2 POSITION TITLE CLASSIFICATION Officer MINISTRY AND DIVISION s, Parks and Housing: s and Housing Regional Operations Division BRANCH AND SECTION Management Branch UNIT OR PROGRAM GEOGRAPHIC LOCATION Kamloops SUPERVISOR'S POSITION TITLE SUPERVISOR'S CLASSIFICATION PROGRAM FUNCTION (Purpose of the program and of the organization in which the position operates) The principal function of the Management Branch is to manage the unreserved Crown land (upland and foreshore) in the province for residential, agricultural, commercial, industrial and recreational purposed, by determining the land's most efficient use and by development, by selling, leasing or granting land, according to its best capability to meet the economic and social needs of the province. PURPOSE OF POSITION AND SUMMARY OF ITS FUNCTIONS The principal function of this position is to provide reports and technical data on the planning, allocation and management of Crown land under the direction of the. Key duties are: to assist the, I/C with the development, implementation and planning necessary to produce consistent and functional reports required for land allocation decisions by the Regional ; to prepare development plans and supervise development projects on Crown land at the operational level; to examine, evaluate and report on applications for land use, areas subject to land allocation plans, problems arising from foreshore and land trespass, and complex problems typically arising during the industrial and commercial usage of land in the district, and to recognize and minimize the direct effects land use allocations have on established industry of use; to train technical and clerical staff; to advise the public, other government agencies and special interest groups on branch functions, responsibilities and policies respecting the allocation, appraisal and use of Crown land, and also to assist, advise and direct individuals in the industries of agriculture, forestry, fishing, etc. and the public on land suitable for specific uses; to assist in the preparation of the district estimates and prepare monthly reports. ORGANIZATIONAL STRUCTURE AND WORKING ENVIRONMENT Branch services are provided through seven regional offices throughout BC with a combines total of nineteen districts. Officers produce consistent and functional reports under the direction of the, I/C on which land allocation decisions are based by the Region. The reports must conform to relevant legislation and precedent, policy and direction given by the Regional. Officers also provide general direction and guidance to the technical and clerical support staff.
3 ORGANIZATIONAL STRUCTURE AND WORKING ENVIRONMENT (CON'T) Similar functions with a common objective are performed by the staff in all districts the resolution of conflicts or problems within a given district varies in accordance with the availability of Crown land and interest for that land by individuals or resource agencies. In densely populated areas, land available for disposition is scarce and many people exert influence for their proposed use. Conversely, districts having large tracts of Crown land are required to resolve frequent resource conflict occasionally with major significance, when dealing with land applications as any decision may alter the existing use. Specialized knowledge in matters dealing with foreshore and riparian rights, resource capabilities in soils, agriculture, forestry, recreation, wildlife management are required by the districts to make effective decisions on land allocation when numerous uses compete for the same land % POSITION'S SPECIFIC FUNCTIONS AND HOW THEY ARE PERFORMED To assist the, I/C with the development, implementation and planning necessary to produce consistent and functional reports required for land allocation decisions by the Regional ; prepares development plans and supervises development on Crown land at the operation level by: providing technical and resource data essential to the successful implementation of the plan; identifying particular needs and land use conflicts and initiating the development of a master plan with the aid of the Regional Planning Officer to minimize adverse effects while still meeting public needs for specific land uses; implementing those designations at the operational level for residential recreational and agriculture uses through planning, supervision of development and marketing % Examines, evaluates and reports on applications for land use, problems arising from foreshore and land trespass, and complex problems typically arising during the industrial and commercial usage of land in the district. monitoring compliance with lease terms by lessees and regulating the law authorized use of the land investigating trespass complaints and other reported violations of the full authorized use of Crown land; to carry out appraisals for real property in accordance with acceptable procedures; making highest and best use judgements through cost benefit analysis. 3. QUALIFICATION REQUIREMENTS Education, Experience and Occupational Certification Bachelor's degree in Agriculture or Forestry with at least two years experience in planning, allocating, appraising and managing Crown land; or an equivalent combination of education and experience. Registration with the Association of BC Professional Foresters or registration with the BC Institute of Agrologists and to actively proceed towards accreditation as a Registered Appraiser with the Appraisal Institute of Canada. 2. Knowledge, Abilities and Skills Knowledge of Act, regulations, laws and legislation affecting land and land use. A knowledge of agriculture, forestry, recreation, wildlife and fisheries resources. A specialized understanding of land use planning, resolution of land use conflicts, resource capability analysis and the ability to arbitrate conflicting positions in land use and utilization of compromising techniques in the planning process. Ability to resolve complex land problems with patience, tact and sound judgement. Demonstrated skills in writing clear, concise reports on land management. Ability to speak publicly.
