Recruitment Officer and signed by the tenant at the time of entry to the premises Will specify the rent level to be charged and the duration of occupancy Will specify conditions of tenancy and appropriate responsibilities. 5.6 The conditions of tenancy for all tenants in accommodation will be as follows: The tenant will maintain the property including the yard in a clean and tidy condition The tenant is responsible for all costs incurred with connection and use of electricity, telephone and / or gas The tenant is responsible for the payment of all costs incurred in the use of excess water on the property The tenant is responsible for maintaining smoke alarms to test each smoke alarm at least once every 12 months of the tenancy by pressing a button or other device on the smoke alarm to indicate whether the alarm is capable of detecting smoke or testing the alarm in a way stated in the information statement. Replace each battery that is spent or that the tenant is aware is almost spent. Advise the MASO as soon as practicable when the tenant is aware a smoke alarm has failed or is about to fail. Clean each smoke alarm at least once every 12 months of the tenancy. Not to remove or do anything that would reduce the effectiveness of a smoke alarm The tenant is responsible for the maintenance of carpets (if applicable) and other floor covering in good and clean condition. 11 6.0 Rent Maintenance Issues it is the responsibility of the tenant to report maintenance issues to the MASO as soon as a problem is identified. This is to be done in writing using a Maintenance Request Form (A26) and these are available from School Principals or the MASO. The tenant is responsible for notifying the MASO (or Principal) of any breakages or situations requiring repairs or maintenance. Normal wear and tear involving light globes and tubes, tap washers, etc is the responsibility of the tenant The Accommodation Committee acting on the advice of the tenant and / or the Principal may recommend to the MASO general maintenance and repair of the property and furniture, including air conditioners, hot water systems, stoves and pest control Day to day maintenance of air conditioners particularly regular cleaning of filters is the responsibility of the tenant The tenant will arrange for an air conditioner service each year at expense The TCEO Consultant and MASO (or nominee) is responsible for the inspection of all properties and the verification of inventories of furniture Other general conditions of tenancy include: Care should be taken that the refrigerator, stove and other such items are operating efficiently and are not causing damage to walls, ceilings, etc (in the case of air conditioners that overflow, water is not causing damage to roof or floor, etc) Any breakages or failure of appliances should be reported to the Principal promptly and recorded in the repair/request register Permission must be sought to keep pets Fire hazards in the nature of old newspapers, boxes, etc should be removed Any visitors should be short term guests only Tenants will not cause a nuisance to neighbours through excessive noise or untidy property When it is established that unsatisfactory conditions result from the neglect by an occupant, the situation will be remedied at the cost of the tenant. 6.1 The Accommodation Committee will set rent levels for properties and tenants according to the following criteria: Rent levels will be set from the first pay period each year for the current school year to reflect the amount of each TCEO Lease Agreement and will remain in force for the full calendar year Staff will be notified in August each year of their new rental amount for the following school year Rent charged will be calculated at 75% of the market value rate for 47 weeks per year, based on a Shared or Family / Single occupancy of the accommodation. 12 6.1.4 Houses will be primarily set aside for family accommodation. Where single staff is placed into a three (3) bedroom house there will be a maximum of two (2) occupants, except in an emergency short term placement Apart from Single Bedroom Units, all accommodation is available for dual occupancy. Each occupant pays 50% of rent amount as determined in Teachers employed by the who are tenants will have rent deducted from their salary each fortnight and will be charged rent for all but five (5) weeks of the year. This rent free period will be provided during the summer vacation period. 7.0 Vacating Premises 7.1 When vacating premises for the summer vacation, the tenants will ensure that the checklist of procedures set out in Section 8.0 is carried out. 7.2 Tenants are asked to provide four (4) weeks notice in advance of their intention to vacate the premises. Lesser periods of notification may incur a penalty equal to the amount of rent due. This may be recouped from the Bond Deposit. 8.0 Checklist for Vacating Premises 8.1 Refrigerator should be defrosted, cleaned, emptied, switched off and door left ajar. 8.2 Hot water system should be topped up and switched off. 8.3 Power supply is to be turned off at the meter box (and cancelled with the Electricity Authority if vacating permanently). 8.4 Laundry tubs should be emptied and cleaned and all taps turned off. Washing machine should be emptied, cleaned and unplugged. 8.5 Windows should be cleaned (best left until after pest control) and cobwebs removed inside and outside of buildings. 8.6 Upon vacating all carpets and lounge suits/upholstered furniture (if supplied) need to be professionally cleaned by a registered company at the tenant s expense and a receipt produced. 8.7 All furniture must be secured inside the building including rubbish bins (emptied and cleaned) and garden hose. 8.8 All external doors and windows should be secured, curtains drawn to cover windows, garage doors and gates closed. 8.9 Mail should be re-directed by arrangement with Australia Post or some arrangement made for it to be collected All deliveries, e.g., newspapers and milk should be stopped and all accounts are paid in full Lawns should be mown and care arranged during vacation period Where applicable, the water meter needs to be read. In the case of tenants returning to the same premises, the meter should be read again after the vacation and discrepancies investigated Keys must be left with the Principal or TCEO nominee during all vacations. 13 8.14 Inspection of Accommodation will occur by mutual arrangement in the month prior to a tenant vacating the accommodation Inspections will also occur by mutual arrangement to organise maintenance and refurbishment needs. See Also Form A21 & A Risk Management and Insurance Responsibilities The following items are the responsibility of each tenant. 9.1 Staff should have their personal possessions insured comprehensively. Catholic Church Insurance covers the school and contents, the TCEO owned accommodation units and the TCEO contents. Personal effects are the responsibility of each staff member. 