1 Downtown Burlington Pedestrian Wayfinding Signage Plan Request for Proposals Released Tuesday, July 10, 2012 Proposals Due Tuesday, July 31, 2012, 10a.m. 1. INTRODUCTION The Burlington Downtown Corporation (BDC) is requesting proposals from experienced design firms for pedestrian-level wayfinding signage to be located throughout the downtown Municipal Service District in Burlington, N.C. The goal of the project is to improve the overall pedestrian experience in the downtown business district through wayfinding and directional signage. The program must include clear, concise direction to key destinations / landmarks within the MSD from primary intersections and key intervals. The strategic use of maps and interchangeable directional panels should be incorporated. The scope should also describe how the Burlington Downtown Corporation might include opportunities for advertising individual businesses in a way that complements the overall sign plan and allows for additional advancement of private funding opportunities. The selected design should incorporate and/or reflect the newly adopted Downtown Brand as a key component of design in order to reinforce ongoing marketing efforts for the district. The development of the signage system should also be compatible with other local branding efforts including, the soon to be implemented History on the Spot project, the BDC s newly launched website and mobile applications; and the City s newly launched Burlington brand. This project will set the tone for future wayfinding signage development and this should be kept in mind during the design process. Scope should include up to but not limited to strategic locations for immediate implementation of signage within the downtown district. Burlington is located between the rapidly growing Triad and Triangle regions of North Carolina and has a population of approximately 50,000. Map 1, attached, is a vicinity map that shows Burlington s location within the region. 2. PROJECT BACKGROUND AND DESCRIPTION 2.1 Background: In May 2008, the City of Burlington endorsed the Downtown Burlington Master Plan (Haden Stanziale, et.al, available at The plan was the culmination of a 1 ½ -year planning effort that involved downtown citizens, business owners, developers, and public officials. The Downtown Burlington Master Plan covers a 16-block area of downtown Burlington that is defined by a Municipal Service District (MSD) (Map 2: Districts and Zoning, attached, shows the boundaries of the MSD.). The plan provides recommendations in the areas of Organization, Promotion, Economic Restructuring and Physical Improvements, including design recommendations for sidewalks, site furnishings, street trees, parking, street cross-sections, gateway and wayfinding signage, public art and improvements to public areas such as Depot Square. Since that time, the district has seen the opening of Company Shops Market, as well as 23 other new businesses. The retail environment has grown to the extent that Burlington can now expect to see people spending all or part of a Saturday shopping downtown. Increasingly, the downtown community is 1

2 experiencing the need for an enhanced directional experience downtown. In 2010, the City of Burlington, implemented a downtown streetscape effort that added decorative banners and parking banners to the entrances of public parking lots. We seek to build on these efforts by adding directional signage at key locations downtown. 2.2 Phasing and timeline: The BDC seeks to develop and implement this project within a six month timeframe. The selected firm should be ready to begin work within two weeks of receiving notice to proceed. Fabrication of the signage system will be administered under a separate contract. 2.3 Project Description: The selected firm will design in consultation with BDC staff and a project team consisting of City of Burlington staff, BDC board members and representatives from the downtown community, a pedestrian signage plan that includes the necessary elements to create an intuitive environment for visitors to downtown. It is expected that the design plan will address signage at the following locations, at a minimum: The entrances and exits to all public parking lots (see map) (12 locations) The Depot Plaza (200 S. Main Street) The City of Burlington Municipal Building (425 S. Lexington Avenue) Key intersection to be determined We expect a total of sign locations throughout the district. The majority of these will likely be polemounted or building mounted, where possible. A minimum of one and maximum of two kiosk sign designs are expected. The signs should be accompanied by directional maps and arrows where necessary. We would also like to explore the possibility of incorporating interchangeable sign panels at certain locations that can be leased by individual businesses for a yearly fee. 2.4 Planning Process The selected firm should expect to work closely with the advisory committee to efficiently and effectively develop an appropriate design. The firm should plan for the following meetings: A kick-off meeting with the advisory committee A public input session to ascertain important destinations, common routes and design direction. At least three meetings with the advisory committee during design. A presentation to city staff A presentation to the BDC Board of Directors A public input session to gain input for the final design of the signage system. A presentation to City of Burlington City Council at a worksession to present final design. 2

