11 Organizational Profile PURPOSE The Local Government Attorneys of Virginia, Inc. (LGA) is a nonprofit professional corporation created to: a. promote the continuing legal education of local government attorneys; b. furnish information to local government attorneys and departments that enable them to perform their functions better; c. offer a forum through which LGA members may meet and exchange professional ideas of import to Virginia local government attorneys; and d. initiate, support, or oppose legislation and litigation that, in the judgment of LGA, is significant to Virginia local governments. FOUNDED 1975 in Charlottesville, Virginia ARTICLES OF INCORPORATION AND BYLAWS The full text of LGA s Articles of Incorporation and Bylaws is posted on LGA s website, BOARD MEETINGS Board meetings are held periodically throughout the year. Notice of meetings and Board minutes are posted on LGA s website member section, CONFERENCES LGA s annual spring, fall, and regional conferences keep members up to date on issues of local government law, trial and appellate practice, and related fields. Conference programs offer 6 10 hours of MCLE credit, with ethics credit offered annually. LGA business meetings are conducted in conjunction with the conferences. MEMBERSHIP ELIGIBILITY LGA currently has over 800 individual members representing over 300 localities, law firms, and other entities. Active Members (1) Cities, counties, towns, and school districts of Virginia, which are represented by their civil legal counsel; and (2) the Virginia Municipal League and the Virginia Association of Counties, which are represented by their respective legal counsel. Other attorneys in the locality s office, or other offices within the locality, may be placed on the mailing list free of charge upon the request of the chief legal counsel. 11

12 Organizational Profile Associate Members (1) The Commonwealth of Virginia, represented by the designee of the Attorney General; and (2) any legal or regional Virginia governmental entity, department of local government, private law firm, or other entity concerned with one or more facets of local government law. Judicial Members State judges and federal judges serving in Virginia are eligible and will receive complimentary LGA publications and MCLE conference privileges. Retired Members A civil legal counsel who was formerly engaged on a full-time basis to represent a city, county, or town and is not otherwise eligible to be an associate member. MEMBER SERVICES n MCLE credit (6 to 10 hours) at each fall, spring and regional conference, including a minimum of 2 ethics hours per year, as an accredited MCLE provider of the Virginia State Bar. n Online services including a website for access to LGA information, this directory, job postings, MCLE materials from past conferences, and a ListServ network that makes it easy to consult with, and receive legal guidance from, fellow LGA members. Further detail is given on page 15. n Amicus curiae briefs filed periodically in cases involving important local government issues. n An ethics committee that works closely with the Virginia State Bar on ethics issues of significance to local government attorneys. n Practice groups through which lawyers that share common professional interests meet, discuss, and share information with one another. n Recognition of significant contributions to local government law through (1) the Finnegan Award for Distinguished Service, (2) the Cherin Award for an Outstanding Deputy or Assistant Local Government Attorney, (3) Pro Bono Award, (4) Special Projects Award, and (5) annual Member Service Awards. 12 PUBLICATIONS Bill of Particulars, a monthly newsletter that summarizes recent federal and state court cases; available only to members. Handbook of Virginia Local Government Law, 2016 edition, a searchable electronic handbook of over 25 chapters addressing key areas of local government law. ACTIVE PRACTICE GROUPS Practice groups focused on particular areas of law, which enable group members to share specialized educational and other opportunities. 16 Online Services ListServ: The Network The LGA network, or ListServ, makes it fast, easy, and efficient to communicate and share information. Members can send messages and inquiries to numerous colleagues to find out if another jurisdiction has had a particular governmental problem; to get information needed to write a new ordinance; to keep abreast of matters being considered by the Virginia General Assembly; or to get a copy of a recent court decision, to mention a few examples. LGA s network consists of two separate mailing lists: lgalist for active members and lgagroup for active and associate members.