9.2 Personal effects taken to Palm Island which require special operating conditions and storage are the responsibility of the owner. Expensive computer or hi-fi equipment may need the appropriate power surge equipment and protection from heat, dust and moisture. 9.3 Items likely to be stolen should be securely stored. Likely targets may require anti-theft measures and these are the responsibility of the property owners. 9.4 Some Accommodation units in the Townsville Diocese are provided as furnished and are not fully self contained. This means that standard furniture, a fridge and stove are included. 9.5 The following items are not included: Crockery, cutlery, glassware, kitchen utensils, linen and small electrical goods such as irons, toasters, TV s, bedside lamps and tables. Where tenants are fortunate enough to have additional items in their accommodation units, they should be prepared to replace these items if broken or lost Security Suggestions All teachers should take precautions to protect themselves and their belongings. The following suggestions are offered as a guide only Personal Effects Other All personal effects are to be insured by the owner. TCEO does not insure personal effects. Be a good neighbour and where possible keep an eye on your neighbour s residence. Do not store valuable and attractive items in the yard where they can be seen, or under the residence, Remember secure everything Maintenance Procedures Maintenance for the facilities will be divided into 3 categories, EMERGENCY, ROUTINE and TENANT RESPONSIBILITY Emergency Maintenance is work required to repair any of the following: A burst water service A blocked or broken toilet/sewerage system A serious roof leak Townsville C:\Users\japap\AppData\Local\Microsoft\Windows\Temporary Internet Files\Content.Outlook\3YGRB2OW\Teacher Accommodation Scheme Guidelines.doc 13

14 A gas leak A dangerous electrical fault A serious storm, fire or impact damage A fault or damage that makes the premises unsafe or insecure Routine Maintenance is maintenance that is not emergency maintenance and not the tenant s responsibility Tenant Responsibility is work required to be repaired or replaced by the tenant at his/her cost. This includes: Tap washers Light bulbs and fluorescent tubes 11.4 Emergency Maintenance Phone the Maintenance, Accommodation & Sustainability Officer (or the Education Consultant if MASO is not available), inform them of the problem. Confirm phone conversation by faxing MAINTENANCE REQUEST FORM to Maintenance, Accommodation & Sustainability Officer at TCEO. Maintenance, Accommodation & Sustainability Officer or Education Consultant will notify person making the maintenance request who will carry out the repairs and the time and date of the repairs Routine Maintenance Items listed for routine maintenance are to be recorded in a maintenance booklet at the school and then faxed on a MAINTENANCE REQUEST FORM to the Maintenance, Accommodation & Sustainability Officer when necessary or one week prior to the end of term. Routine maintenance will be carried out during term breaks Tenant Maintenance Tenants are to carry out necessary maintenance as required Maintenance Levy: All tenants who occupy accommodation requiring yard maintenance may be required to pay a levy as determined by the providers of that service. Where possible this will be internally salary packaged Other Matters 12.1 Pets The tenant may keep pets on the premises only if written permission has been given. Where a particular number and/or type of pet is noted only that type and/or number may be kept. Where the tenant has an approved pet - the animal must be kept outside at all times, upon vacating, the premises are to be sprayed for ticks and fleas inside and outside by a Registered Pest Control Company at the tenants expense and a receipt produced. Any damage caused by the pet will be the tenant s responsibility to rectify at their expense upon vacating. The tenant is required to provide a receipt from the pest control company to the MASO to verify that the work has been carried out Smoking TCEO managed housing, in keeping with diocesan policy, are smoke free environments and therefore no smoking shall be permitted at any time within those buildings. 15 Shire rate, water rates and land tax are the responsibility of TCEO or the landlords they lease from Telephones The tenant is responsible for any fees incurred for connection or reconnection of the telephone. Tenants are responsible for all outgoings connected with the telephone service and accounts are to be held in the tenant s name and not in the name of the school or TCEO Internet Connections Modems and/or satellite dishes installed on the premises are the property of TCEO. Should a tenant wish to access the Internet, the connection, disconnection and ongoing costs associated with this service is the responsibility of the tenant Electricity Tenants are responsible for payment of all accounts related to electricity supply. Accounts are to be held in the tenant s name and not in the name of the school or TCEO Gas Gas bottles are supplied and listed as part of the inventory in places where this is appropriate. It is the tenant s responsibility to arrange and meet all costs associated with refilling gas bottles (i.e. cost of gas and transportation). TCEO is responsible for the annual rental of all gas bottles. Gas bottles are not to be removed without the permission of the MASO Air-conditioning Reimbursement An air-conditioning reimbursement is provided in locations eligible for the Remote Area Package. Air-conditioner filters are to be kept in a clean condition by the tenant and payment of any service calls required as a direct result of dirty filters will be the responsibility of the tenant Pest Treatments Treatment and inspection for white ants and other pests is carried out annually and is the responsibility of TCEO. In addition, TCEO will respond to additional reports of such things as termite activity. However, during the intervening periods, it is the responsibility of tenants to take whatever action is deemed necessary to address incidences of other pest activity including such things as cockroaches, rodents and ant etc Floor Coverings The tenant is responsible for the maintenance of carpets (if applicable) and other floor coverings in good and clean condition House Inspections Subject to opportunity, all residences should be inspected at least twice a year by the MASO, school Principal or their nominee/s. Inspections will also be made when changes in occupancy occur. The tenant must be given at least seven days notice of intention to inspect Grounds and Gardens The tenant is responsible for maintaining the premises, outbuildings and grounds in good repair and condition including mowing and the regular watering of gardens.