3 2.5 Plan Elements, Specifications and Cost Estimates For each element of the plan described in the agreed upon scope of work, the BDC would like detailed specifications (when applicable) and graphics and/or illustrations of design options. The final deliverables should consist of: (a) A site plan indicating exact locations of signs (b) All design elements (c) List of materials to be used for the project, including sample swatches (d) Shop/Construction drawings with all necessary information to supply to fabricator (e) Full-color rendering(s), including art file on disk for use in marketing by the BDC (f) Cost estimates for fabrication and installation (g) Construction administration post design to facilitate fabrication and installation (h) Identification of any elements needing additional construction drawings beyond the scope of this project. 3. SELECTION PROCESS A selection committee will review the submittals and make recommendations to the BDC Executive Committee, with final approval made by the BDC Board of Directors. This committee includes the City of Burlington Public Works Director, the City of Burlington Public Information Officer, the BDC Executive Director, representatives from the BDC Board of Directors and other volunteers. Responses to this RFP will be evaluated by the committee, and a short list of firms may be invited for an interview and discussion of project scope. A firm will be selected based on credentials presented in the response to this request for proposals, including: qualifications of key personnel, logistical capabilities and previous performance with similar projects. Other elements that will be evaluated include: technical approach to the project, indication of ability to undertake the project within the stated time frame, proximity of the firm to the project location and cost. The BDC reserves the right to request a personal interview with the top-ranking firms at its discretion. No more than three firms will be selected for interviews if this option is exercised. The BDC reserves the right to reject any or all bids or proposals, waive technicalities, and to be the sole judge of the suitability of the proposed services for its intended use and further specifically reserves the right to make the award in the best interests of the BDC. 4. TIMEFRAME AND COMPENSATION Proposed Project Time Frame: Work on the project should commence in August-September The design portion of the project should not exceed 3 months from commencement of the project to submittal of materials for the City for approval, approximately 1 month prior to that meeting. If necessary, modifications to the time frame may be made upon discussion and negotiation with the selection committee. 3

4 Compensation: The work will be performed on a fixed price basis. 5. SUBMITTAL REQUIREMENT To be considered, eight (8) hard copies and 1(one digital copy) of the qualifications response must be received by the Burlington Downtown Corporation on or before Monday, July 31, 2012, by 10:00 a.m., EST. All proposals must be in a sealed envelope marked: Request for Proposals- Downtown Burlington Pedestrian Wayfinding Signage Plan. Each response shall be limited to twelve (12) double-sided pages and contain the following information in the order listed: 1) A brief description of the consulting firm(s) submitting the proposal. Describe the qualifications and experience of the consultant(s) that are directly related to the objectives and scope of services described in this Request. Include descriptions of, and examples from, similar or related projects developed by the consultant, including examples of representative graphics and illustrations and indicate the personnel responsible for the design work and project management. Photographs of installed signage are expected. Contact information for references should also be included. 2) A brief description of the proposed design team, identifying each key member and their respective areas of expertise and likely role on the team. COPYRIGHT RELEASE Those firms responding to the RFQ shall supply a copyright release in order for Staff to make copies of any copyrighted materials submitted. 8. INSURANCE REQUIREMENTS For the selected firm(s), the BDC requires that the final approved contract for professional services specify that the selected firm shall maintain at all times during the term of the contract, at its sole expense: a. Statutory workers compensation in accordance with the laws of the state where such compensation would be payable. Employers liability (Coverage B) with limits of not less than $500,000 per accident. 4

5 b. Automobile liability insurance on any owned, non-owned or rented vehicle with limits of at least $1,000,000 per occurrence combined single limit bodily injury and property damage. c. Comprehensive general liability, including products liability, completed operations liability, blanket contractual liability, broad form property damage and personal injury liability insurance with limits of at least $1,000,000 per occurrence combined single limit. d. Professional services liability for a limit of not less than $1,000,000 per occurrence. The Burlington Downtown Corporation shall be named as additional insured and be provided with a certificate of insurance prior to the effective date of the contract or any renewal contract. The BDC shall be provided with all renewal certificates within 30 days of the expiration date of any and all policies listed on the certificate of insurance. 9. INDEMNIFICATION For the selected firm(s), the BDC requires that the final approved contract for professional services specify that the consulting firm agrees to indemnify and hold the BDC harmless from and against any and all claims, losses, liabilities, costs, expenses, charges, and damages arising from, or relating to, the contractual agreement, including but not limited to attorney s fees, with respect to any cause arising out of, resulting from, or in connection with (a) any breach by the consulting firm of any clause, condition or provision of the contract; (b) any breach or violation by the consulting firm of any applicable criminal or civil law; or (c) any other cause resulting from any act or failure to act by the consulting firm in accordance with the contract. The consulting firm shall promptly assume the defense of any claim, suit or action within the scope of this indemnification at its expense, upon being notified thereof. 10.
